Authorize the Transfer of Fiscal Year 2021 Crime Control and Prevention District Funds in the Amount of $585,735.00 as the Match Requirement RECOMMENDATION: It is recommended that the City Council: 1. Adopt the attached Appropriation Ordinance increasing appropriations in the Grants Operating Federal Fund in an amount of $1,625,000.00 in federal funds from the U.S. Department of Justice, Fiscal Year 2020 Community Oriented Policing Services City of Fort Worth Community Oriented Policing Services Hiring Program grant award #2020UMWX0216 and a local cash match of $1,830,421.00 over a three-year award period, for a total appropriation of $3,455,421.00; and 2. Authorize the transfer of Fiscal Year 2021 Crime Control and Prevention District Funds in the amount of $585,735.00 as the match requirement for year one. DISCUSSION: On June 25, 2020, the City of Fort Worth Police Department was notified of a grant award from the U.S. Department of Justice, Community Oriented Policing Services (COPS) for a Fiscal Year 2020 COPS Hiring Program grant. The grant award is to support the hiring of 13 sworn positions with $1,625,000.00 in federal funds and a local cash match of $1,830,421.00 over a three-year award period, for a total appropriation of $3,455,421.00. The grant was awarded in FY2020, but will be effective in the FY2021 City of Fort Worth budget period. On August 4, 2020, City Council approved Mayor and Council Communication (M&C) 20-0505 to ratify the application for, and authorize the acceptance of the U.S. Department of Justice, Community Oriented Policing Services Hiring Program grant. The City of Fort Worth has accepted the grant award and via this M&C requests the appropriation of funds to the Grants Operating Federal Fund. The Crime Control and Prevention District will budget the funding match requirements for a total amount of $1,830,421.00 in the FY2021, FY2022, and FY2023 budget periods. (ALL COUNCIL DISTRICTS) A Form 1295 is not required because: This contract will be with a governmental entity, state agency or public institution of higher education: U.S. Department of Justice FISCAL INFORMATION / CERTIFICATION: The Director of Finance certifies that upon approval of the above recommendations and the adoption of the attached appropriation ordinance, funds will be available in the current budget, as appropriated, of the Grants Operating Federal Fund and upon adoption of the FY2021 Crime Control and Prevention District budget. The Police Department will be responsible for the collection and deposit of funds due to the City. Prior to an expenditure being made, the Police Department has the responsibility to validate the availability of funds. This is a reimbursement grant. Submitted for City Manager's Office by.
