AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE SPECIAL TRUST FUND IN THE AMOUNT OF
$2,000.00, FROM AVAILABLE FUNDS, CONTINGENT UPON THE ADOPTION OF
THE ORDINANCE LEVYING ASSESSMENTS, FOR THE PURPOSE OF
ADMINISTRATIVE FEES FOR THE PUBLIC IMPROVEMENT DISTRICT 11
DURING FISCAL YEAR 2012-2013; PROVIDING FOR A SEVERABfLITY CLAUSE;
MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES;
REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN
EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2012-2013 in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the
Special Trust Fund in the amount of $2,000.00, from available funds, contingent upon the adoption of the
ordinance levying assessments, for the purpose of administrative fees for the Public Improvement District
I I during Fiscal Year 2012-2013.
SECTION 2.
That should any portion, section or part of a section of fts ordinance be declared invalid, inoperative or
void for any reason by a court of competent jurisdiction, such decision, opinion or jud&nnent shall in no way
impair the remaining portions, sections, or parts of sections of this ordinance, wNch said remaining
provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be incorporated into the ordinance effecting the budget of the municipal
government of the City of Fort Worth for the ensuing Fiscal Year beginning October 1, 2012, and ending
September 30, 2013, and all other ordinances and appropriations amending the same except in those
instances where the provisions of this ordinance are in direct conflict with such other ordinances and
appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are
hereby expressly repealed.
SECTION 4,
This ordinance shall take effect upon adoption.

Conduct a Public Benefit Hearing for Public Improvement District 11, Stockyards PID, Concerning the
Proposed 2012-2018 Budget and Five'YearGenima Plan and Proposed Assessment Roll, Adopt

1. Conduct a public benefit hearing concerning the proposed special assessments on property located in
Public Improvement District 11, the Stockyards Public Improvement District, for the 2012 tax year;
2. Approve the attached Stockyards Public Improvement District budget and five-year service plan for
Fiscal Year 2012-2013;
3. Adopt the attached ordinance levying apnoia|aaaessnnentsOnprOporty|oomtedinUle Stockyards
Public Improvement District subject h} assessment for the 2U12 tax year;
4. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Public Improvement District 11 Fiscal Year 2012-2O13 Project Accountnftha3peuia|AesemsmentDiatri(t
Fund in the amount of$85.1O5O0 from available funds;
5. Authorize the transfer in the amount cf $2.00D.00 for administrative fees from the Special Assessment
District Fund, Public Improvement District 11 Fiscal Year 2O12'2O13 Project AocounitoUveSpooio|Trust
Fund contingent upon the adoption of the proposed 2O12 assessment roll;
0. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations inthe
Special Trust Fund in the amount of$2.0O0.O0 from available funds; and
7 Authorize the execution of an Agreement with the Fort Worth Stockyards Preservation Foundation,
Inc., to provide management and improvement services for the Stockyards Public Improvement District
during Fiscal Year 2012-2013 for the sum in the amount of $13.021.00.

On January 28, 2003, the City Council adopted Resolution No. 2925 establishing Fort Worth Public
Improvement District 11 (Stockyards P|D).

The purpose of this benefit hearing is to receive comments from the public regarding the Fiscal Year
2012-2013 proposed assessments to be levied on each property in the Stockyards PID to adopt an
ordinance levying the proposed assessments and to adopt an appropriation ordinance allocating
estimated receipts tnthe P|O'sfund.
On August 21'2O12.(K48CBH-381) the City Council conducted a public hearing to receive comments on
the proposed Fiscal Year 2012-2013 budget and five-year service plan for the PID. Notice of this benefit
hearing was published in the newspaper and mailed to all record owners of property in the ShookvardsP|O
in accordance with state law.

The total budgeted costs of the improvements and services are in the amount of$88.285.O0.Cfthis
amount, $65,105.00 will be funded by assessments collected on privately owned parcels located in the
district by applying anateof$O.12oentstoeach$1OO.00ofpropedyvo|ua.Thmremoinderofthanmste.in
the amount of $21,1180,00, will be funded by other revenue including, the amount of $5.40O.00 from web
site advertising and the amount of $15,780.00, will be funded by the prior year's assessments carried
forward to Fiscal Year 2012-2013.
