TO CITY SECRETARY CONTRACT No. 49555
WHEREAS, the City of Fort Worth (CITY) and HDR Engineering, Inc.,
(ENGINEER) made and entered into City Secretary Contract No. 49555, (the
CONTRACT) which was authorized by M&C C-28288 on the 20th day of June,
2017 in the amount of $ 400,000.00; and
WHEREAS, the CONTRACT was subsequently revised by: Amendment Number
1 in the amount of $ 843,000.00 which was authorized by M&C # C-28764 on
June 26, 2018, and
WHEREAS, the CONTRACT involves engineering services for the
following project:
101014 - Avondale-Haslet Road; and
WHEREAS, it has become necessary to execute Amendment No. 2 to the
CONTRACT to include an increased scope of work and revised fee.
NOW THEREFORE, CITY and ENGINEER, acting herein by and through their
duly authorized representatives, enter into the following agreement,
which amends the CONTRACT:

RECOMMENDATION:
It is recommended that the City Council authorize the execution of Amendment No. 2 to City Secretary
Contract No. 49555, with HDR Engineering, Inc., in an amount up to $1,746,516.00 for additional
engineering phase services and construction support for the Avondale Haslet project (City Project No.
101014).
DISCUSSION:
The purpose of this Mayor and Council Communication (M&C) is to authorize Amendment No. 2 to the
existing engineering services agreement with HDR Engineering, Inc. (HDR). This amendment will
provide for professional services required to produce final plans, specifications, estimates, right-of-way
exhibits, bidding, and construction management for the construction of the Avondale Haslet Road
project.
On June 20, 2017, HDR was awarded contract City Secretary No. 49555, (M&C C-28288) to perform
preliminary design for the project. On June 26, 2018, Amendment No.1 (M&C C-28764) was
authorized by City Council to revise HDR's contract to increase the budget for the development of
plans, specifications, and estimates.
On September 1, 2020, City Council approved M&C 20-0621 to revise the scope of the Avondale
Haslet Road project from its description in the 2018 bond booklet to include signalized intersections in
lieu of roundabouts. Additionally, to improve regional connectivity, staff recommended that the
project be re-scoped to provide for replacement of the existing road, rather than rehabilitation and
widening, with a four-lane divided roadway in accordance with the current Master Thoroughfare Plan
(MTP). The project will include underground drainage, street lights, traffic signals, and sidewalks and
will connect with the soon-to-start construction Haslet Expressway. The Haslet Expressway will
connect State Highway 170 and Interstate Highway 35 to Avondale Haslet. Completion of the
Avondale Haslet project by the city will provide a new east-west corridor between Interstate Highway
35 and US Route 81.
This project is included in the 2018 Bond Program. Available resources within the General Fund will be
used to provide interim financing until debt is issued. Once debt associated with the project is sold,
bond proceeds will reimburse the General Fund in accordance with the statement expressing official
Intent to Reimburse that was adopted as part of the ordinance canvassing the bond election
(Ordinance No. 23209-05-2018) and subsequent actions taken by the Mayor and Council.
HDR proposes to complete the additional work for a fee up to $1,746,516.00. Staff considers the fee
to be fair and reasonable for the scope of services proposed. The following table summarizes
services for the project.

approval of the above recommendation and execution of the amendment to the engineering contract.
Prior to an expenditure being incurred, the Transportation and Public Works Department has the
responsibility to validate the availability of funds.

SCOPE OF WORK
Scope for Engineering Related Professional Services for Street Improvements
Amendment No. 2
The scope set forth herein defines the work to be performed by the ENGINEER in completing
the project. Both the CITY and ENGINEER have attempted to clearly define the work to be
performed and address the needs of the Project.
OBJECTIVE
The objective of this amendment is to modify the scope of Design Engineering Services for
Avondale Haslet Road to incorporate the design of the full MTP concrete curb & gutter roadway
section with signalized intersections, assess traffic conditions, proposed ROW parcel
descriptions for the City's use in ROW acquisition, and environmental documentation as
required for the City for due diligence purposes.
Project limits are revised to: from Charlotte Ann Lane to West of Haslet County Line Road
(�5,280 feet east of Sendera Ranch Blvd.) project length = 2.44 miles. Work under this
agreement includes, but is not limited to, project management, topographic survey, subsurface
utility exploration (SUE), right-of-way documentation, traffic assessment, preliminary and final
design and bidding for transportation improvements.

