RE: CPR-15, Deletion of Power Monitoring and UPS Equipment
Dear Mr. Boss:
The contract documents included two redundant power quality monitoring units for the
medium voltage switchgear that, upon review, are not considered to be necessary. In
addition, six 100 VA uninterruptible power supplies (UPS) are to be deleted and replaced
with 120 V power circuits. The Contractor has provided the City with a price proposal to
delete the above referenced equipment and install the additional circuits. The total credit
for this work is $2,997.00
The Fort Worth Water Department concurs with the recommendation of Black & Veatch
to accept the contract modification. Total credit to the Fort Worth Water Department for
the proposed change amounts to $2,997.00 with no additional time requested. This
change will be incorporated into Change Order #3 to the contract.

functions. In addition to the PQM units, the associated 100V A UPS should be deleted also.

In effort to provide continuity between City equipment installations, it is proposed that the
EPM units specified for the following be replaced with PQM units similar to the other

equipment to be supplied and the associated design elements, the following modifications
to the power monitoring system are proposed. To further clarify, attached to this memo

As shown on the Drawings and as specified in Sections 16345, 16425, and 16480, power
monitoring (PM) equipment is to be provided for the medium voltage switchboards
(MVSWBs), low voltage switchboards (LVSWBs), and motor control centers (MCCs),
respectively, where shown on the Drawings. Per the Drawings, different PM equipment, as

As per the response to RFI-038, two pieces of PM equipment were proposed for deletion
from the project scope. MVSG-PM-A and MVSG-PM-B are redundant pieces of equipment
as the Multilin 750 units (MVSG-MR-A and MVSG-MR-B) will provide equivalent
functions. In addition to the PQM units, the associated 100V A UPS should be deleted also.
In effort to provide continuity between City equipment installations, it is proposed that the
EPM units specified for the following be replaced with PQM units similar to the other
installations listed.

RE: CPR-17 -Electrical Building Plumbing Modifications
Dear Mr. Boss:
CPR-17 consists of modifications to the electrical building plumbing plan. Construction
plan sheet AH-1.01 shows four roof drains and four overflow drains , designed to convey
rain water off the electrical building roof. However, plans were not included in the
contract documents for the internal piping within the building, connecting these roof
drains to exterior building downspouts. Construction plan sheet PH-I shows a l' service
water line with RPZ to serve the electrical building.
CPR-17 includes the additional internal building piping necessary to connect the roof
drains to external downspouts at the electrical building , as shown in a plan developed in
the March 16 , 2010 memo from CDM, which is attached to this CPR. In addition, CPR-
17 includes the deletion of the 1" potable water service to the electrical building.
The Fort Worth Water Department concurs with the recommendation of Black & Veatch
to accept the contract modification . Total cost for the proposed change amounts to
$16,755.00 with no additional time requested. This change will be incorporated into
Change Order #3 to the contract.

Electrical Building Plumbing Modifications
Sheet AH-1.01 identifies proposed locations for the Electrical Building roof drains and the
requirements for tapered roofing. The intent is for the collected runoff by the roof drains to
be conveyed within an interior, overhead piping system and discharged to the exterior via
wall nozzles.
The piping system associated with the roof drains is not shown in the design drawings, and
must therefore be added. As shown in the attached revision of Sheet PH-1 is the proposed
piping system and required routing. The routing was coordinated with the electrical
equipment layout provided by FSG, so that the drains and piping would not be located
directly over the electrical equipment All piping and appurtenances shall be as specified.
Also shown on PH:-1 of the contract drawings is interior plumbing for service water supply.
The interior plumbing, including pipe, valves, backflow preventer, freeze-protected

Dear Mr. Boss:
I have reviewed CPR-21, which includes a memorandum from COM, dated May 10,
2010 that responds to numerous questions received from the electrical subcontractor
regarding the scope of work. Changes to the scope of work include a modified detail for
the light poles at the sedimentation basin as well as the installation of an additional
electrical junction box and conduit near the flocculation basins.
The Fort Worth Water Department concurs with the recommendation of Black & Veatch
to accept the contract modification. Total cost for the proposed change amounts to
$4,652.00 with no additional time requested. This change will be incorporated into
Change Order #3 to the contract.

held on-site to discuss and identify specific electrical questions that have been identified.
There is one item that requires structural coordination listed below. The following is a
paraphrased summary of those items:
1. Phone wires are shown to be routed within the Administration Building via the cable
tray system to the point of demarcation. Per Fred~ for Eagle Mountain WTP and .the
Como Pump Station projects, the phone company would not install the wire in.a cable
.tray and required a conduit. Verify.

