Quiet Zone: BNSF Hemphill West
In order to activate the quiet zone described herein pursuant to the requirements of 49
CFR 222 et. seq., the City of Fort Worth submits this Notice of Quiet Zone Establishment
inclusive of Attachments "A — E."
Crossings contained in the Quiet Zone
Four public at -grade crossings are contained within the Quiet Zone. These crossings are:

February 4, 2012, is the date upon which routine locomotive horn use at the above
crossings shall cease.
Re ug latory basis for designation of Quiet Zone
This Quiet Zone will be established under the regulatory provisions of 49 CFR 222.39(a),
which require implementation of Supplemental Safety Measures at every public crossing
in the Quiet Zone and under 49 CFR 222 Appendix E Requirements for Wayside Horns.

The following equipment is in operation:
Page Street: existing gate system including constant warning system and power -
out indicators on a westbound one -way street. This installation will comply with
the requirements of Appendix A to Part 222 — Supplementary Safety Measures
A.4 One Way Street with Gate.
Hemphill Street: existing two - quadrant gate system including constant warning
system and power -out indicators with a median barrier. This installation will
comply with the requirements of Appendix A to Part 222 A.3 Gates with Medians
or Channelization Devices.
W. Capps Street: existing gate system including constant warning system and
power -out indicators on a westbound one -way street. This installation will
comply with the requirements of Appendix A to Part 222 — Supplementary Safety
Measures A.4 One Way Street with Gate.
Lipscomb Street: existing two- quadrant gate system including constant warning
system and power -out indicators with a Wayside Horn System. This installation
will comply with the requirements of Appendix B to Part 222 — Appendix E.
Time period within which restrictions on the horn will be imposed
The time period within which restrictions on the horn will be imposed is 24 hours per
day.

Notice of Intent
A Notice of Intent to establish a Quiet Zone at the above listed location was mailed to all
railroads operating over the public grade crossing within the proposed quiet zone, the
State agency responsible for grade crossing safety, and the State agency responsible for
highway and road safety for these crossings on July 14, 2011, by certified mail, return
receipt requested.
The Notice of Intent was mailed more than 60 days before the mailing of this Notice of
Quiet Zone Establishment. Written comments and/or "no comment" statements have
been received from all railroads operating over the public grade crossings within the
proposed quiet zone, the State agency responsible for grade crossing safety, and the State
agency responsible for highway and road safety.

RECOMMENDATION:
It is recommended that the City Council:
1. Authorize the City Manager to sign a Notice of Quiet Zone Establishment certification for the creation of
the Hemphill West Quiet Zone that includes Burlington Northern Santa Fe Railway Company crossings at
Lipscomb Street, Capps Avenue, Hemphill Street and Page Street; and
2. Authorize the City Manager to enter into an agreement with Burlington Northern Santa Fe Railway
Company for railroad signal upgrades as follows:

DISCUSSION:
On December 19, 2006, (MSC G- 15544) authorized execution of a Local Project Advance Funding
Agreement with Texas Department of Transportation and acceptance of grant funds in the amount of
$856,080.00 for the design and construction of the Hemphill West Quiet Zone.
The design is complete and this MSC will provide finds to Buffington Northern Santa Fe Railway
Company for the reconstruction of signals at these crossings. The quiet zone is expected to be complete
and operational late 2011. Under a future M&C a roadway contractor will be hired to install necessary
roadway approach improvements at each crossing.
