AMENDMENT No.4
TO CITY SECRETARY CONTRACT No. 52483
WHEREAS, the City of Fort Worth (CITY) and Halff Associates,
Inc.,(ENGINEER), made and entered into City Secretary Contract No. 52483,
(the CONTRACT), which was authorized by M&C No. C-29147 on the 11 day of
June, 2019 in the amount of $ 930,000.00 (Nine hundred and Thirty
Thousand Dollars); and
WHEREAS, the CONTRACT involves engineering services for the
following project:
CentrePort Trail Phase I and Phase II Project; and
WHEREAS, to date, three amendments have been necessary: Amendment
No. 1 in the amount of $27,000.00 for additional for archeological survey
and geotechnical stability analysis, Amendment No. 2 in the amount of
$37,000.00 for additional hydrology and hydraulic studies and Amendment
No. 3 in the amount of $35,945.00 for additional geotechnical test boring
for retaining wall piers; and
WHEREAS, it has become necessary to execute Amendment No. 4 to the
CONTRACT to include an increased scope of work and revised fee.
NOW THEREFORE, CITY and ENGINEER, acting herein by and through their
duly authorized representatives, enter into the following agreement,
which amends the CONTRACT:
1.
Article I of the CONTRACT is amended to include the additional
engineering services specified in a scope of services proposal, a copy of
which is attached hereto and incorporated herein (Attachment A) . The
cost to City for the additional design services to be performed by
Engineer totals $36,700.00(see attached Funding Breakdown Sheet, page 4).
2.
Article II of the CONTRACT is amended to provide for an increase in
the fee to be paid to Engineer for all work and services performed under
the Contract, as amended, so that the total fee paid by the City for all
work and services shall be an amount of $1,066,645.00.

All other provisions of the Contract, which are not expressly
amended herein, shall remain in full force and effect.

PROJECT DESCRIPTION
AGG previously perFormed a geotechnical investigation (AGG Report No. DE19-282) for the CentrePort Trail
Phase I alignment. It is understood that the City of Fort Worth would like to preserve the existing trees without
flattening the existing steep slopes. It is further understood that additional test borings have been requested in
order to provide recommendations for soil nail reinforced and/or drilled shafts for retaining walls F and G.
AGG SCOPE OF WORK
See the attached Proposal for Supplementary Geotechnical Investigation from Alliance Geotechnical Group,
dated December 3, 2020 for Global Stability and Engineering Analysis.
To perform these additional services, Halff is requesting a fee that will not exceed of $15,000.00 for the
geotechnical analysis by AGG and coordination and oversight by Halff.
HALFF SCOPE OF WORK
Halff will provide coordination, oversight, and administration for the additional work for AGG, in addition to review
and comment on the additional analysis.
To perform these additional services, Halff is requesting a fee that will not exceed of $7,500.00.

this proposal. Global Stability studies will be based on TxDOT slope criteria based on PI. We have
included global stability studies that will be based on typical strength parameters on similar soil in
the event a highly variable layered stratigraphy is encountered as anticipated. Alternative
recommendations will be provided based on current global stability conditions in tree covered
areas and in areas where tree cover is sparse.
Ens�ineerin� Analvses
Results of field and laboratory work will be presented in an engineering report that is signed and
sealed by Registered Professional Engineer of Texas. The report will include our
recommendations to guide design and construction of retaining wall F and G. The r�eport will
include the following:
1. Plan of borings, boring logs, water level observations, and laboratory test results.
2. Foundation recommendations for short retaining walls.
3. Global stability analyses for retaining wall F and G.
4. Recommendations for drilled shaft walls.
5, Recommendations for site grading and compaction of earthwork will be presented.
GEOTECHNICAL FEES
Based on the proposed scope of work, the fee for the analyses and report will not exceed
$15,000.00. This includes time to review the revised construction documents and a contingency
for additional analyses and recommendations that are not indicated above. This is to assure that
you do not lack recommendations for unexpected items that come up during your final design.

