SUBJECT: MONTHLY DEVELOPMENT ACTIVITY REPORT
ISSUED BY THE CITY MANAGER FORT WORTH, TEXAS
This Informal Report is in response to the City Council’s request to receive a monthly update on
development activity within the City and the measures staff are using to improve the development
process. Staff also generates a monthly report to keep the Cou ncil informed of the volume of
development activity, process improvements and staff’s performance in implementing changes and
improving the delivery of plan review and permits. This activity report consists of metrics associated
with building permits, infrastructure, stormwater development, and water development plan review.
It provides updates on continuous development process improvement efforts. The monthly
Development Activity Report is attached for your use and information. The following are highlights
for the month of March 2021:

Development Support Services
The Overall Customer Service Satisfaction was 87.14% for either Very Positive or Somewhat
Positive for March 2021, based on 61 out of 70 responses. This is up from 81.94% in February
2021 which had 59 out 72 responses.

Business Process Improvement – CFW Permit Assist
Development Services launched on April 2nd an interactive web tool called CFW Permit Assist. It
is designed to help the public navigate zoning districts and building permit processes. There are
three modules: zoning, residential, and commercial. Each module walks the citizen/ developer
through a series of interactive questions that leads to a printed permit guide for a project. The
platform will simplify the permit discovery process and provide applicants with the information they
need when they need it.
The project team is addressing post-
launch action items.
Staff is also creating training videos to
address the following:
1. Navigating the three portals in CFW
Permit Assist: Zoning, Commercial and
Residential
2. How to assist customers and navigate
the administrative side of CFW Permit
Assist
3. How to publicize and educate
customers on CFW Permit Assist
4. How to implement CFW Permit Assist in
to your daily interaction with customers

Business Process Improvement – Certificate of Occupancy Process
In March 2021, staff began the business process improvement initiative on the Certificate of
Occupancy Process. As part of the process, kick-off meetings and subsequent data gathering
meetings have been held to discuss the initiative with all stakeholders including both the
development community and staff.
In March two Voice of Customer (the development community) and two Voice of Business (City
staff) meetings were held. Additional meetings will be held in April.
Business Process Improvement – Pre-Plat/ Platting Process

Response to COVID-19 Pandemic
Development Services is working to launch an interactive web tool, Open Counter, to help the

o On April 2nd, CFW Permit Assist was launched. The platform will simplify the permit
discovery process and provide applicants with the information they need when they need
it. Currently, the project team is addressing post-launch action items.
o Staff is also working on creating training videos to address th e following: “Navigating the
three portals in Open Counter: zoning, commercial and residential”, “How to assist
customers and navigate the administrative side of Open Counter”, “How to publicize and
educate customers on open counter”, and “How to implement it in to your daily interaction
with customers”.

All required applications/permits continue to be available online. Staff continues to work on
streamlining and adding permit processes online.
o Staff has updated the fee schedule in Accela, it went live in April 1st.
o Drainage study permit is available in Accela for staff and customers.
Development Services continues to hold virtual Board and Commission meetings. This will
continue to provide a high level of transparency for City business while encouragi ng public
participation and engagement.
