HomeMy WebLinkAboutOrdinance 24884-06-2021 ORDINANCE NO.24884-06-2021 AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS OPERATING FEDERAL FUND, SUBJECT TO RECEIPT OF THE GRANT,IN THE AMOUNT UP TO$125,000.00,FOR THE PURPOSE OF FUNDING THE PEER SUPPORT AND CRITICAL INCIDENT STRESS MANAGEMENT PROGRAM; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That in addition to those amounts allocated to the various City departments for Fiscal Year 2020-2021 in the Budget of the City Manager,there shall also be increased receipts and appropriations in the Grants Operating Federal Fund, subject to the receipt of the grant,in the amount up to$125,000.00,for the purpose of funding the Peer Support and Critical Incident Stress Management Program within the Fort Worth Police Department. SECTION 2. That should any portion,section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction,such decision,opinion or judgment shall in no way impair the remaining portions,sections,or parts of sections of this ordinance,which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance 24446-09-2020 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations,in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. Ratify application for,and acceptance of, if awarded,the U.S. Department of Justice,Office of Community Oriented Policing Services, Law Enforcement Mental Health and Wellness Act grant in an amount up to$125,000.00 for Fiscal Years 2022 and 2023; 2. Authorize the execution of a grant agreement with the U.S.Department of Justice,Office of Community Oriented Policing Services for Law Enforcement Mental Health and Wellness Act grant;and 3. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Operating Federal Fund subject to receipt of the grant in an amount up to$125,000.00 for the purpose of enhancing the Peer Support and Critical Incident Stress Management Program within the Fort Worth Police Department. DISCUSSION: The purpose of the U.S. Department of Justice,Office of Community Oriented Policing Services(COPS), Law Enforcement Mental Health and Wellness Act(LEMHWA)program is to improve delivery of and access to mental health and wellness services for law enforcement officers through implementation of peer support,training,family resources,suicide prevention,and other promising practices for wellness programs.The COPS Office seeks to support projects that allow for the identification and expansion of promising practices that follow the principles of quality-driven, evidence-based,accessible,and memorable support services. Funding is limited to no more than$125,000.00 for a 24-month grant period. The Police Department has identified reimplementation,enhancement,and expansion of the Department's Peer Support Program as the focus for an LEMHWA grant program.The funds will be used for specialized training for Peer Support and Critical Incident Stress Management Team leaders and facilitators to acquire the necessary qualifications to provide immediate, incident-specific,supportive crisis intervention. A Form 1295 is not required because:This contract will be with a governmental entity,state agency or public institution of higher education:U.S. Department of Justice FISCAL INFORMATION/CERTIFICATION: The Director of Finance certifies that upon approval of the above recommendations and adoption of the attached appropriation ordinance,funds will be available in the current operating budget,as appropriated, in the Grants Operating Federal Fund.The Police Department(and Financial Management Services)will be responsible for the collection and deposit of funds due to the City. Prior to an expenditure being incurred,the Police Department has the responsibility to validate the availability of funds.This is a reimbursement grant.
