JUSTIFICATION (REASONS) FOR CHANGE ORDER
Change order is for adding additional contract time only. Various circumstances caused delays in the construction schedule: 1- A significant
number of RFI's addresssed to the consulting engineer and plan revisions related to street lighting antl traffic signals, impacting construction
survey and work progress, were requiretl to clarify intent, 2-TxDOT issued a permit prior to beginning of construction and during construction
stated the street lighting scope had not been permitted M4���u�rious submittals to TXDOT were required during construction prior to
allowing the street lighting scope to proceed, 3- Di ,���e��4��p�ao of existing traffic signal agreements with TXDOT caused delays
requesting power service from ONCOR and ide u���a� se�Rq�i` 4-Paving plans (2" overlay) and contracts did not include
wedge or butt joint milling which required nego i��chan�e prder t � work.

Re: Berry & Vaughn Intersection Improvements — Additional Construction Time
Dear Mr. Lopez:
Please accept this as our request for additional construction time on the Berry & Vaughn
Intersection Improvements project.
As you are well aware, we encountered several delays throughout the course of the project that
were beyond our control. Most notably were the issues surrounding the illumination /
signalization within the TxDOT ROW.
We had originally called for stakes on the signal poles back on February 15, 2013, and due to
some issues with the drawings, didn't get them staked until early March. We drilled the
foundations for the signals mid-March, and had planned on working on the illumination in
conjunction with the signals. We didn't get the signal meters installed until early August, and had
the new signals operational by the end of the month. As for the illumination, it wasn't until the
middle of September that we could get T�OT and the city to agree whether we needed a meter
to service the lighting or not.
In addition to the delays with the electrical work on the project, we had several design issues
which caused both extra work and time to coordinate. The pavement section within the T�OT
ROW changed, we had several field changes to the storm drain due to underground utilities
encountered during construction, and the milling of the concrete pavement that was not addressed
in the original drawings.
I believe I can justify at least a 5 month delay (April — August) for the illumination / signalization
alone, without considering any of the paving / drainage issues.
Based on the information provided, we are requesting an additional 144 calendar days be added to
the contract.