TASK 1. PROJECT MANAGEMENT.
ENGINEER will manage the work outlined in this scope to utilize the ENGINEER's and CITY's
time and resources efficiently and effectively. ENGINEER will manage change, communicate
effectively, coordinate internally and externally as needed, and proactively address issues with
the CITY's Project Manager and others as necessary to make progress on the work.

TASK 2. TRAFFIC OPERATIONAL ANALYSIS
The Engineer shall review traffic operational components and evaluate the proposed design
based on traffic needs.
Traffic Operational Analysis shall include the following:
The Engineer shall review and analyze traffic data, existing roadway features (including
number of lanes, offset to obstructions, lane widths, intersection operation and
geometry), traffic flow patterns, crash patterns and frequencies, and transit and traffic
operations. A detailed level of service analysis with SYNCHRO, or other acceptable
model shall be perFormed for the current year using current traffic and geometric
conditions and for the design year using traffic projections and proposed geometric
designs to compare different geometric alternatives. Results of this analysis shall be
incorporated into the final design.
a. Traffic Siqnal Warrants
• The Engineer shall perform Traffic Signal warrant analysis to determine if signal
controls are necessary for the following intersections.
o Avondale Haslet Road and Willow Springs Road North
(Unsignalized/Proposed Signalized)
o Avondale Haslet Road and Willow Springs Road South
(Unsignalized/Proposed Signalized)
o Avondale Haslet Road and Boaz Road/Sendera Ranch Blvd (Signalized)

• Refer to TMUTCD to do the traffic signal warrant analysis.
• Perform existing and future conditions warrants analysis and prepare a
signal warrant report for the study intersections. Results of this
analysis shall be incorporated into the final design.
• Prepare a draft traffic signal warrant report that documents the
analysis and recommendations for review.
• Prepare a final traffic signal warrant report that addresses
comments from City.
b. Traffic Operation Analvsis
• PerForm existing conditions (year 2020) and future conditions (years
2025 and 2045) capacity analysis (AM and PM peak hours) utilizing
the latest Synchro (10.0) version to evaluate each of the studied
intersections along the corridor and to reflect transportation network
configurations for existing traffic conditions.
• Determine measures of effectiveness (MOEs) for existing and future conditions
including level of service, delay, and queue length estimates.
• Work with the City of Fort Worth to also include applicable scenarios with potential
operational improvements, modified roadway configuration, and capacity additions
as needed along the corridor and intersections. The Engineer shall assess the
various solutions based on factors such a SYNCHRO/HCS delay, ROW impact,
environmental constraints, access points, ingress and egress, and safety to
evaluate feasibility of these options. The Engineer shall vet and refine all the ideas
to meet the needs of the project. The Engineer shall test the traditional capacity
improvements in SYNCHRO.
• The Engineer will develop the required traffic technical analyses and report for the
approval of the final design.
Subsurface Utility Engineering: ENGINEER will provide Subsurface Utility Engineering
(SUE) per Task 7.
Environmental & Permitting: ENGINEER will provide conceptual environmental &
permitting per Task 8.
ASSUMPTIONS
CITY to provide Letter of Map Revisions (LOMR) and Conditional Letter of Map Revisions
(CLOMR) for other projects that may affect the work outlined in this scope.
For projects where land acquisition is necessary, copies of title commitments would need to
be provided by the CITY as soon as available to determine / confirm existence of utility
easements which may require further coordination.
If CITY requires any data collection, traffic forecasting, traffic projections, or other related
detailed traffic operational tasks, they shall be included under a separate contract.

