Supplementary Work in Area
Construction of an additional short section of paving with a cul -de -sac will
be needed east of Long Avenue on 16th Street to serve two side lot properties
and give access to a third property. This section of paving requires additional
study to determine the effect of new drainage planned in the area, and access
needs to the various properties. It is planned to consider the paving of 16th
Street east of Long Avenue at a later date when engineering studies have been
completed.

Bids were inadvertently received for construction of curb and gutter only on
the unimproved section of Kearney Avenue from 18th Street to 140 feet south
of 18th Street. It is proposed to close Kearney Avenue between 17th and
18th Streets. Because of the location of new drainage facilities, pattern of
existing land uses, and relatively high cast of a bridge culvert to open
Kearney, procedures will be initiated to return the abandoned right -of -way
to adjacent property owners.
Project Cost and Financing
Based on the low bid, (excluding Unit 23), approximately $159,661.92 will be
assessed against abutting property owners and will cost the City -at- large
approximately $143,197.92, including engineering and miscellaneous expenses.
Funds to finance the contract can be made available by transfers to the project
account from the revolving fund for the property owner's portion of the cost
and from unspecified assessment paving bond funds for the City's portion of
the project cost.
Recommendations
It is recommended:
1) That Unit 23, Kearney Avenue, be deleted from the contract ($548.70).
2) That the following bond fund transfer be approved:
