HomeMy WebLinkAboutResolution 5422-06-2021 A Resolution NO. 5422-06-2021 EXPRESSING THE INTENT OF THE CITY TO DEDICATE AS FUTURE PUBLIC PARKLAND APPROXIMATELY 3.013 ACRES OF PROPERTY AT 5565 TRUMAN DRIVE (MARTIN LUTHER KING,JR. COMMUNITY CENTER) WHEREAS, on August 3, 1972, the City of Fort Worth ("City") acquired 3.013 acres of land from the federal government, which property is set forth in more detail in Exhibit A ("Property"); WHEREAS, in 1973, the City constructed the Martin Luther King, Jr. Community Center("MLK Community Center") on the Property to serve the eastern side of the City; WHEREAS, the Property sits directly adjacent to a 5.78 acre park known as Martin Luther King, Jr. Park ("MLK Park"); WHEREAS, the MLK Community Center has been a vital neighborhood meeting center for almost 50 years for young and old, alike, and has served the eastern side of the City and the Stop Six Neighborhood with an after-school program, Community Action Partners site, EnVision Center location, recreation opportunities, sports facilities, community services and supportive services, and a senior center; WHEREAS, in April 2020, the U.S. Department of Housing and Urban Development awarded a $35 million Choice Neighborhood Implementation ("CNI") grant to the City and Fort Worth Housing Solutions for the demolition and revitalization of the Cavile Place Housing project in the Historic Stop Six Neighborhood; WHEREAS, as part of the commitment for the CNI grant, the City agreed to pursue a bond proposal for the development of a new neighborhood community center, which would contain the City's EnVision Center, a Community Action Partners office, a neighborhood library, offices for Police and Code Departments, neighborhood meeting spaces, and recreation opportunities and services; WHEREAS, the City's Property Management Department conducted an inspection and inventory of the MLK Community Center and determined that the building has outlived its useful life and is now more expensive to maintain than to replace; WHEREAS, the City is currently contemplating a May 7, 2022, bond election that will include $17,500,000.00 for the demolition of the MLK Community Center and development of a new Stop Six Community Center at a different location; and WHEREAS, the new Stop Six Community Center is intended to serve the residents of this community and replace the current MLK Community Center; and WHEREAS, upon the completion of the new Stop Six Community Center and the demolition of the MLK Community Center, City staff will bring forth a Mayor and Council Communication to consider dedicating the Property as public parkland, which, when combined with MLK Park, will create an 8.973 acre public park. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS, THAT: Section 1. Upon the completion of the new Stop Six Community Center and the demolition of the MLK Community Center, it is the intent of the City Council to consider dedicating the Property as public parkland.
