AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $73,065
SUBJECT TO THE RECEIPT OF THE GRANT FROM THE OFFICE OF THE
GOVERNOR, CRIMINAL JUSTICE DIVISION (CJD) FOR THE PURPOSE OF
FUNDING THE PURCHASE OF EQUIPMENT, MONITORING QUALITY
STANDARDS AND MAINTAINING ACCREDITATION TO ENHANCE THE
OPERATION OF THE CRIME LABORATORY; PROVIDING FOR A
SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR
ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE
DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2007-
2008 and in the Budget of the City Manager,, there shall also be increased estimated receipts and
appropriations in the Grants Fund in the amount of $73,065 subject to the receipt of the grant from
the Office of the Governor, Criminal Justice Division (CJD) for the purpose of funding the purchase
of equipment, monitoring quality standards and maintaining accreditation to enhance the operation
of the Crime Laboratory.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid,
inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or
judgment shall in no way impair the remaining portions, sections, or parts of sections of this
ordinance, which said remaining provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No. 17749 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance
are in direct conflict with such other ordinances and appropriations, in which instance said
conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

Authorize Application for and Acceptance of the Criminal Justice Division's Paul Coverdell Forensic
Sciences Improvement Program Grant Funds, Authorize the Assistant City Manager as the Official
Designee to Oversee the Improvement Program Grant, Authorize Assurances Required by the
Criminal Justice Division and Adopt Appropriation Ordinance
RECOMMENDATION:
It is recommended that the City Council:
1. Authorize the City Manager to apply for, accept, reject, alter or terminate, if awarded, Paul Coverdell
Forensic Sciences Improvement Program Grant Funds from the Office of the Governor, Criminal Justice
Division;
2. Authorize the City Manager to designate the Assistant City Manager who oversees the Police
Department as the authorized official to accept, reject, alter or terminate the Criminal Justice Division's
Coverdell Forensic Sciences Improvement Program Grant after it is awarded; ,
4. Provide assurance that funds will be returned to the Criminal Justice Division in full in the event of loss or
misuse of Criminal Justice Division grant funds; and
5. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Grants Fund by $73,065, upon receipt of the grant.
DISCUSSION:
The Criminal Justice Division (CJD) of the Governor's Office has funding available under the Paul Coverdell
Forensic Sciences Improvement Program. Funding is available to accredited laboratories for equipment and
overtime or contracted lab services targeted at reducing the back-log of non-DNA evidence.
The Police Department is applying for $73,065 in funding for equipment to enhance the operation of the
Crime Laboratory. Coverdell Forensic Science Improvement grant funds will improve quality and timeliness
of operations in the Fort Worth Police Department Crime Laboratory. This will be achieved through two
objectives: 1) Providing additional equipment for lab personnel to enhance their ability to complete work
efFciently and accurately; and 2) Monitoring quality standards to meet American Society of Crime Lab
Directors/Laboratory Accreditation Board (ASCLD/LAB) standards and maintain accreditation. Through the
purchase of key pieces of equipment, the lab will be able to reduce backlogs, decrease turnaround time for
analysis, and improve quality.
FISCAL INFORMATION/CERTIFICATION:
The Finance Director certifies that upon approval of the above recommendations, award of the grant, and

adoption of the attached appropriation ordinance, funds will be available in the current operating budget, as
appropriated of the Grant Fund. Funds will be reimbursed by grantor after expenditures are made.
