The roadway lights are designed to be an integral portion of the roadway and streetscape infrastructure. The City has also planned roadway light improvements for Hemphill Street from Berry Street to Vickery Street on either side of the project site. 1. REMOVE RDWY ILL ASSEM The existing twelve roadway light poles and fixtures will be disassembled and delivered to a specified location in the City. The pole foundations will be demolished so as to not interfere with the proposed sidewalk pavement construction. There is no average bid price in the last twelve months for removing the light assemblies and demolishing the foundations with this bid item, however the similar 610.2068 bid item average cost is $628.00/EA and is comparable to the $641.90/EA cost of this bid item. 2. DRILL SHAFT (24 IN) The additional 60 LF of 24" drill shaft will be used as the foundations for the future roadway light poles. As with the pedestrian lights, these foundations will be constructed to TxDOT standards. This is an existing bid item. 3. CONDT (PVC)(SCHD 40)(2") When demolition started and as the sidewalk panels were removed, the existing roadway light power conduits were pulled up with the sidewalk pieces. The conduit was very shallow or actually imbedded in the concrete. The existing conduit is not in a condition to be reused due to its age and its subsequent removal. The wiring's age and condition prohibits it from being re-pulled into the proposed conduit. For the most part the roadway lighting conduit will run side by side with the pedestrian lighting circuit - open cut beside open cut and bore beside bore (see the attached drawing with the color coded circuits). This existing bid item was renegotiated to account for the roadway light conduit being placed in the same ditch as the pedestrian light conduit. This renegotiation reduced the unit price for the streetlight installation by 20%. The average bid price for furnishing and installing 2-inch Schd 40 PVC conduit in the Fort Worth District is $6.33/LF. This bid item is higher in cost due to the urban environment. This renegotiated unit cost of $8/LF was determined by subtracting the savings of being able to place two conduits in the same ditch from the contracted unit cost of $10/LF. 4. CONDT (PVC)(SCHD 40)(2") BORE The new roadway light circuitry will require an additional 900 LF of bored conduit. This is an existing bid item. 5. GROUND BOX TY A(122311) W/APRON The new roadway light circuitry will require an additional 3 EA of ground boxes. This is an existing bid item. 6. TIME EXTENSION A time extension of twenty-six work days is requested to demolish the 12 existing light poles and foundations; perform some additional trenching, backfill and boring; place and fit an additional 3300 LF of conduit; and excavate and cast 12-24" drill shaft foundations. The time extension is based on the expected duration of the existing work plus six additional workdays missed since the extension was negotiated. The roadway lights are designed to be an integral portion of the roadway and streetscape infrastructure. The City has also planned roadway light improvements for Hemphill Street from Berry Street to Vickery Street on either side of the project site. 1. 610.2072 REMOVE RDWY ILL ASSEM The existing twelve roadway light poles and fixtures will be disassembled and delivered to a specified location in the City. The pole foundations will be demolished so as to not interfere with the proposed sidewalk pavement construction. There is no average bid price in the last tweive months for removing the light assemblies and demolishing the foundations with this bid item, however the similar 610.2068 bid item average cost is $628.00/EA and is comparable to the $641.90/EA cost of this bid item. 2. 416.2002 DRILL SHAFT (24 IN) The additional 60 LF of 24" drili shaft will be used as the foundations for the future roadway light poles. As with the pedestrian lights, these foundations will be constructed to TxDOT standards. PURPOSE. 12-2. This policy shall govern all street light installations within the Fort Worth city limits. 12-3. GENERAL. 12-4. The City Traffic Engineer shall specify the equipment and material which will be acceptable for ali street lighting projects. 12-5. The City Traffic Engineer shall designate the proper. lighting for each street based on street classification i.e., Local (generally those streets 35-feet wide or less), Collector (generally those streets from 36 through 40-feet wide), or Arterial (generally those streets 41-feet wide or wider). 12-6. All designs, plans and specifications for street light installations shall be reviewed and approved by the City Traffic Engineer. Requests for approval of designs other than the City's minimum standard design must include calculations of average, maximum, and minimum light levels demonstrating that the proposed design equals or exceeds the minimum standard design. 