HomeMy WebLinkAboutResolution 4105-07-2012A Resolution NO. 4105 -07 -2012 A RESOLUTION AUTHORIZING THE EXECUTION OF A LOCAL PROJECT ADVANCE FUNDING AGREEMENT WITH THE TEXAS DEPARTMENT OF TRANSPORTATION IN THE AMOUNT OF $2,500,000.00 FOR THE CITY OF FORT WORTH TO CONSTRUCTION BIKE LANES, PEDESTRAN IMPROVEMENTS, BULB -OUTS, ON- STREET PARKING, LANDSCAPING AND LIGHTING UNDER A CONTEXT SENSITIVE APPROACH TO ENHANCE THE WEST ROSEDALE CORRIDOR BETWEEN 8" AVENUE AND SOUTH MAIN STREET WHEREAS, A Master Agreement between the City of Fort Worth and the State has been adopted and states the general terms and conditions for transportation projects developed through a Local Project Advanced Funding Agreement (LPAFA); and WHEREAS, the Texas Transportation Commission passed Minute Order 113102, dated April 26, 2012 that provides for the development of, and funding for, the project described herein; and WHEREAS, the City of Fort Worth desires to enter into a Local Project Advance Funding Agreement with the Texas Department of Transportation for the City of Fort Worth to construct the West Rosedale Streetscape Improvement Project. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITYOF FORT WORTH, TEXAS: The City Manager or his designee is authorized to execute a Local Transportation Project Advance Funding Agreement (LPAFA) with the Texas Department of Transportation in the amount of $2,500,000.00 for the City of Fort Worth to construct bike lanes, pedestrian improvements, bulb -outs, on- street parking, landscaping and lighting under a context sensitive approach to enhance West Rosedale Street between 8th Avenue and South Main Street. DATE: Tuesday, July 17, 2012 REFERENCE NO.: C -25746 LOG NAME: 20WEST ROSEDALE ST /BICYCLE - PEDESTRIAN IMPROVEMENTS SUBJECT: Adopt Resolution Authorizing Execution of a Local Project Advance Funding Agreement with the Texas Department of Transportation in the Amount of $2,500,000.00 for the Construction of Streetscape Improvements on West Rosedale Street Between Eighth Avenue and South Main Street, Authorize Transfer in the Amount of $300,000.00 from the Street Improvements 2008 Fund to the 2007 Critical Capital Projects Fund, Authorize Transfer in the Amount of $200,000.00 from the 2007 Critical Capital Projects Fund to the Grant Capital Projects Fund and Adopt Appropriation Ordinance (COUNCIL DISTRICTS 8 and 9) RECOMMENDATION: It is recommended that the City Council: 1. Adopt the attached resolution authorizing the execution of a Local Project Advance Funding Agreement with the Texas Department of Transportation in the amount of $2,500,000.00 for the construction of streetscape improvements on West Rosedale Street between Eighth Avenue and South Main Street; 2. Authorize the acceptance of Regional Toll Revenue funds in the amount of $2,000,000.00 via the Texas Department of Transportation to be applied towards the project; 3. Authorize the transfer of $300,000.00 from the Street Improvements 2008 Fund to the Grant Capital Projects Fund to be applied towards the City's match; 4. Authorize the transfer of $200,000.00 from the 2007 Critical Capital Projects Fund to the Grant Capital Projects Fund to be applied towards the City's match; and 5. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grant Capital Projects Fund in the amount of $2,500,000.00. DISCUSSION: Execution of this Local Project Advance Funding Agreement with the State will provide for $2,500,000.00 in funds for implementation of streetscape improvements on West Rosedale Street between Eighth Avenue and South Main Street including the amount of $2,000,000.00 in Regional Toll Revenue (RTR) funds and the amount of $500,000.00 in a local match. Currently, West Rosedale Street between Eighth Avenue and South Main Street is a six lane divided arterial with sidewalks and is designated as a four lane divided arterial on the City's Master Thoroughfare Plan. Through this project, the facility will be reduced from six lanes to four lanes to include bike lanes, bulb -outs, on- street parking, pedestrian improvements, landscaping and lighting under a context sensitive Logname: 20WEST ROSEDALE ST /BICYCLE - PEDESTRIAN IMPROVEMENTS Page I of 2 approach to enhance the corridor. Fort Worth South, Inc., and the City of Fort Worth developed the Near Southside Standards and Guidelines document using a context - sensitive classification system. This document classifies West Rosedale Street as a four lane arterial from Eighth Avenue to South Main Street. To the west and east of these limits, West Rosedale Street is classified as a commercial six lane arterial. On March 6, 2007, (M &C G- 15621) the City Council authorized $1 million in Certificates of Obligation (CO) for the redesign and construction of the West Rosedale streetscape improvement project. On September 9, 2008, the City Council passed Resolution No. 3653 -09 -2008 committing the amount of $300,000.00 from the 2008 Bond Program as Grant Matching Funds for construction of the project. On January 13, 2009, (M &C C- 23277) the City Council authorized a professional services Agreement to design this project. The required local match in the amount of $500,000.00 will come from the 2008 Bond Program as Grant Matching Funds in the amount of $300,000.00 and the 2007 Critical Capital Projects Fund in the amount of $200,000.00. The City of Fort Worth will manage construction of the project. This project is located in COUNCIL DISTRICTS 8 and 9, Mapsco 76K, 76L, 76M and 77J. FISCAL INFORMATION / CERTIFICATION: The Financial Management Services Director certifies that upon approval of the above recommendations and adoption of the attached appropriation ordinance, funds will be available in the current capital budget, as appropriated, of the Grant Capital Projects Fund.
