Louis Construction of Texas, Ltd., in the amount of $1,398,116.20 for Water Main Phase I, and East Side Pump Station Discharge Header Replacement, for a revised total contract in the amount of $10,005,762.73. DISCUSSION: On July 10, 2012, (M&C C-24715) the City Council authorized a contract with S.J. Louis Construction of Texas, Ltd., in the amount of $8,442,158.00 for Water Main Phase 1 and East Side Pump Station Discharge Header Replacement. The 54-inch water main constructed under this contract and the East Side 54/inch Water Main Phase III contract (M&C C-25982, November 12, 2012), will help to meet water demands to the north from the Rolling Hills Water Treatment Plant. It was originally planned to build the Phase II I pipeline and a new larger Eastside Pump Station ($10 Million estimated cost) at a later date to meet water demands in the east from the Holly Water Treatment Plant, however, updated water demand projections indicate the Phase II I pipeline is needed now but the new pump station can be deferred. Change Order No. 1 modified this contract to delete the 42-inch connecting pipe segment on Scott Avenue, which was no longer required, and added 54-inch pipe segments in Avenue B and Beach Street to connect the Phases I and II I work. The additional work in Change Order No. 7 will allow the existing East Side pump station to continue operations and eliminates replacing it at a different site. In lieu of replacement, the existing pump station will be rehabilitated by upgrading the old electrical service and equipment and replacing the suction piping and valves. Water Production staff will perform the electrical upgrade and replace pumps and piping inside the pump station to expand the capacity from 32 MGD to 41 MGD and improve reliability. It is anticipated that the useful life of the pump station will be extended by at least 15 years and a cost savings of $8,400,000.00 will be realized by rehabilitating the existing pump station as opposed to constructing a new pump station. Rehabilitation must be completed by May in order to satisfy peak 2014 summer demand. Both Phases I and III pipelines are under construction. In addition to replacing the suction piping, the change order will allow for the replacement of the existing 36-inch water main that was encountered at a different location than depicted on existing records, the replacement of the deteriorated cast iron tees connecting to the discharge header and aligning the discharge piping with the proposed 54-inch water main in Avenue B. Additional site piping necessitates the lowering of the existing eight-inch sanitary sewer main on Avenue B to satisfy Texas Commission on Environmental Quality (TCEQ) separation requirements. A new eight-inch water line is required for service to an adjacent apartment complex. M/WBE Office - S.J. Louis Construction of Texas, Ltd., agrees to maintain its initial M/WBE commitment of 13 percent that it made on the original contract and extend and maintain that same M/WBE commitment of 13 percent to all prior change orders up to and inclusive of this Change Order No. 7. Therefore, S.J. Louis Construction of Texas, Ltd., remains in compliance with the City's M/WBE Ordinance and attests to its commitment by its signature on the Acceptance of Previous M/WBE Commitment form executed by an authorized representative of its company. The project is located in COUNCIL DISTRICT 8, Mapsco 78J.
