AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE 2007 CRITICAL CAPITAL PROJECTS FUND IN
THE AMOUNT OF$313,220.00,FROM AVAILABLE FUNDS,FOR THE PURPOSE
OF FUNDING THE 2022 BOND YEAR ONE CONTRACT 3 KICK OFF PROJECT
(CITY PROJECT NO. 102976); PROVIDING FOR A SEVERABILITY CLAUSE;
MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES;
REPEALING ALL ORDINANCES IN CONFLICT HEREWITH;AND PROVIDING
AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2020-2021 in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the 2007
Critical Capital Projects Fund in the amount of$313,220.00,from available funds,for the purpose of funding
the 2022 Bond Year One Contract 3 Kick Off project(City Project No. 102976).
SECTION 2.
That should any portion,section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction,such decision,opinion or judgment shall in no way impair
the remaining portions,sections,or parts of sections of this ordinance,which said remaining provisions shall
be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance 24446-09-2020 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations,in which instance said conflicting provisions of
said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

Ordinances and Amend the Fiscal Years 2021-2025 Capital Improvement Program
RECOMMENDATION:
It is recommended that the City Council:
1. Authorize execution of an engineering agreement with Shield Engineering Group, PLLC in the amount of$374,540.00 for combined water,
sanitary sewer and street paving improvements for 2022 Bond Year 1 Contract 3 Kick Off project;
2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Water and Sewer Capital Projects Fund
in the amount of$356,070.00,transferred from available funds within the Water and Sewer Fund,for the purpose of funding the 2022 Bond
Year 1 Contract 3 Kick Off project(City Project No. 102976);
3. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the 2007 Critical Capital Projects Fund in
the amount of$313,220.00,from available funds,for the purpose of funding the 2022 Bond Year One Contract 3 Kick Off project(City Project
No. 102976);and
4. Amend the Fiscal Years 2021-2025 Capital Improvement Program.
DISCUSSION:
This Mayor and Council Communication(M&C)is to authorize the execution of an engineering agreement with Shield Engineering Group, PLLC in
the amount of$374,540.00 for design services that will support Year 1 construction upon favorable outcome of the 2022 Bond Program
election. For the 2022 Bond Year 1 Contract 3 Kick Off project for the preparation of plans and specifications to advance early starts for
construction upon a favorable outcome of the 2022 Bond Program election.For 2022 Bond Year 1 Contract 3 project,this includes water,sanitary
sewer and street paving improvements on approximately 2.46 lane miles,on the following streets:

The Transportation&Public Works Department's share on this contract is$145,220.00.The Water Department's share on this contract is
$229,320.00 and will be available in the Water&Sewer Capital Projects Fund for the project(City Project No. 102976). In addition to the contract
amount,$294,750.00(Water:$59,750.00,Sewer: $67,000.00, Paving:$168,000.00)is required for project management,utility coordination and
material testing.This project will have no impact on the Transportation and Public Works'annual operating budget nor on the Water Department's
operating budget when completed. Design is expected to start in July 2021 and be completed by May 2022.Construction should commence in
September 2022 and be completed in June 2024.The sanitary sewer component of this project is part of the Water Department's Sanitary Sewer
Overflow Initiative Program.

Business Equity:Shield Engineering Group, PLLC is in compliance with the City's Business Equity Ordinance by committing to 15%Business
Equity participation on this project.The City's Business Equity goal on this project is 9%.
This action will amend the FY2021-2025 Capital improvement Program as approved in connection with Ordinance 24446-09-2020.
This project is located in COUNCIL DISTRICT 5.
FISCAL INFORMATION/CERTIFICATION:
The Director of Finance certifies that funds are available in the current operating budget of the Water&Sewer Fund and the Unspecified-All
Funds project within the 2007 Critical Capital Projects Fund,and upon the approval of the above recommendations and adoption of the attached
appropriation ordinances,funds will be available in the current capital budgets,as appropriated, in the W&S Capital Projects Fund for the 2022
Bond Yr 1 -Contract 3 project to support the approval of the above recommendations and execution of the engineering agreement.Prior to any
expenditure being incurred,the Transportation&Public Works and Water Departments have the responsibility to validate the availability of funds.
