HomeMy WebLinkAboutResolution 5377-04-2021A Resolution No. 5377-04-2021 EXPRESSING SUPPORT OF PROPOSED PROJECTS TO BE SUBMITTED TO TARRANT COUNTY AS A PART OF THE PLANNED 2021 TARRANT COUNTY BOND PROGRAM AND THE CITY OF FORT WORTH'S INTENT TO BE FISCALLY RESPONSIBLE FOR ITS SHARE OF FUNDING OBLIGATIONS WHEREAS, Tarrant County is proposing a $400 Million Transportation Bond Program to be placed before voters in November 2021 ("County Bond Program"), and WHEREAS, Tarrant County issued a Call for Projects requesting local municipalities to submit transportation projects for consideration for funding as part of the County Bond Program, and WHEREAS, the County Bond Program 50 percent matching program indicated the County will consider projects from local municipalities for funding on a 50 percent matching basis ; and WHEREAS, the County Bond Program 50 percent matching program requires a resolution from the City Council supporting the proposed projects and certifying the local funding commitment with a description of the proposed funding plan; and WHEREAS, staff has undertaken an extensive review and prepared a list of proposed projects that include arterials , intersections, and traffic signals that were detennined to be of highest priority based on a variety of factors including condition, pedestrian and motorist safety, and equity; and WHEREAS, the City Council of the City of Fort Worth wishes to formally express its support for the City 's proposed projects for the Tarrant County 2021 Bond Program and its commitment to providing City funding, with the understanding that such funding is contingent on the projects' inclusion in the County Bond Program, successful passage of that program, and required voter approval for the City's 2022 Bond Program. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: 1. That in response to the Tarrant County 2021 Transportation Bond Program Call for Projects, the City of Fort Worth hereby expresses its support for the projects liste d herein and requests Tarrant County to consider them for the County/City 50 percent cost share portion of the Tarrant County 2021 Transportation Bond Program ; and 2 That the City of Fort Worth is committed to participate with its 50 percent funding share and committed to provide interim financing up to the amount of $358 ,900 ,000 .00 with such commitment conditioned on the listed projects being included in a voter-approved Tarrant County 2021 Bond Program and with the City contribution including $131 ,120 ,000.00 111 anticipated 2022 bond funds that are s ubject to required voter approval. 3. DISCUSSION: The purpose of this Mayor and Council Communication (M&C) is to take actions so that identified City projects can be considered for inclusion in the upcoming Tarrant County bond program for fifty percent funding on a reimbursement basis. Tarrant County continues to experience sign ificant population growth , placing demands on the current transportation system. Tarrant County recognizes that as the county continues to grow to an estim ated three million residents by 2045, it will require a maturing local arterial system that connects to expanded highways designed to facilitate the efficient movement of goods and people. The Tarrant County Commissioners Court (Commissioners Court) supports the development of a new Tarrant County Tran sportation Bond Program (Program) desig ned to meet the critical tra nsportation infrastructure needs across Tarrant County through the shared financing of strategically significant transportation proj ects. The Program goals include increasing mobility, red ucing congestion , enhancing safety and improving connectivity . The Program is comprised of three main categories including a call for projects category that is designed to leverage resources with municipalities to maximize the cost- effectiveness of each bond funded project. Projects in this ca teg ory will require a local funding match of at least fifty percent (50 %) of the total project cost identified in the municipality's project submittal. For the 50 percent matching program, the County requires a resolution from the City Council supporting the proposed projects and certifying the local funding commitment with a description of the proposed funding pla n. The dead line fo r submissions is April 16, 2021 and a proj ect evaluation committee to b e appointed by the Commissioners Court will evaluate the projects and recommend a list of projects to the Commissioners Court for considera ti on. City staff has identified 13 thoroughfares , 12 intersections, 15 traffic signals and a special project in partnership with the City of Euless that meet the criteria for submittal to Tarrant County. A large portion of the C ity's funding is tied to these projects be ing recommended for the City's 2022 Bond Program . Therefore the C ity's funding commitment is contingent on the projects' inclusion in the County Bond Program , successful passage of that program, and required voter approval for the City's 2022 Bond Program . Staff is currently developing the submitta l packages for Tarrant County including conceptual schematics. Upon approval of this Mayor and Coun ci l Communicati on, staff will finalize the City of Fort Worth's submitta l package to Tarrant County per the Tarrant County 2021 Bond Program Policy . These projects are located in all COUNCIL DISTRICTS . A Form 1295 is not required be cause : This M&C does not request approval of a contract with a business entity . FISCAL INFOR MATI ON / CERTI FICATI ON: The Director of Finance certifies that approval of this recommendation will have a future fiscal impact on City funds . While no current year impact is anticipated from this act ion , any effect on expenditures and revenues will be budgeted , upon approval of the City Council, in future Fiscal Years and will be included in the long-term financial forecast.
