Staff also generates a monthly report to keep the Council informed of the volume of development activity, process improvements and staff’s performance in implementing changes and improving the delivery of plan review and permits. This activity report consists of metrics associated with building permits, infrastructure, stormwater development, and water development plan review. It provides updates on continuous development process improvement efforts. The monthly Development Activity Report is attached for your use and information. This is up from 73.44% in January 2021 which had 47 out 64 responses. In January, 4 out of 4 customers surveyed thought that our Inspections team was Extremely Helpful or Very Helpful. The committee met multiple times in 2018 and 2019 and reviewed the process for issuing commercial building permits from time of submittal to approval. The committee issued a final report in June 2019 which included 72 recommendations in 6 primary categories: accountability, technology, process, people, training and standardization. • All 72 recommendations have been incorporated. The amount of time a new commercial building permits spends in city hands has decreased 56% since implementing the recommendations. Additionally, the data excludes X-Team applications, walk-in permits and third-party review permits. • Average City time for new commercial building permits issued during this reporting period was 25 days compared to: o 63 days in the BPI Project down 38 days o 31 days in the CY 2019 Annual Report down 6 days o 30 days in the CY 2020 Annual Report down 5 days • Average time to complete first review for new commercial building permits issued during this reporting period was 9 days compared to: o 38 days in the BPI Project down 29 days o 15 days in the CY 2019 Annual Report down 6 days o 12 days in the CY 2020 Annual Report down 3 days • Average City time for new residential building permits during this reporting period was 13 days compared to: o 19 days in the CY 2019 Annual Report down 6 days o 13 days in the CY 2020 Annual Report no change • Average time to complete first review for new residential building permits during this reporting period was 7 days compared to: o 11 days in the CY 2019 Annual Report down 4 days o 8 days in the CY 2020 Annual Report down 1 day • City staff will continue to monitor building permit statistics to make sure they stay on track. Following this report we will transition to annual reporting on this business improvement initiative. INFORMAL REPORT TO CITY COUNCIL MEMBERS No. 21-10554 To the Mayor and Members of the City Council March 23, 2021 Page 6 of 6 SUBJECT: MONTHLY DEVELOPMENT ACTIVITY REPORT ISSUED BY THE CITY MANAGER FORT WORTH, TEXAS • In March 2021, we will begin two new business process improvement initiatives on: o the platting process; and o the process for obtaining a certificate of occupancy. Response to COVID-19 Pandemic • All required applications/permits continue to be available online. Staff continues to work on streamlining and adding permit processes online. o Staff has updated the fee schedule in Accela, it us scheduled to go live on April 1st. o Changed PIR report to pull all Permit Faces (not just from the Development module) to increase efficiency in gathering PIR documents. o Add a “document type” to all plat applications so that the developer can upload CAD files. • Development Services continues to hold virtual Board and Commission meetings. This will continue to provide a high level of transparency for City business while encouraging public participation and engagement. • Development Services is working to launch an interactive web tool, Open Counter, to help the public navigate zoning districts and building permit processes. There will be three modules: zoning, residential, and commercial. Each module will walk the citizen/developer through a series of interactive questions that will lead to a printed permit guide for a project. o Open Counter, the project team, and staff are testing the permit mapping and fee estimator for the zoning, residential, and commercial portals. A naming contest for the software was completed where the Development Services Department staff submitted potential names and voted as a department on the Open Counter interface that will be displayed on the city website and “CFW Permit Assist” was selected. Currently, the project team is leading staff testing with every department that participates in the development process. Please contact D.J. On 3/1/2021, Consultant provided a test report to staff for review. Staff provided comments to consultant on 3/2/2021. Open Counter (1 in progress) Implement the Open Counter software that will improve the developer permitting experience and process in the City Development Services, ITS, Water, Fire, TPW, Neighborhood Services Open Counter, the project team, and staff from every department that participates in the development process are testing the permit mapping and fee estimator for the zoning, residential, and commercial portals.