2. Sheet EA-1: The two sets of junction boxes on the west side of the struch1re appear to
be redundant. It is proposed to eliminate the north boxes and install all conduit
directly to the south set of boxes.
Junction boxes were provided to allow instilllation of condiiits feeding equipment mid
devices to be run without exceeding the equivalent of three 90 degree bends as specified

Box-A is shown to have 120V power. On EC-1, at the same locatio~, PB-A appears to
have 480V power and 120V power. Verify what is intended.
Related to this, the 'P2' fixtures called out for mounting on the Clarifier·walkways are
480V fixtures shown to be powered by 120V circuits. All other'lighting around the
Sedimentation Basins is fed from 120Vcontactors. No lighting confactor is shown for
control of the Clarifier lights. The tp2' fixture ·is a 20-ft hinged pole and with
placement atop the clarifier the fixture will be hinged out over the water surface. FSG
proposes use of a 'U' fixture and tie into a 120V circuit in art existing contactor.
Liglit fixtures atop the Clarifiers slzall. be revised to 'P' ti;pefixtures witli photocells.
Conduit and conductors shall be routed as tioted. The 'P' typefixtures are to be

routed to enter the Gallery directly below at the east end of the gallery.
FSG proposes that the conduits be installed in the slab and enter the Gallery from
directly above and drop into the cable tray, similar to . other installations atop the
Basin.

the valve. actuator for powel" and controls. Valve actuators will only accept 3/ 4''
conduits and that should be all that is required for the .conductors. Also, the concrete
pad shown is in conflict with the Chemical Pipe Chase thatis to be routed around that
area.
FSG proposes wall-mounting of disconnects and related panels and deletion of the
concrete pad. ·
To avoid conflict with the Ozone Pipe Trench shmv11 on C~6, the concrete pad s/wwn in
Plan and Detail A/ EC-3 and Ductbmtk N slinll be deleted. Relocate controls and

The conduits for the Ozone Basin are shown on drawing E-7, Section L. The conduit numbers listed
in Section L on Drawing E-9 are 95 thru 114. Drawing EB-6 list these conduits as 1" and 2". The wire
and conduit schedule on drawing E-18, list these conduit sizes as 3". The cables that are required per
the wire and conduit schedule cannot be installed in a 1" conduit because the 1" conduit is not large
enough to accomodate the cables per the wire and conduit schedule. The concrete slab for the
Ozone Basin is 10" deep, so you cannot install 3" conduit in this slab (90 degree bends). The conduits will
have to be
installed above grade into the Ozone Basin slab and there are no provisions shown on the drawings
to transition from underground to above ground.
Suggestion
A termination box could be installed so that you
could install 3" conduit in the underground ductbank and 1" conduit in the slab. We would have to
terminate the multi-conductor cables in the termination box and install required single conductor
wiring in the 1" conduit installed in slab. Please advise.

In conjunction with the reduction in number of conductors and size of conduits, a termination cabinet shall be

The contractor proposed solution of using 1 • conduits for individual circuits in the slab, combining
the circuits in boxes, and continuing in manholes with larger conduits Is acceptable.
After reviewing the circuits, the number of spare control wires can be reduced as follows:
• Refer to drawing E-18: Circuits MCFLTA-2, 5, 6, 7, 8, 9, 10 and MCFLTB-2, 4, 5, 6, 7, 8, 9
require 12 control wires each; the spare wires will be reduced from 7 to 4. Twelve wire
and 4 wire multiconductor cables can be used for each circuit The conduit size will
change from 3" to 2".
• Refer to drawing EB-6: Change conduits 95 -110 from 1" to 2"
During the circuit review, some errors were found. Revise as follows:
• Refer to drawing E-18: Circuits MCFLTA-3, 4 and MCFL TB-3 require 18 control wires .
The spares will be increased from 1 to 4. Nineteen wire and 3 wire multiconductor cables
can be used for each circuit.

RE: CPR-23, Manhole Modifications
Dear Mr. Boss:
CPR-23 consists of modifications to manholes in order to improve accessibility. In order
to reduce the depth of the wash water return line manhole, it will be relocated, thus
reducing about 20 vertical feet of manhole riser. In order to improve access, manhole
steps will be added to three manholes. In order to prevent injuries, these three manholes
will have the access lids changed to ductile iron from cast iron, making them much lighter
and easier to open. The contractor has provided a price proposal that credits the city for
less material for the reduced depth of the wash water return manhole, while including
additional costs for the manhole steps, as well as the piping modifications resulting from
the relocation of the wash water return manhole.
The Fort Worth Water Department concurs with the recommendation of Black & Veatch
to accept the contract modification. Total cost for the proposed change amounts to
$7,365.00 with no additional time requested . This change will be incorporated into
Change Order #3 to the contract.

Please find attached CPR #23 pricing for changes made to the project due to the field
directive memo fromCDM dated 5/28/2010 concerning Manhole Revisions.
As you are aware, the Memo from CDM changed trie location and depth of the manhole
for valve PLT-RWGA-003 on the 18" WR line. As McCarthy had already procured the
pipe material for the entire line, it was necessary to prom.ire additional material in order to
facilitate the new location of the valve and manhole.
ln addition to the valve relocation, post installed manhole Steps were requested to be
installed in manholes PLT-RWGA-001, PLT-RWGA-002, and the Raw Water Inspection
manhole. Per the project plans, DRMH#9 is currently the only manhole on the project
that is supposed to receive steps to facilitate entry.
Additionally, per our mate1ial supplier, the change from cast iron to ductile iron lids will
be done at no cost to the project.