TASK 3. PS&E DESIGN (60%, 90%, 100% Submittals)
Design plans and specifications shall be submitted to CITY per the approved Project Schedule.
ENGINEER will develop the Preliminary 60°/o design of the infrastructure as follows.
3.1. Roadway Design Package
Development of Preliminary Design Drawings and Specifications shall include the
following:
• A Project Control Sheet, showing all Control Points, used or set while gathering data.
Generally, on a scale of not less than 1:400. The following information shall be indicated
for each Control Point: Identified (i.e. existing City Monument #8901, PK Nail, 5/8" Iron
Rod); X, Y and Z Coordinates, in an identified coordinate system, and a referred bearing
base. Z coordinate on City Datum only; descriptive location (i.e. set in the centerline of
the inlet in the South curb line).
• Updated existing and proposed typical section sheets.
• Updated roadway plan and profile sheets displaying station and coordinate data for all
horizontal alignment P.C.'s, P.T.'s, P.I.'s; station and elevation data of all vertical profile
P.C.'s, P.T.'s, P.I.'s, low points, and high points; lengths of vertical curves, grades, K
values, e, and vertical clearances where required (over utilities).
• Bearings given on all proposed centerlines, or baselines.
• Intersection layout sheets including ROW lines, horizontal alignments, utilities, curbs,
sidewalks, lane dimensions and arrows, and proposed paving contours or spot
elevations.
• Preliminary roadway details to include curbs, curb expansion joints, driveways,
sidewalks, and pavement details.
• Traffic Control Plan: including all construction signage and pavement markings which will
be in accordance with the latest edition of the Texas Manual on Uniform Traffic Control
Devices. Develop a traffic control plan utilizing standard traffic reroute configurations
posted as "Typicals" on the CITY's BIM 360 website. The typical need not be sealed
individually, if included in the sealed contract documents. Develop supplemental traffic
control drawings as needed for review and approval by the Traffic Division of the
Transportation and Public Works Department. Provide a written summary of the distinct
phases to take place during construction operations to include road and/or lane closures,
limited access to adjacent properties, and limited access to pedestrian and bicycle
traffic. Traffic Control Narrative shall be included describing construction phasing,
sequence of work, any proposed detours, etc.
• Utilities: Proposed phasing of any water and sanitary sewer replacements/adjustments
required, and/or drainage work that is included in this project documented in both the
project schedule and narrative form, utility plan sheets showing SUE information and
proposed water & sanitary sewer adjustments. Water & sanitary sewer replacements,
relocations, or new main lines are NOT included in this contract.
• Drainage details: revisions to 30% plans, incorporate 60% roadway design, drainage
general notes sheet, storm drain layout sheets showing location and size of all inlets,
manholes, junction boxes, culverts and piping to include storm drain profiles showing
existing and proposed flow lines, flows, lengths and slopes of pipe, top of ground profile
over pipe and connections to existing or proposed storm sewer systems.
• Drainage details for special structures (headwalls, junction boxes, etc.)
• HEN-2 Crossing: ENGINEER will review plans to assess the potential impacts per
the permit requirements. Input and coordination on the design work will be required

to avoid and minimize impacts (e.g. waters of the U.S.) to the extent practicable.
Permit recommendations will be made based on the proposed impacts.
ENGINEER will delineate the watershed based on contour data and field verification
and document existing street, right-of-way and storm drain capacities for the subject
site. A drainage area map will be drawn at maximum 1" = 200' scale from available
2-foot contour data with the contours labeled. All calculations shall conform to CITY
criteria per the CITY's design manual. All locations in the project area where 100-
year runoff exceeds available storm drain and right-of-way capacities shall be clearly
identified. The ENGINEER's responsibility includes recommendations for
improvements of the existing system as deemed reasonable and consistent with
CITY standards.
For all crossings other than HEN-2, prepare a hydrologic analysis utilizing the
appropriate method as specified in the FTW Manual Table 3.3 for the 1-, 10-, 25- and
100-year "design" storm events. The hydrologic analysis will focus on a fully
developed watershed as specified in the FTW Manual.
For crossing HEN-2, per Table 3.4 of the FTW Manual, use the Unit Hydrograph
Method (drainage area is approximately 4 square miles). Calculate curve numbers
and time of concentration flow paths using Arc-GIS.
Preliminary hydrology & hydraulic analysis for Tributary to HEN-2 crossing the
project (HEC-RAS). Coordinate the hydraulic study with the roadway profiles to
determine if mitigation of channel is required. The design will follow Chapter 3.8.4 of
the FTW Manual.
Design criteria shall include:
o Per FTW Manual, the HEN-2 bridge shall be designed for the flood mitigation
storm (1 % AEP or 100-year) for fully developed watershed conditions.
o Per the FTW Manual, no increase in downstream discharge will be allowed
because of the roadway improvements.
o No increase in flood elevations greater than 0.1 feet in 1-, 5-, and 100-year
storm events unless contained in the channel and within the right-of-way.
a. Incorporate channel cross sections (generated from ground survey and best
available LiDAR or contour data) into HEC-RAS 5.0.3 1-D model (via HEC-Geo
RAS in Arc-GIS) and develop existing condition HEC-RAS model.
b. Coordinate with roadway engineers to optimize the roadway approach geometry.
c. Coordination with electric utility on street illumination.
d. Quantify project impacts and evaluate alternatives to mitigate any increase in
proposed base (100-year) flood water elevations or fill. Chapter 3.7 of the FTW
Manual will be closely followed to mitigate any impacts to the floodplain.
Assess excess runoff produced by proposed roadway improvement and
determine if and where detention is required prior to release to downstream
properties
Signing, pavement marking, and illumination plans.
Signals at 3 intersections: Willow Springs North, South, and Sendera Ranch Blvd
intersections.
• Documentation of key design decisions.
• Estimates of probable construction cost.

