It is proposed that the City Council of the City of Fort Worth oppose collective bargaining initiatives from any City
employee group or association.
DISCUSSION:
The City Council individually and collectively values the work and efforts of all of the employees of the City of Fort
Worth including firefighters. And each year, the City Council and City Manager seek to include appropriate benefits and
benefit enhancements for all employees in the City's annual budget. Leading up to the adoption of the City budget, the
City Manager's office maintains open lines of communications with all employees, including associations that represent
police officers, firefighters, and general employees. In addition, throughout the year, the City Manager's office seeks input
from these associations relative to a wide range of issues such as health benefits, personnel rules and regulations, total
compensation and others that impact City employees. The City Council encourages this input between management and
employees and decisions are made in the best interest of the city and citizens.
Recognizing this history of cooperation between the City Council, city management and employees, any election or
nitiative mandating collective bargaining rights in the City of Fort Worth would be counter-productive to this spirit of
open dialogue and cooperation. Collective bargaining is a process that represents an unnecessary and unwarranted
interference in the effective employer-employee relationship that currently exists. In addition, it is not in the best interest
of the taxpayer because it would result in an inordinate expenditure of resources and time that again, is simply not
warranted in light of the history of cooperation in Fort Worth.
LEGALITY:
The Law Department finds that this proposal is legal and within the authority of the City Council.
FISCAL NOTE:
The Finance Director certifies that this action will have no material effect on City funds.
CITY MANAGER'S COMMENT
The City Manager agrees with the opinion and position proposed by this Council Proposal.
