This Informal Report is in response to the City Council's request to receive a monthly update on
development activity within the City and the measures staff are using to improve the development
process. Staff also generates a monthly report to keep the Council informed of the volume of
development activity, process improvements and staff's performance in implementing changes and
improving the delivery of plan review and permits. This activity report consists of metrics associated
with building permits, infrastructure, stormwater development, and water development plan review.
It provides updates on continuous development process improvement efforts. The monthly
Development Activity Report is attached for your use and information. The following are highlights
for the month of April 2021 :

Development Support Services
• The Overall Customer Service Satisfaction was 67.33% for either Very Positive or Somewhat
Positive for April 2021 , based on 68 out of 101 responses. This is down from 87.14% in March
2021 which had 61 out 70 responses.

Business Process Improvement — Certificate of Occupancy Process
• In March 2021 , staff began the business process improvement initiative on the Certificate of
Occupancy Process.
• In April, one Voice of Customer (the development community) and two Voice of Business (City
staff) meetings were held. The first 2 meetings held this month focused on completing the
process of gathering feedback from both groups. The third meeting was with the Voice of
Business. During this meeting we began the process of mapping the Customer Decision Tree
with the objective to guide our customers through a series of questions that help them identify
the right permit for their project. Additional meetings will be held in May.
Business Process Improvement — Pre-Plat/ Platting Process
• In March 2021 , staff began the business process improvement initiative on the Pre-Plat/Platting
Process.
• In April, a Voice of Customer and three Voice of Business meeting were held. The first 2
meetings held this month focused on completing the process of gathering feedback from both
groups. The third and fourth meetings with the Voice of Business have been focused on
developing Pre-Platting Work Process Maps for the preliminary, final and final short plats.
Additional meetings will be held in May.

Response to COVID-19 Pandemic
• Development Services launched on April 2nd an interactive web tool, CFW Permit Assist, to help
the public navigate zoning districts and building permit processes. The platform simplifies the
permit discovery process and provides applicants with the information they need when they need
it. There are three modules: zoning, residential, and commercial. Each module walks the
citizen/developer through a series of interactive questions that will lead to a printed permit guide
for a project.
o The web tool has been received well by the public and city staff. Staff will keep monitoring
to ensure it meets all expectaions.
• All required applications/permits continue to be available online. Staff continues to work on
streamlining and adding permit processes online.
o Online Customer Service survey has been launched for the Platting Section.
o New fees went live April 1 st
• Development Services continues to hold virtual Board and Commission meetings. This will
continue to provide a high level of transparency for City business while encouraging public
participation and engagement.