• Quantity Summary by Sheet. PS&E plans shall contain quantity summary sheets
including summaries of bid items and quantities using the CITY standard bid items and
format.
• Retaining Walls. Plans shall include Retaining Wall layouts and details including cast-in-
place retaining walls using CITY/TxDOT standards. Assumed are 2 CIP walls and 4
sidewalk walls. Geotechnical borings, analysis, and global stability, and structural wall
design is NOT included in this scope.
• Landscaping. Plans to include Landscaping Detail plans on stamped
concrete/median/concrete riprap as required.
• Irrigation. Irrigation plans and details shall NOT be included in this scope.
• Noise Walls. Plans to include Noise Wall Layouts and details if required.
3.2. Geotechnical Investigation & Pavement Design
Soil investigations, including field and laboratory tests, borings, related engineering
analysis and recommendations for determining soil conditions will be made.
• The ENGINEER shall prepare a detailed geotechnical engineering study and pavement
design in conformance with the latest edition of the City Of Fort Worth Pavement Design
Manual. The study shall include recommendations regarding utility backfill
recommendations and identify existing groundwater elevation at each boring.
3.3 Constructability Review
• Prior to the 60 percent review meeting with the CITY, the ENGINEER shall schedule and
attend a project site visit with the CITY Project Manager and Construction personnel to
walk the project. The ENGINEER shall summarize the CITY's comments from the field
visit and submit this information to the CITY in writing.
3.4 Public Meeting
After the preliminary plans have been reviewed and approved by the CITY, the
ENGINEER shall prepare project exhibits, and attend public meeting to help explain the
proposed project to residents. The CITY shall select a suitable location, prepare and
mail the invitation letters to the affected customers. The ENGINEER shall coordinate
with the CITY GIS staff to identify affected property owners/residents and develop a
spreadsheet listing addresses of those to invite to the public meeting.
3.5 Utility Clearance
The ENGINEER will consult with the CITY's Transportation and Public Works
Department, Water Department, and other CITY departments, public utilities, private
utilities, private utilities and government agencies to determine the approximate location
of above and underground utilities, and other facilities (current and future) that have an
impact or influence on the project. ENGINEER will design CITY facilities to avoid or
minimize conflicts with existing utilities, and where known and possible consider
potential future utilities in designs. (Assume 24 Months)
o Monthly Utility Progress Meetings with CITY
■ Notify CITY of all data received from Utility Owners (continuous)

The ENGINEER will utilize the conflict matrix spreadsheet previously developed and
revise it to include this scope's SUE and project information. The spreadsheet will
include location of each conflict with the project and existing utilities found during SUE
investigation.

The ENGINEER shall upload individual DWF files for each plan sheet of the approved
preliminary plan set to the designated project folder in BIM 360 for forwarding to all utility
companies which have facilities within the limits of the project.
ASSUMPTIONS
• Drainage design shall follow the SDS Drainage Study Checklist. All storm water calculations
and design shall conform to the latest City of Fort Worth iSWM Storm Water Criteria Manual,
as of November 2020.
• Geotechnical Investigation: 28 borings for pavement design at approximately 500' spacing
and 20' depth. Geotechnical borings, analysis, and global stability for retaining walls are
NOT included in this scope.
• Retaining Wall Layouts. Plans shall include Retaining Wall layouts and details including
cast-in-place retaining walls using CITY/TxDOT standards. Assumed are 2 CIP walls and 4

