Because of the location of new drainage facilities, pattern of existing land uses, and relatively high cast of a bridge culvert to open Kearney, procedures will be initiated to return the abandoned right -of -way to adjacent property owners. Project Cost and Financing Based on the low bid, (excluding Unit 23), approximately $159,661.92 will be assessed against abutting property owners and will cost the City -at- large approximately $143,197.92, including engineering and miscellaneous expenses. Funds to finance the contract can be made available by transfers to the project account from the revolving fund for the property owner's portion of the cost and from unspecified assessment paving bond funds for the City's portion of the project cost.
