HomeMy WebLinkAboutOrdinance 24895-06-2021 ORDINANCE NO.24895-06-2021 AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS CAPITAL PROJECTS FEDERAL FUND, SUBJECT TO RECEIPT OF THE GRANT,IN THE AMOUNT OF$522,000.00,FOR THE PURPOSE OF FUNDING THE TRAFFIC SIGNAL RETIMING DURING INCIDENTS PROJECT (CITY PROJECT NO. 103401); PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That in addition to those amounts allocated to the various City departments for Fiscal Year 2020-2021 in the Budget of the City Manager,there shall also be increased estimated receipts and appropriations in the Grants Capital Projects Federal Fund, subject to receipt of the grant, in the amount of$522,000.00, for the purpose of funding the Traffic Signal Retuning During Incidents project(City Project No. 1034011. SECTION 2. That should any portion,section or part of a section of this ordinance be declared invalid,inoperative or void for any reason by a court of competent jurisdiction,such decision,opinion or judgment shall in no way impair the remaining portions, sections,or parts of sections of this ordinance,which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance 24446-09-2020 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations,in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. SECTION 4. This ordinance shall take effect upon adoption. Authorize execution of an Interlocal Agreement with the North Central Texas Council of Governments in the amount of$522,000.00 for reimbursement for the purchase and installation of travel time sensors,traffic sensor system,and traffic monitoring cameras for the Traffic Signal Retiming During Incidents Project and Accept the North Central Council of Governments funds; 2. Accept funds from North Central Council of Governments;and 3. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Capital Projects Federal Fund, subject to the receipt of the grant,in the amount of$522,000.00,for the purpose of funding the Traffic Signal Retiming During Incidents project(City Project No. 103401). DISCUSSION: The City submitted an application for a grant through the Traffic Signal Retiming During Incidents Program of North Central Texas Council of Governments(NCTCOG)in September 2019 which was awarded on March 24,2021.The goal of this program is to reduce vehicular emissions and improve mobility during traffic incidents by implementing incident signal timing plans. Incidents on freeways often cause traffic to be diverted off the affected freeways to the frontage road.This creates a higher volume of traffic at frontage road intersections and has presented the need for the implementation of special timing plans to manage congestion.The Traffic Signal Retiming During Incidents Program developed a set of traffic signal timing plans based on a combination of the incident severity and time of the day in partnership with local agencies.The incident signal timing plans will be implemented by the City on an as-needed basis. Upgraded detection and video surveillance systems will be used to proactively manage incidents from our traffic management center where staff will be better able to determine the impact and quickly facilitate the incident timing plan to reduce the impact to the traveling public.This project will fund the installation of new travel time sensors to detect unusual traffic patterns,and traffic monitoring cameras,to determine the severity of an incident and monitoring of traffic operating conditions,at 53 locations.The scope of the project includes the intersections along Interstate Highway 35 frontage corridor between Felix Street and Rosedale Street,and Interstate Highway 30 frontage road corridor between Summit Avenue and Las Vegas Trail.Managing incident traffic effectively will reduce the congestion level during incidents with the goal to improve the air quality by minimizing idling time at impacted intersections. Under the agreement, NCTCOG will reimburse the City up to$522,000.00,with no local match required,for procurement of equipment. The City will cover the costs for the installation of equipment including any necessary construction,contingency,inspection,and testing costs in the estimated amount of$120,000.00.Staff is planning to use Fiscal Year 2022 PayGo Funds to cover these costs which are not eligible for reimbursement through the grant fund.The project is scheduled to begin in August 2021 and be completed in June 2022. The project is located in COUNCIL DISTRICTS CD 3, CD 7,CD 8 and CD 9. A Form 1295 is not required because:This contract will be with a governmental entity,state agency or public institution of higher education: NCTCOG FISCAL INFORMATION/CERTIFICATION: The Director of Finance certifies that upon approval of the above recommendations and adoption of the attached appropriation ordinance,funds will be available, as appropriated, in the Grants Cap Projects Federal Fund.The Transportation and Public Works Department will be responsible for the collection and deposit of funds due to the City.Prior to expenditure being incurred,the Transportation and Public Works Department has the responsibility to validate the availability of funds.This is a reimbursement grant.