ASSUMPTIONS
Any opinions of probable project cost or probable construction cost provided by
ENGINEER are made on the basis of information available to ENGINEER and on the
basis of ENGINEER's experience and qualifications, and represents its judgment as
an experienced and qualified professional engineer. However, since ENGINEER has
no control over the cost of labor, materials, equipment or services furnished by others,
or over the contractor(s') methods of determining prices, or over competitive bidding or
market conditions, ENGINEER does not guarantee that proposals, bids or actual
project or construction cost will not vary from opinions of probable cost ENGINEER
prepares.
TASK 4. BID PHASE SERVICES
ENGINEER will support the bid phase of the project as follows:
The ENGINEER shall upload all plans and contract documents onto BIM 360 for
access to potential bidders.
o Contract documents shall be uploaded in a.xls file.
o Unit Price Proposal documents are to be created utilizing the CITY specified
spreadsheet workbook, Bid Proposal Worksheet Template, and will be
populated and configured so that all pages are complete and the Summary
Worksheet(s) in the workbook detail and automatically summarize the totals
from the inserted Unit Price Proposal document worksheets.
o Plan Sets are to be uploaded to BIM 360 in .pdf. The .pdf will consist of one file
of the entire plan set.
The ENGINEER will assist the CITY PM in answering bidders' questions and requests
for additional information. The procedures shall include a log of all significant bidders'
questions and requests and the response thereto. The log shall be housed and
maintained in the project's BIM 360 folder titled Request for Information. The
ENGINEER will provide technical interpretation of the contract bid documents and will
prepare proposed responses to all bidders' questions and requests, in the form of
addenda. The ENGINEER shall upload all approved addenda onto BIM 360 and mail
addenda to all plan holders.

TASK 5. CONSTRUCTION PHASE SERVICES
ENGINEER will support the construction phase of the project as follows:
5.1 Construction Support
• The ENGINEER shall attend the preconstruction conference.
• After the pre-construction conference, the ENGINEER shall provide project exhibits
and attend public meeting to help explain the proposed project to residents. The CITY
shall select a suitable location and mail the invitation letters to the affected customers.
• The ENGINEER shall visit the project site at requested intervals as construction
proceeds to observe and report on progress.
• The ENGINEER shall review shop drawings, samples and other submittals submitted
by the contractor for general conformance with the design concepts and general
compliance with the requirements of the contract for construction. Such review shall
not relieve the Contractor from its responsibility for performance in accordance with
the contract for construction, nor is such review a guarantee that the work covered by
the shop drawings, samples and submittals is free of errors, inconsistencies or
omissions. The ENGINEER shall log and track all shop drawings, samples and other
submittals in BIM 360.
• As requested by the CITY, the ENGINEER shall provide necessary interpretations and
clarifications of contract documents, review change orders, and make recommendations
as to the acceptability of the work.

The ENGINEER shall attend the "Final" project walk through and assist with
preparation of final punch list.
In performing Construction Phase Services, ENGINEER shall not control or have
charge of, and shall not be responsible for, construction means, methods, techniques,
sequences, procedures of construction, health or safety programs or precautions
connected with the work and shall not manage, supervise, control or have charge of
construction. ENGINEER shall not be responsible for the acts or omissions of
construction contractor(s) or other parties on the project. The CITY agrees to include
a provision in the construction contract with its contractor(s) requiring them to name
ENGINEER as an additional insured on contractor(s') commercial general liability
insurance.
5.2 Record Drawings
• The ENGINEER shall prepare record drawings from information submitted by the
inspector and/or Contractor. The drawings shall be submitted as full size (22" x 34")
mylar drawings. Also, 5 sets of full size (22" x 34") paper plans shall be submitted for
construction inspection.
• Record drawings will also be submitted in PDF and DWF formats. There will be one
(1) PDF file containing all associated sheets of the plan set.
• Both PDF and DWF files shall be uploaded to the projecYs Record Drawing folder in
BIM 360.

TASK 6. ROW/EASEMENT SERVICES
ENGINEER will support and perForm activities related to ROW and land as outlined below,
per scoping direction and guidance from the CITY's Project Manager.
6.1 Right-of-Way Research & Document Preparation
• The ENGINEER shall determine rights-of-way, easements needs for construction of
the project. Required temporary and permanent easements will be identified based on
available information and recommendations will be made for approval by the CITY.

