SUBJECT: FEATHER FLAG SIGNAGE

The purpose of this report is to provide the City Council with requested information concerning
regulation of feather flag signage in the City of Fort Worth.
A feather flag is a type of banner sign that is attached to a curved flagpole resembling the shape
of a feather. These signs are typically used for advertising and are often placed near street
frontages to draw attention to a specific business or event. Feather flags can range from 5 feet to
20 feet in height and are secured to the ground using either a cross base or ground spike. Other
common names for feather flags include "sail signs" and "teardrop signs."
Signage requirements are regulated by the Chapter 29 "Sign Ordinance" and Section 6.404 of the
Zoning Ordinance. A feather flag is a temporary on-premise sign requiring a permit. Temporary
signs are allowed in the "CF" community facility district and in all commercial and industrial
districts. Businesses are allowed one (1) temporary sign for a maximum period of 30 consecutive
days with 30 days between displays of each feather flag sign provided that the signs meet the
following criteria:
• Maximum allowed size is 60 square feet.
• May not be located within 100 feet of another temporary sign.
• May not be permitted in residential districts, with the exception of marketing for a new
residential subdivision.
• Must be placed on private property. All signage is prohibited within City right-of-way.
• Three (3) temporary signs are allowed on lots with more than 300 feet of street frontage.
Feather flags that do not contain any commercial messaging are considered temporary
decorative flags, rather than signs, and do not require a permit.
Investigation of unpermitted or incorrectly-placed signs occurs on a complaint-driven basis.
Citizens can contact the Development Services Department at 817-392-2222 to report concerns
about feather flags or other types of signage. Development Services Staff includes two (2) Sign
Inspectors who are responsible for responding to complaints.