document, when fully executed , as accepted, shall consiltute authorization to proceed with the work described herein. Due to

DESCRIPTION OF THE PROPOSED CHANGE:
Gate Valve Manhole Modifications
SCOPE:
As submitted, PD-03260-04 included manholes for the gate valve, air valve, inspection access, sample, and Injection station
installations. The manholes as shown on the related
detalls are noted to have cast Iron lids of specific sizes and shapes. In lieu of the cast iron lids shown, it is proposed that the lids
be revised to 30-in inside-clear, ductile iron of the
City of Fort Worth standard type. For the manholes with non-tapered barrel configuration and flat-top, the manhole lid shall be
positioned off-center providing an eccentric entrance
to the manhole.
'To facilitate access into specific manholes , It 1s proposed that post-installed manhole steps be furnished. The manhole steps
shall comply with ASTM C478 and be of a steel .(1 /2" min . .
dia , Grade 60 -. ASTM A615)/copolymer polypropylene '(non-corrosive in sewer.environments -ASTM D4101) construction with
mechanical anchorage. In addition to those manholes shown on the plans, steps shall be provided for PLT-RW-GA-001 , PL T-
RWGA-002, and the RawWater Inspection Ma'nhole , Construction Manager'shall field coordinate pos\tioning of the manhole
access and steps with City personnel.
Due to the resulting depth (approx 224t) ofthe ·Valve manhole associated with PL T-RWGA-003 at the location of installation

RE: CPR-27 -Electrical Duct Bank Backfill Revision
Dear Mr. Boss:
The Fort Worth Water Department instructed the Engineer to prepare a revised trench
detail for on-site electrical duct banks, modifying the detail to allow sand backfill with
concrete cap in lieu of reinforced concrete duct banks. The Contractor has provided the
City with a credit of $7,891.00 for utilizing the revised detail to construct the remaining
duct banks.
The Fort Worth Water Department concurs with the recommendation of Black & Veatch
to accept the contract modification. The total credit for the proposed change amounts to
$7 ,891.00 with no additional time requested. This change will be incorporated into
Change Order #3 to the contract.

Subject: Westside WTP Project
Underground Conduit Ductbank Modification
Detail 1/EZ-3 illustrates the original contract requirements for installation of reinforced
concrete encased ductbank for the Westside WTP. Modifications to this Detail were
provided as part of RFI-088.
Consideration is being given to further modification of the ductbank installation based on
revised City installation requirements. In lieu of the reinforced concrete ductbank shown
in Detail 1, installation of the ductbank with sand backfill and a concrete cap is proposed as
shown in the attached Detail A.
It is understood that FSG has pre-purchased some steel reinforcement for installation of
Detail 1 type ductbank. It is proposed that the on-site and pre-purchased materials be used
until exhausted for installation of ductbank as per Detail 1. Once those materials are used,
the remaining ductbank shall be installed per Detail A. It is requested that a price proposal
for this modification be developed for consideration.

Dear Mr. Boss:
I have reviewed CPR-32, which includes a memorandum from CDM, dated August 2,
2010, requesting the contractor provide three 18" diameter butterfly valves in lieu of three
18" diameter gate valves on the suction line to the backwash pumps. A quote has been
provided by the Contractor's valve supplier that shows a net $4,350 deduct in the
purchase price of the butterfly valves , when compared to the price of the gate valves.
The Fort Worth Water Department concurs with the recommendation of Black & Veatch
to accept the contract modification. Total credit for the proposed change amounts to
$4,350.00 with no additional time requested. This change will be incorporated into
Change Order #3 to the contract.

RE: CPR-36, SS Filter Sleeves
Dear Mr. Boss:
The Westside Water Treatment Plant construction includes the installation of eight
reinforced concrete filter basins, with only three filters being brought on-line initially. In
order to expedite future filter activation, CPR-36 consists of adding a total of ten stainless
steel wall sleeves in filter basins #4 through #8 for the 2" air scour vent and the Yi" filter
head loss measurement piping .
The Fort Worth Water Department concurs with the recommendation of Black & Veatch
to accept the contract modification. Total cost for the proposed change amounts to
$3,198.00 with no additional time requested. This change will be incorporated into
Change Order #3 to the contract.

I would recommend that these wall pipes be installed now, similar to all other filter wall pipe penetrations . I will issue a
memorandum to confirm that we are proposing to have the filter flume vent pipe and the differential pressure wall sleeve
installed (cast into the wall) for Filters No . 4 through No . 8, in addition to No . 1 through No. 3 .
This will add (5) 2" wall pipes and (5) 1/2" wall pipes , all SST.

Sh ee t MD-2 shows the installation of cast-in wall pipes at Filters No. 1 through No. 3 for
the 2" VT-SST (air scour vent) and the 1/2" SA-SST (filter headloss measurement). To
facilitate future installation and integration of filtration systems, it is proposed that these
wall pipes b e furnished and cast into the filter walls similar to all other piping for Filters
No. 4 through No . 8. The wall pipes shall be furnished as per the applicable submittals and
installed similar to Filters No. 1 -No . 3.