• The ENGINEER shall prepare Parcel Descriptions sealed by a RPLS to be used to
obtain right-of-way and permanent and/or temporary easements required to construct
the improvements.
• The documentation shall be provided in conformance with the checklists and

Temporary Right of Entry Preparation and Submittal
• Prior to construction, the ENGINEER shall prepare, mail and obtain Temporary Right
of Entries from landowners. It is assumed that letters will only be required for land
owners adjacent to temporary construction easements or who are directly affected by
the project and no easement is required to enter their property.
• The documentation shall be provided in conformance with the checklists and
templates available on the CITY's BIM 360 site.
ASSUMPTIONS
Right-of-Way research includes review of property/right-of-way records based on
current internet-based Tarrant Appraisal District (TAD) information available at the
start of the project and available on-ground property information (i.e. iron rods, fences,
stakes, etc.). It does not include effort for chain of title research, parent track research,
additional research for easements not included in the TAD, right-of-way takings,
easement vacations and abandonments, right-of-way vacations, and street closures.

TASK 7. SURVEY AND SUBSURFACE UTILITY ENGINEERING SERVICES
ENGINEER will provide survey support. Survey and aerial mapping done under previous task
orders will be used and supplemented per the following:
7.1 Design Survey
• ENGINEER/SURVEYOR will perform field surveys to collect horizontal and vertical
elevations and other information needed by ENGINEER in design and preparation of
plans for the project covering asphalt transition areas, HEC-RAS modeling sections,
and existing driveway culverts.
• Provide supplemental topographic/design survey along the proposed route. The
survey will include locating all utility signs and markers, all visible above ground
utilities and drainage structures, and cross sections.
• Deliverables will include modified digital files in .dgn format combining all
supplemental survey data into the previous topographic data. Other deliverables will
include copies of field notes and field drawings, ASCII point file of all points located in
the survey.

• The minimum survey information to be provided on the plans shall include the
following:
o A Project Control Sheet, showing ALL Control Points & Benchmarks
(approximately 14 points), used or set while gathering data. Generally, on a
scale of not less than 1:400:
The following information about each Control Point:
a. Identified (Existing. CITY Monument #8901, PK Nail, 5/8" Iron Rod)
b. X, Y and Z Coordinates, in an identified coordinate system, and a
referred bearing base. Z coordinate on CITY Datum only.
c. Descriptive Location (Ex. Set in the centerline of the inlet in the South
curb line of North Side Drive at the East end of radius at the Southeast
corner of North Side Drive and North Main Street).
• Topographic ground survey is necessary to model the Trib to HEN-2 and determine any
hydraulic impact. The following are activities required for hydraulic survey per this scope
of work:
o Channel cross sections are required. Cross sections will be based on orientation
and spacing as determined by the Engineer in coordination with the City. The
width of the cross sections shall cover the roadway and top of the channel over
bank extending at least 50 feet to the north. Cross sections shall contain a
minimum of 9 points at each of the following locations: left natural ground; top of
left bank; toe of slope; 3 shots at channel bottom including flow line of channel; toe
of slope; right top of bank; and right natural ground, as well as, and any grade
breaks within the channel or in the overbank areas beyond the channel banks.
Provide digital photos corresponding to each cross section.
o Cross sections will be taken at right angles to contours.
o Detailed survey of existing drainage features (inlets, headwalls, junction boxes,
etc.) within project limits and 100 feet past limits.
Temporary Right of Entry Preparation and Submittal
Prepare Permit-To-Survey Letters and obtain permission from the owner of each
affected property to perform the survey. If property owners fail to approve within three
weeks from receipt of permission letter, ENGINEER will pursue other avenues of
obtaining access.
The documentation shall be provided in conformance with the checklists and templates
available on the CITY's BIM 360 site.
7.2 Subsurface Utility Engineering
Provide SubsurFace Utility Engineering (SUE) to Quality Level B as described below. The
SUE shall be performed in accordance with Cl/ASCE 38-02. Utilities to be designated include
gas, telecommunications, electric, traffic signals, storm, water and sanitary sewer.
• Quality Level B(QL"B") — Two-dimensional (x,y) information obtained through the
application and interpretation of non-destructive surface geophysical methods.