The City of Fort Worth (CLIENT) has asked Halff Associates, Inc. (Halff) (CONSULTANT) to complete
environmental services for CentrePort Trail Phase I beyond the services provided in the agreement dated July 2,
2019 and as directed by the City of Fort Worth. The scope of services provided below are a continuation of the
scope of services stated in the Standard Form of Agreement dated July 2, 2019. The specific services provided as
part of this amendment are as follows:
Additional Services
CentrePort Phase I Environmenkai Technical Re�ort Re�isions
The following scope of services and associates fees are the result of project design refinements (made in
September 2020) and the need for new permanent easements that necessitated revisions and additional reviews
of environmental technical reports previously submitted to the Texas Department of Transportation Fort Worth
District (TxDOT), updates to draft environmental technical reports, and subsequent coordination with TxDOT.
Historical Studies Project Coordination Request (PCR) and Hazardous Materials Initial Site Assessment (ISA) —
For environmental technical reports that were submitted to TxDOT for review prior to the September 2020 project
design refinements, Halff will prepare a GIS shapefile and Project Environmental Footprint Comparison Mapbook
containing/showing areas within the latest project footprint that were not evaluated previously. Halff will coordinate
with TxDOT to evaluate the need to revise the Historical Studies PCR and Hazardous Materials ISA. Pending
TxDOT review and comments, Halff will revise the environmental technical reports as needed.
Biological Investigations —
Halff will revise and submit the in-progress draft Species Analysis Form, Species Analysis Spreadsheet, Tier I Site
Assessment, and supporting documentation to TxDOT once the project design refinements are completed. Halff
will also update the Tier I Site Assessment and Species Analysis Spreadsheet based on TxDOT's latest updates to
these forms and Texas Parks and Wildlife Department's updates to county species lists that occurred in August
2020. Halff will request new Texas Natural Diversity Database data, which expired in August 2020, and update the
Species Analysis Form, all exhibits, and vegetation impact calculations based on the revised project area and
easement needs. Pending TxDOT review and comments, Halff will revise the environmental technical reports as
needed.
Water Resources Investigations —
Halff will revise and submit the draft Surface Water Analysis Form, Waters of the U.S. Delineation Report, Section
404/10 Impacts Table and supporting documentation to TxDOT once the project design refinements are completed.
Halff will update the Surface Water Analysis Form based on TxDOT's latest update to this form in August 2020 and
update the Waters of the U.S. Delineation Report, Section 404/10 Impacts Table, and all exhibits based on the
revised project area and easement needs. Pending TxDOT review and comments, Halff will revise the
environmental technical reports as needed.

RECOMMENDATION:
It is recommended that the City Council authorize the execution of Amendment No. 4 to City Secretary
Contract No. 52483, an engineering agreement with Halff Associates, Inc. to provide additional
engineering design services for CentrePort Trail Phase I and Phase II, in an amount not to exceed
$36,700.00, for a total contract value of $1,066,645.00 (City Project No. 100082).
DISCUSSION:
The purpose of this Mayor and Council Communication (M&C) is to authorize the execution of
Amendment No. 4 with Halff Associates, Inc. (Halff) to provide additional engineering design services
for CentrePort Trail Phase I and Phase II (City Secretary Contract No. 52483), in an amount not to
exceed $36,700.00, for a total contract value of $1,066,645.00 (City Project No. 100082).
This project includes two phases. Phase I will start at the new American Airlines Campus in the east
Fort Worth CentrePort area, connect to Arlington River Legacy Trails, and terminate at the Trinity
Railway Express (TRE) CentrePort Station (approximately 1.6 miles total). Phase II will start at the
TRE CentrePort Station and extend east along the TRE railroad until meeting Trinity Boulevard, and
then continue heading south to Mike Lewis Park in Grand Prairie (approximately 3.5 miles total). A
map showing these routes is attached. Anticipated improvements include a 12-foot wide concrete
paved trail, 2-foot wide shoulder on both sides of the trail and other trail structures.
The City Council authorized an Advanced Funding Agreement (AFA) with Texas Department of
Transportation (TxDOT) in the amount of $2,757,588.00 on June 20, 2017 (M&C G-18975 and
rescinded M&C G-19040) (City Secretary Contract No. 49494 and TxDOT Control Section Job No.
0902-90-050), for the engineering and construction of Phase I. Subsequently on September 25, 2018
(M&C G-19383), the City Council authorized the execution of an amendment to the AFA which added
$926,862.00 for the preparation of 90\% design only for Phase II, bringing the total AFA amount to
$3,684,450.00.
Halff has been under contract (M&C C-29147 and City Secretary Contract No. 52483) since June 11,
2019, providing engineering design services for Phase I and Phase II projects. The amount in the
original engineering contract is $930,000.00. To date, three amendments have been administratively
approved. Amendment No. 1 in the amount of $27,000.00 was for increased scope for archeological
survey and geotechnical stability analysis. Amendment No. 2 in the amount of $37,000.00 was for
additional hydrology and hydraulic studies. Amendment No. 3 in the amount of $35,945.00 was for the
additional geotechnical test boring for retaining wall piers.

FISCAL INFORMATIONICERTIFICATION:
The Director of Finance certifies that funds are available in the current capital budget, as previously
appropriated, in the Grants Cap Projects Federal Fund for the Centreport Trail project to support the
approval of the above recommendation and execution of the contract. Prior to any expenditure being
incurred, the Park & Recreation Department has the responsibility to validate the availability of funds.