12-7. STREET LIGHTING DESIGN REQUIREMENTS. 12-8. LIMITED LOCAL, LOCAL, AND LOCAL COLLECTOR STREETS. 12-9. Street lighting shall be installed on local streets as specified below. a. At all intersections. b. On all cul-de-sac and dead-end streets longer than 200-feet. c. At all significant changes in direction of the roadway to include both significant vertical or horizontal changes. d. At mid-block if the block is longer than 200- feet. Mid-block lights will be equally spaced within the block so that lights are 200-feet apart, except as may be required for a change in direction of the roadway, at intersections, or adjacent to a City Park as noted below. e. Mid-block lights adjacent to a City Park will be equally spaced within the block so that lights are no more than 200-feet apart. 12-10. The minimum standard design for locai streets shall consist of a mast-arm mounted, 100-watt high pressure sodium or 150-watt metal halide luminaire, mounted at a 28-foot height above the roadway surface on a wooden pole, using aerial wiring. 12-11. Existing utility poles may be used when available at the proper locations. Steel poles and underground wiring may be used at the developer's option. 12-12. COLLECTOR STREETS. 12-13. Street lighting shall be installed on collector streets to meet the lighting criteria of the Illuminating Engineering Society RP8-00 or current version. 12-14. The minimum standard design for collector streets shall consist of a mast arm mounted, 100-watt high pressure sodium luminaire, mounted at a 30-foot height above the roadway surface, on a steel pole using aerial or underground wiring conforming to the latest version of the NEC. 12-15. Existing utility poles may be used only upon approval of the City Traffic Engineer. Underground wiring may be used at the developer's option. 12-16. ARTERIAL STREETS. 12-17. Street lighting shall be installed on arterial streets to meet the lighting criteria of the Illuminating Engineering Society RP8-00 or current version. 12-18. The minimum standard design for arterial streets shall consist of a mast-arm mounted, 200-watt high pressure sodium luminaire, mounted at a 38-foot height above the roadway surface on a steel pole, using underground wiring. 12-19. Existing utility poles may be used only upon approval of the City Traffic Engineer. 12-20. FRONTAGE/SERVICE ROADS. 12-21. Street light installation on any frontage road, service road, or other roadway adjacent to an Interstate Highway, U.S. Highway, State Highway, or County Road will be determined by the City Traffic Engineer on an individual basis according to current Illuminating Engineering Society RP8-00. 12-22. ENGINEERING AND INSPECTION. 12-23. Engineering. a. Ail street lighting installations shall be in accordance with design criteria developed by the City Traffic Engineer. The City Traffic Engineer shall determine street classification, essential street lighting equipment, and construction requirements. Where there is a question as to equipment required, it shall be resolved in favor of additional street lighting. b. The developer shall furnish, at his sole expense, an exhibit plat at a standard engineering scale and a cost estimate together with his submittal of the request for a developer's contract. For developments scheduled to be done in phases, the developer shall submit an exhibit plat at a standard engineering scale showing the total development. c. If installation is to be by other than City forces, plans and specifications shall be prepared by engineers employed by the developer. All plans and specifications must be approved by the City Traffic Engineer. Approval of the plans shall not relieve the developer's engineers from responsibility for design errors or omissions. d. The developer shall provide all necessary utility easements required for the street lighting system on the final plat. e. Street light installation to be completed by prequalified lighting contractors. f. All materials for street light installation and construction to be provided by prequalified lighting contractor. 12-24. Inspection. 12-25. Inspection of all street light construction work shall be performed by personnel of the Department of Transportation and Public Works. 12-26, CONSTRUCTION. 12-27. The construction and installation of street �ighting facilities and equipment shall be as specified below. a. Installation of street lighting facilities shall be by a contractor employed by the City of Fort Worth, by Department of Transportation and Public Works forces, or by a contractor employed by the developer which has been approved by the City Engineer b. The developer's contractor shali contact the Construction Division of the Department of Transportation and Public Works to obtain a work order prior to starting any construction. c. The developer's contractor shall provide electrical service to each street light according to the approved plans. 12-28. FINANCIAL RESPONSIBILITY. 