Also known as "designating" this quality level provides the horizontal position of
subsurface utilities within approximately one foot.
• Quality Level A(QL"A") — Three dimensional (x,y,z) utility information obtained
utilizing non-destructive vacuum excavation equipment to expose utilities at critical
points which are then tied down by surveying. Also known as "locating", this quality
level provides precise horizontal and vertical positioning of utilities within
approximately 0.05 feet.
• Resolve differences between designated utilities and utility records and surveyed
appurtenances.
• Recommend additional measures to resolve differences if they still exist.
Recommendations may include additional or different surface geophysical methods,
exploratory excavation, or upgrade to Quality Level A data.
• As an alternative to the physical marking of lines, the ENGINEER may, with CITY's
approval, utilize other means of data collection, storage, retrieval, and reduction that
enables the correlation of surface geophysical data to the project's survey control.
Natural Gas Pipeline Coordination
• Coordination with Devon Energy/owner of natural gas pipeline easement north of
Willow Spring Rd to for standard protection of existing line that may be impacted by
the project
ASSUMPTIONS
• Construction control will be set by the Contractor.
• Level A SUE will require up to 20 test holes.
• Survey of type and size of trees or other plants are NOT included is this scope.
DELIVERABLES
A. Copies of field survey data and notes used and developed for design signed and
sealed by a licensed surveyor.
B. Drawing of the project layout with dimensions and coordinate list.
TASK 8. ENVIRONMENTAL & PERMITTING — Local Government Due Diligence
Documentation
ENGINEER will provide permitting support for the CITY to obtain agreements and/or
permits normally required for a project of this size and type, as follows.
8.1 Project Development and CITY Coordination
• The Engineer shall coordinate with the City of Fort Worth to scope and develop
environmental due diligence documents for the Project. Based on initial assessments
this scope will be based on the development and production with associated public
involvement activities.

• The Engineer shall assist the City to determine the level of due diligence
documentation required and confirm the resource studies needed.
8.2 Technical Reports and Environmental Documentation
• The Engineer shall develop the required technical analyses and reports required for

• Endangered Species Analysis
• Waters of the U.S. and Permitting Table. If a USACE Nationwide Permit Pre-
Construction Notification, or Individual Permit are required, work will be done under a
supplemental work authorization
• Archeological Background Study
• Archeological Permit and Survey, if required. Pedestrian survey only. If inechanical
excavation is required, work will be done under a supplemental work authorization
• Archeological Survey Report, if needed
• Hazardous Materials ISA Report
Environmental Permitting
• Per floodplain mitigation improvements on the channel, ENGINEER will assess the
potential environmental impacts and requirements. Permit recommendations will be
made based on the proposed impacts.
8.3 Environmental Permitting and Commitments (EPIC) Sheet — NOT INCLUDED
• The Engineer shall NOT develop the environmental EPIC sheets for inclusion in the PS&E
package(s).
Storm Water Pollution Prevention Plan (to be submitted within PS&E Design plans) to
include the following:
ENGINEER will prepare the Storm Water Pollution Prevention Plan (SWPPP) required
for the Project for use by the Contractor during construction, on the Erosion Control
General Notes plan sheet. ENGINEER will prepare erosion control plan drawings and
details for proposed SWPPP improvement that the Contractor must use during
construction. Contractor will be responsible for filing the appropriate forms & SWPPP
with appropriate regulatory agencies.
8.4 Public Involvement
• The Engineer shall develop the Right of Entry letters for required environmental
surveys. This effort will provide two (2) rounds of ROE letters and a GIS status map of
the ROE process
• The Engineer shall develop environmental displays, as needed, and attend a public
meeting for the project
8.5 Texas Department of Licensing and Regulation (TDLR)
• Identify and analyze the requirements of the Texas Architectural Barriers Act, Chapter
68 Texas Administrative Code, and become familiar with the governmental authorities
having jurisdiction to approve the design of the Project.

