(ALL) Adopt Ordinance Amending Fire Department Staffing to Increase the Number of Authorized Civil Service Positions in Specified
Classifications by a Total of Fourteen to Reflect Changes Included in the Fiscal Year 2021 Budget and Adopt Ordinance Prescribing Salaries for
the Fire Department with Both Ordinances Effective October 1, 2020
RECOMMENDATION:
It is recommended that the City Council:
1. Adopt the attached ordinance, which revises Fire Department civil service staffing effective October 1, 2020, to reflect staffing changes included
in the Fiscal Year 2021 Budget which increases the number of authorized positions in the classification of Firefighter by eight, increases the
number of authorized positions in the classification of Engineer by three, increases the number of authorized positions in the classification of
Lieutenant by two, and increases the number of authorized positions in the classification of Captain by one, thereby increasing the total authorized
civil service positions by fourteen, from 939 to 953; and
2. Adopt the attached ordinance prescribing the salaries for all fire fighter personnel in the Fire Department effective October 1, 2020.
DISCUSSION:
The purpose of this Mayor and Council Communication and the attached ordinances is to take actions to effect the adopted fiscal year 2021
(FY2021) budget for the Fire Department.
Adoption of the first ordinance will revise civil service staffing in the Fire Department to reflect staffing changes included in the FY2021 budget due
to the opening of a new fire station. The City's adopted FY2021 budget includes funding for the addition of fourteen positions in the Fire
Department, all of which are civil service. These new positions will enable staffing of the new Fire Station 45 in Fort Worth, with the added
positions consisting of one Captain, two Lieutenants, three Engineers, and eight Firefighters.
The last adopted staffing ordinance for the Fire Department prior to FY2021 (Ordinance 23870-09-2019) prescribed an authorized strength of
939. The adoption of the first ordinance will increase authorized civil service strength to 953.
Approval of the ordinance would result in new authorized civil service staffing levels as follows:

Adoption of the second ordinance would prescribe the salaries for each classification of fire fighter personnel in the Fire Department for FY2021 in
accordance with state law and the adopted labor agreement.
A Form 1295 is not required because: This M&C does not request approval of a contract with a business entity.
FISCAL INFORMATION / CERTIFICATION:
The Director of Finance certifies that the adopted Fiscal Year 2021 Budget, as appropriated, includes funds for the total authorized civil service
positions in the Fire Department.