12-29. NEW DEVELOPMENTS. 12-30. The cost of street lighting in new developments shail be paid according to the type and location of street as specified below. a. Interior streets - all costs paid 100-percent by the developer b. Border streets adjacent to unpiatted property - the developer shall pay 50-percent of the costs, and the owner of the unplatted property shall be assessed the remaining 50-percent. c. Border streets adjacent to platted property - the developer shall pay 50-percent and the City shall pay 50-percent. d. Adjacent to City Parks - the developer shall pay 50-percent and the City shall pay 50-percent. NOTE In all cases, the City's cost participation shall be based on the cost to install the minimum standard design. 12-31. EXISTING DEVELOPMENTS. 12-32. The cost of street lighting in existing developments will normally be paid by the City in accordance with the provisions specified below. a. In existing developments where lighting has not been installed, the City will pay 100-percent of the costs to install the minimum standard design if: 1. A majority of the adjacent property owners petition the Department of Transportation and Public Works for a street light, and 2. The property owners agree to provide the necessary utility easements for the electrical service to the light. b. Property owners shall pay the additional costs involved if other than the minimum standard design is requested. NOTE The installation of street lighting by the City is subject to the availability of City funds for lighting projects. 12-33. FINANCIAL ARRANGEMENTS. 12-34. Simultaneous with the execution of the proposed community facilities contract, the developer shall furnish a performance bond, letter of credit, certificate of deposit or cash deposit in the name of the City for 100-percent of the developer's estimated cost of the improvements. The release of said performance bond, etc., shall be conditioned upon satisfactory compliance with the provisions of the community facilities contract, or when the developer deposits cash equal to that of the most recent cost estimate. Partial release may be granted provided that work remaining to be done is financially guaranteed. 12-35. The City Traffic Engineer may require a developer to construct any streetlights included in a developer's contract at a specified time when, in his judgment, the lights are needed for the proper and orderly development of the area. When it is determined that street lights should be constructed, the City Traffic Engineer shall notify the developer in writing to make arrangements for construction of the lights: Within 15-calendar days after receiving the notice, the developer shall make arrangements for construction of the streetlights, including making any necessary payment to the City in accordance with this policy. 12-36. If the developer chooses to award the construction contract for the streetlights, construction must be completed within 90-calendar days from the date on which the developer receives notice from the City to proceed with construction. If the improvements have not been completed within the 90-day period, the City may take whatever action is required to insure prompt completion of the uncompleted portion of the improvements including forfeiting the performance bond, etc., required above to pay all costs resulting from the failure of the developer to complete the improvements as required. Such costs shall include, but not be limited to, construction and engineering costs, administrative and legal expenses, damages, etc. 12-37. If the developer requests the City to provide for the street light installation and the City agrees to install the lights, the developer shali deposit with the City the amount of the low bid, or the estimated cost of work plus 10-percent for design. The developer shall pay all of the costs of actual construction as described in the paragraph above on Financial Responsibility for New Developments, including the costs involved in change orders as may be necessary for the successful completion of the project. Refunds will be made to the developer when the difference between the amount deposited and actual costs exceed $25. In the event that the developer does not deposit cash, or provide a letter of credit or certificate of deposit, sufficient to pay the entire actual cost of the installation of the streetlights, City shall place a lien on any property owned by the developer within the development in the amount of the actual cost expended by the City. 12-38. OWNERSHIP AND MAINTENANCE. 12-39. All streetlights installed in the right of way and not privately maintained under this policy shall be, and shall remain, the property of the City, and shall be operated and maintained by City. Reporting of outages or damage to any street light will be responded to and repaired by City of Fort Worth crews. 12-40. EFFECTIVE DATE OF POLICY. 12-41.
