DISCUSSION:
This Mayor and Council Communication is to authorize the preparation of plans and specifications for the construction of South Westside V
Elevated Storage Tank(EST)and Water Transmission Main.
Growth within west Fort Worth and its Extra Territorial Jurisdiction requires continuous improvements to the water distribution system in order to
provide and maintain reliable water service to existing and proposed developments within the Westside pressure planes. This EST will provide
additional storage capacity in the South Westside V Pressure Plane while Water Transmission will pump/provide the needed water to the tank.
The proposed scope of services include site selection and feasibility studies, field surveys, design for the transmission main, design survey,
environmental permitting, easement preparation, subsurface utility engineering and geotechnical investigation.
Halff Associates, Inc. proposes to provide all the necessary design and construction administration services for a fee of$1,291,838.00.Staff
considers the proposed fee to be fair and reasonable for the scope of services proposed.
In addition to the contract amount,$406,960.00 is required for project management, real property acquisitions and utility coordination. This project
will have no impact on the Water Department Operating Budget when complete.

to provide interim financing for this project until debt is issued.Once debt associated with this project is sold, bond proceeds will be used to
reimburse the Water and Sewer portfolio and the City's portfolio in accordance with the attached Reimbursement Resolution. Under federal law,
debt must be issued within approximately three years in order for these expenses to be reimbursable.Adoption of the attached resolution does not
obligate the City to sell bonds, but preserves the ability to reimburse itself from tax-exempt bond proceeds.

project. The City's Business Equity goal on this project is 10 percent.