• ENGINEER is responsible for and shall coordinate all subconsultant activity
to include quality and consistency of plans.
• If, at any time, during the course of reviewing a submittal of any item it becomes
apparent to the CITY that the submittal contains errors, omissions, and inconsistencies,
the CITY may cease its review and return the submittal to the ENGINEER immediately for
appropriate action. A submittal returned to the ENGINEER for this reason may be
rejected by the CITY Project Manager.
9.1 QC/QA of Survey and SUE Data
• The ENGINEER's Surveyor shall perform Quality Control/ Quality Assurance
on all procedures, field surveys, data, and products prior to delivery to the
CITY. The CITY may also require the ENGINEER's Surveyor to perForm a

Quality Assurance review of the survey and/or subsurface utility engineering
(SUE) work perFormed by other surveyors and SUE providers.
• ENGINEER's Surveyor shall certify in writing via a letter that the

Assurance process.
• ENGINEER's SubsurFace Utility Engineering provider shall certify in writing via
a letter that the SUE information provided has undergone a Quality Control/
Quality Assurance process.
9.2 QC/QA of Design Documentation
• ENGINEER shall perform a QC/QA review of all documents being submitted
for review at all stages of the design including the 60%, 90°/o and Final
Document design review submittals. QA should be perFormed by an
individual within the firm who is not on the design team.
ENGINEER is to acknowledge that each item on the Detailed Checklist has
been included by checking "done" on the checklist. If a particular checklist
item is not applicable, this should be indicated by checking "N/A". If an entire
checklist is not applicable, this should be indicated by checking every item on
the list as "N/A" and still included with the submittal. The ENGINEER shall use
the Detailed Checklist provided by CITY.
A Comment Resolution Log must be used to document conflicting comments
between reviewers and to highlight comments made by the CITY that the
ENGINEER is not incorporating into the design documents along with the
associated explanation. The ENGINEER shall use the Comment Resolution
Log provided by CITY.
The documentation of a QC/QA review includes (1) a copy of the color-coded,
original marked-up document (or "checkprint") developed during the QA
checking process and/or review forms which sequentially list documents and
associated comments; and (2) a QC sign-off sheet with signatures of the
personnel involved in the checking process. Mark-ups may also be
documented using the Comment Resolution Log.
• Evidence of the QC/QA review will be required to accompany all
submittals. Documentation shall include, but is not limited to, the
following items:
- PDF of the completed Detailed Checklists
- PDF of the QC/QA checkprint of the calculations, plans, specifications,
and estimates demonstrating that a review has been undertaken;
- PDF of previous review comments (if any) and the ENGINERR's
responses to those comments in the Comment Resolution Log.
• If any of the above information is missing, is incomplete or if any comments
are not adequately addressed; the CITY may contact the ENGINEER and
request the missing information. If the ENGINEER does not respond to the
request within 1 business day, the CITY shall reject the submittal. No

COMPENSATION
iii. Subcontract Expenses. Subcontract expenses and outside services shall
be reimbursed at cost to ENGINEER plus a markup of ten percent (10%).
iv. Budgets. ENGINEER will make reasonable efforts to complete the work
within the budget and will keep the City informed of progress toward that end so
that the budget or work effort can be adjusted if found necessary.

be adjusted, nor is the City obligated to pay ENGINEER beyond these limits.
If ENGINEER projects, in the course of providing the necessary services, that the
PROJECT cost presented in Article 2 of this Agreement will be exceeded, whether
by change in scope of the project, increased costs or other conditions, the
ENGINEER shall immediately report such fact to the City and, if so instructed by
the City, shall suspend all work hereunder.
When any budget has been increased, ENGINEER's excess costs expended prior
to such increase will be allowable to the same extent as if such costs had been
incurred after the approved increase.
B. The ENGINEER shall be paid monthly payments as described in Section II -
Method of Payment.
Method of Payment
A. The ENGINEER shall be paid by the City based upon an invoice created on the
basis of statements prepared from the books and records of account of the
ENGINEER, based on the actual hours and costs expended by the ENGINEER
in performing the work.
B. Each invoice shall be verified as to its accuracy and compliance with the terms of
this Agreement by an officer of the ENGINEER.
C. ENGINEER shall prepare and submit invoices in the format and including content
as presented in Exhibit B-1.
D. Payment of invoices will be subject to certification by the City that such work has
been performed.
III. Progress Reports
A. The ENGINEER shall prepare and submit to the designated representative of the
Transportation and Public Works Department monthly progress reports and
schedules in the format required by the City.
