HomeMy WebLinkAboutOrdinance 16749-01-2006Ordinance No. 16749-12006 AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $639,218, SUBJECT TO RECEIPT OF THE GRANT FROM THE NORTH CENTRAL TEXAS COUNCIL OF GOVERNMENTS, FOR THE PURPOSE OF FUNDfNG HOUSEHOLD HAZARDOUS WASTE DISPOSAL, COWTOWN COMMUNITY CLEANUP, REGIONAL OUTREACH FOR RECYCLING, AND TELEVISION RECYCLING PROGRAM, FOR THE ENVIRONMENTAL MANAGEMENT DEPARTMENT; AND REAL TIME ILLEGAL DUMPING SURVEILLANCE SYSTEM, FOR THE CODE COMPLIANCE DEPARTMENT; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That in addition to those amounts allocated to the various Gity departments for Fiscal Year 2005-2006 and in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount of $639,210, subject to receipt of the grant from the North Central Texas Council of Governments, for the purpose ofi funding Household Hazardous Waste Disposal, Cowtown Community Cleanup, Regional Outreach far Recycling, and Television Recycling Program, for the Environmental Management Department; and Real Time illegal Dumping Surveillance System, for the Code Compliance Department. SEGTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or jadgment small in na way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance No. 16582 and ail other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. Authorize the City Manager to accept and execute the NCTCOG grant contracts, if awarded; 3. Authorize the use of $10,217.00, $27,885.00 and $15,653.x0 respectively, from the Solid Waste, Environmental Management and General 1=und as matching in-kind funds for these grants; and 4. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations up to $639,210.00 in the Grants Fund subject to receipt of the funds. ®ISCUSSI4N: The Environmental Management and Code Compliance Departments are applying for the following grants: "Household Hazardous Waste Dis asal" The Environmental Collection Center is requesting $170,000.00 in funding to help offset the cost of disposal for approximately 2 million pounds of household hazardous waste each year. Staff will provide in-kind serrrices in the amount of $17,000.00 for consolidation and packaging of waste prior fo disposal. "Cowtown Community Cleanup The Cowtown Community Cleanup Event is scheduled for March 31, 2007. The funding request far $32,455.00 will provide supplies, printing of advertising and mailing for six locations. Staff time in the amount of $5,012.00 to coordinate the project will be used as the in-kind match. "Regional Outreach for Recycling" http://wvv-w.cfwnet.org/cau~cil~acketlReports/~c~rxint.asp 1 /23/20Qfi Page 2 of 3 Production and airtime for two 30 second TV spots regarding recycling Environmental Management Education staff will write the scripts and contract with an outside firm to produce the ads. The funding request is $135,000.00. Staff time spent an the grant project will be used as an in-kind match of $16,223.00. "Television Recycling Program" Funds will be used for a television recycling pilaf program. The Solid Waste Division will contract with a qualified recycling firm to transport, process, and recycle televisions collected at the City's Drap-off Stations and the Environmental Collection Center. $200,000.00 is being requested. "Real Time lllegal Dumping Surveillance System" This grant will target the cleanup of chronic illegal dumpsites within the city by purchasirig four wireless Digital Video Recorders (DVR} to collect evidence of illegal dumping activity in real time and notify Code Compliance and law enforcement personnel of the illegal activity as it is occurring. The funding request is far $48,000.00 for four units. The City shall provide all labor and equipment far installinglmoving the cameras and maintenance cost above and beyond the initial setup/installation. In addition, the City shall cover the cost of the wirelesslcellular connection and the cost of cameras to be attached to the DVR unit. The in-kind match amount is $15,520.00. Required staff time is estimated at $8,600.00. The maintenance, instaiiatian, setup and connection of the recorders is estimated at $8,920.00. Grantees awarded funds will be notified in MarchlApril, 2006. The grant funding period will run through June 30, 2007. FISCAL INFORMATIONICERTIFICATlON: The Finance Director certifies that upon approval of the above recommendations, adoption of the attached appropriation ordinance, and receipt of the grants, funds will be available in the current operating budget, as appropriated, of the Grants Fund.
