AN ORDINANCE ADJUSTING THE TOTAL NUMBER OF AUTHORIZED
CIVIL SERVICE POSITIONS AT EACH CLASSIFICATION (RANK) IN THE
FIRE DEPARTMENT FOR FISCAL YEAR 2007-2008; PROVIDING FOR
THE CREATION OF TWENTY-EIGHT ADDITIONAL FIREFIGHTER
POSITIONS; PROVIDING A STATEMENT OF PURPOSE AND INTENT;
PROVIDING THAT THIS ORDINANCE SHALL BE CUMULATIVE,
PROVIDING A SEVERABILITY CLAUSE; AND PROVIDING AN
EFFECTIVE DATE.
WHEREAS, the City's Ordinance No. 17749-09-2007, the most recent ordinance
concerning the authorized and budgeted positions for the Fire Department, adjusted the
Department's civil service staffing as follows:
Deputy Chiefs 3
Battalion Chiefs 24
Captains 84
Lieutenants 118
Engineers 195
Firefighters 429
TOTAL 853
WHEREAS, the Fire Chief now requests that the Council readjust the total
authorized number of Fire Department civil service positions at the classifications (ranks)
listed below for the remainder of the 2007-2008 Fiscal Year, in conformity with the
changes set forth below; and
WHEREAS, pursuant to Chapter 143.021(a), Texas Local Government Code, the
City Council may prescribe and/or adjust the authorized number of positions in each
classification (rank) by ordinance;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF FORT WORTH, TEXAS:
SECTION 1.
That, effective immediately upon the adoption of this ordinance, the following
positions shall be the only civil service positions in each classification (rank) authorized in
the City of Fort Worth Fire Department for the remainder of the Fiscal Year 2007-2008, or
until modified by subsequent ordinance:
Deputy Chiefs 3
Battalion Chiefs 24
Captains 84
Lieutenants 118
Engineers 195
Firefighters 457
TOTAL 881
SECTION 2.
It is hereby declared to be the intention of the City Council that the phrases,
clauses, sentences, paragraphs, or sections of this ordinance are severable, and if any
phrase, clause, sentence, paragraph, or section of this ordinance shall be declared
unconstitutional by the valid judgment or decree of any court of competent jurisdiction,
such unconstitutionality shall not affect any of the remaining phrases, clauses, sentences,
paragraphs, and sections of this ordinance, since the same would have been enacted by
the City Council without the incorporation in this ordinance of any such unconstitutional
phrase, clause, sentence, paragraph, or section.
SECTION 3.
This ordinance shall take effect upon adoption.

SUBJECT:
Adopt an Ordinance Increasing the Authorized Civil Service Staffing in the Fire Department and
Providing for the Creation of Twenty-Eight Firefighter Positions
RECOMMENDATION:
It is, recommended that the City Council adopt the attached ordinance specifying the number of authorized
positions in the Fire Department, thereby effectively providing for the creation of twenty-eight firefighter
positions.
DISCUSSION:
Adoption of the attached ordinance will provide staffing for 28 new vacation relief firefighter positions in the
Fire Department. Increasing the vacation relief pool of firefighters who fill in when employees are off work
can reduce reliance on overtime for constant staffing of fire companies. When no changes to leave usage
occurs, a larger pool of unassigned vacation relief firefighters results in less overtime needed to hire "fill-in"
firefighters on an overtime basis.
The 28 vacation relief positions were included in the FY 2007-08 adopted budget.
The addition of these positions would result in the following changes to the authorized staffing of the Fire
Department:
