AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE PUBLIC IMPROVEMENT DISTRICT 15 FISCAL YEAR
2012-2013 PROJECT ACCOUNT OF THE SPECIAL ASSESSMENT DISTRICT FUND
IN THE AMOUNT OF $71,856.00, FROM AVAILABLE FUNDS, CONTINGENT
UPON THE ADOPTION OF THE ORDINANCE LEVYING SPECIAL ASSESSMENTS
FOR THE 2012 TAX YEAR, FOR THE PURPOSE OF PROVIDING MANAGEMENT
AND IMPROVEMENT SERVICES FOR THE SUN VALLEY PfD DURING FISCAL
YEAR 2012-2013; PROVIDING FOR A SEVERABELITY CLAUSE; MAKING THIS
ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL
ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE
DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2012-2013 in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Public
Improvement District 15 Fiscal Year 2012-2013 Project Account of the Special Assessment District Fund in
the amount of $71,856.00, from available funds, contingent upon the adoption of the ordinance levying
special assessments for the 2012 Tax Year, for the purpose of providing management and improvement
services for the Sun Valley Public Improvement District during Fiscal Year 2012-2013.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or
void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way
impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining
provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be incorporated mto the ordinance effecting the budget of the municipal
government of the City of Fort Worth for the ensuing Fiscal Year beginning October 1, 2012, and ending
September 30, 2013, and all other ordinances and appropriations amending the same except in those
instances where the provisions of this ordinance are in direct conflict with such other ordinances and
appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are
hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

SUBJECT:
Conduct a Benefit Hearing for Fort Worth Public Improvement District 15, Sun Valley, Concerning the
Proposed Budget and Five-Year Service Plan and Proposed Assessment Roll, Adopt Ordinance Levying
Special Assessments for the 2012 Tax Year, Adopt Appropriation Ordinances to Increase Estimated
Receipts in the Special Assessment District Fund and Special Trust Fund for Fiscal Year 2012-2013 and
Authorize Execution of an Agreement with ORASI Development, LLC, to Manage the District (COUNCIL
RECOMMENDATION: DISTRICT 5)
|tio recommended that the City Council:
1. Conduct a public beneflt hearing concerning the proposed special assessments on property located in
Public Improvement District 15' Sun Valley HD, for the 2O12 tax year;
2. Approve the attached 3D12-2013 Fiscal Year budget and five-year service plan for the Sun Valley
Public Improvement District;
3. Adopt the attached ordinance levying special assessments on property located in the Sun Valley Public
Improvement District subject k) assessment for the 2O12 tax year;
4. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Public Improvement District 15 Fiscal Year 2O12-2O13 Project AouountOfthmSpeC\e|Aoaessrnent[]isthcd

5. Authorize the transfer in the amount of $2,000.00 for administrative fees from the Special Assessment
District Fund, Public Improvement District 15 Fiscal Year 2012-2013 Project Account to the Special Trust
Fund contingent upon the adoption of the proposed ordinance levying aoueosrUentu;
6. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Special Trust Fund in the amoount of $2,000.00 from available funds; and
7. Authorize the execution of an Agreement with ORASI Development, LLC, to provide management and
improvement services for the Sun Valley Public Improvement District during Fiscal Year 2O12-2O13 for the
sum in the amount of$0.1O8.O0.
DISCUSSION:
On August 21.2O13'(N18C G-17654) the City Council adopted Resolution No. 4120-O8-2O13establishing
Fort Worth Public Improvement District 15 (Sun Valley PID).

The purpose of this benefit hearing is to receive comments from the public regarding the 2012-2013 Fiscal
Year budget and five-year service plan for the PID and the proposed assessments to be levied on each
property inthe P|O for the 2012 tax year. Following the public hearing, it is recommended that the City
Council approve the attached budget and five-year service plan of the PID, adopt the attached ordinance
levying the proposed assessments and tO adopt the attached appropriation ordinances allocating
estimated receipts tOthe Sun Valley P|O'g[und.
On August 14, 2012, (M&C BH-275) the City Council conducted a public hearing to receive comments on
the proposed Sun Valley PID and the 2012-2013 Fiscal Year budget and five-year service plan for the
proposed PID. Notice of this benefit hearing was published in the newspaper and mailed to all record
owners of property in the Sun Valley PID in accordance with state law.
The improvements and services to be provided in the PID during the 2012-2013 Fiscal Year and the costs
thereof are as follows:
