AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE SPECIAL TRUST FUND IN THE AMOUNT OF
$2,000.00, CONTINGENT UPON THE ADOPTION OF THE PROPOSED
ORDINANCE LEVYING ASSESSMENTS, FOR THE PURPOSE OF
ADMINISTRATIVE FEES FOR THE MANAGEMENT AND IMPROVEMENT
SERVICES FOR THE FORT WORTH PUBLIC DISTRICT IMPROVEMENT
DISTRICT 15 (SUN VALLEY) DURING FISCAL YEAR 2012 -2013; PROVIDING FOR
A SEVERA.BILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF
PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT
HEREWITH; AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2012 -2013 in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the
Special Trust Fund in the amount of $2,000.00, contingent upon the adoption of the proposed ordinance
levying assessments, for the purpose of administrative fees for the management and improvement services
for the Fort Worth Public Improvement District 15 (Sun Valley) during Fiscal Year 2012 -2013.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or
void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way
impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining
provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be incorporated into the ordinance effecting the budget of the municipal
government of the City of Fort Worth for the ensuing Fiscal Year beginning October 1, 2012, and ending
September 30, 2013, and all other ordinances and appropriations amending the same except in those
instances where the provisions of this ordinance are in direct conflict with such other ordinances and
appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are
hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

Conduct a Benefit Hearing for Fort Worth Public Improvement District 15, Sun Valley, Concerning the
Proposed Budget and Five-Year Service Plan and Proposed Assessment Roll, Adopt Ordinance Levying

K|a recommended that the City Council:
1. Conduct a public benefit hearing concerning the proposed special assessments on property located in
Public Improvement District 15. Sun Valley P|D. for the 2U12 tax year;
2. Approve the attached 2O12-2O13 Fiscal Year budget and five-year service plan for the Sun Valley
Public Improvement District;
3. Adopt the attached ordinance levying special assessments on property located in the Sun Valley Public
Improvement District subject to assessment for the 2012 tax year;
4. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations inthe
Public Improvement District 15 Fiscal Year 2O12-3013 Project AomountoftheSpeoio|AanassmentOisthct
Fund in the amount of$71.850.00 from available funds;
5. Authorize the transfer in the amount of $2,000.00 for administrative fees from the Special Assessment
District Fund, Public Improvement District 15 Fiscal Year 2012'2O13 Project AccOunthoUhe Special Trust
Fund contingent upon the adoption of the proposed ordinance levying assessments;
6. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Special Trust Fund inthe amDountof$2.00O.00 from available funds; and
7. Authorize the execution ofan Agreement with ORAS| Development, LLC.k} provide management ond
improvement services for the Sun Valley Public Improvement District during Fiscal Year 2012-2013 for the

On August 21'2012,(M&C G-17654) the City Council adopted Resolution No. 412O-U8-2O12establishing
Fort Worth Public Improvement District 15 (Sun Valley PID).

The purpose of this benefit hearing is to receive comments from the public regarding the 2012-2013 Fiscal
Year budget and Dve-yearsenvinep|anforth0MDandthmpropVsodaaseSannmn1stobokSviedoneach
property in the P|[> for the 2012 tax year. Following the public hearing, it is naconnrnenUmd that the Qty
Council approve the attached budget and five-year service plan of the PID, adopt the attached ordinance
levying the proposed assessments and to adopt the attached appropriation ordinances allocating
estimated receipts to the Sun Valley PID's fund.
On August 14.2O12, BH-275) U1e City Council conducted 8 public hearing iD receive comments on
the proposed Sun Valley P/D and the 2O12-2013 Fiscal Year budget and five-year service plan for the
pnoposedP|D. Notice of this benefit hearing was published in the newspaper and mailed to all record
owners of property in the Sun Valley PID in accordance with state law.
The improvements and services bJho provided in the F9Oduring the 2O12-2013 Fiscal Year and the costs
thereof are as follows:
The total budgeted costs of the improvements are in the amount Of$71'858.0O. Of this amount,
$71,856.00 will be funded by assessments collected on privately owned parcels located in the district by
levying special assessments a(u rate of$O.27to each $1OO.O0nfvalue.

CERTIFICATION: FISCAL INFORMATION /
The Financial Management Services Director certifies that upon approval Of the above recommendations,
and upon the adoption of the Fiscal Year 2012-2013 budget by the City Council to include the above
recommended item(s), funds will be available in the Fiscal Year 2013 operating budget, as appropriated,
of the Special Assessment District Fund and the Special Trust Fund.
