(ALL) Authorize the Purchase of a Portable Generator from LarMar Industries, Inc. in the Amount of $159,553.00 for the Property Management
Department
RECOMMENDATION:
It is recommended that City Council authorize the purchase of a portable generator from LarMar Industries Inc. in the amount of $159,553.00 for
the Property Management Department.
DISCUSSION:
The Property Management Department approached the Purchasing Division to procure a trailer mounted portable generator. The generator will
be an addition to the fleet and will be used in to support fleet operations in emergency power outage situations. In order to procure the item staff
issued an invitation to bid (ITB). The ITB consisted of detailed specifications regarding the generator requirements. The ITB was advertised in the
Fort Worth Star -Telegram on February 24, 2012, March 3, 2021 and March 10, 2021. The City received seven bids. Kirby Smith Machinery was
deemed non -responsive due to not meeting the required rated prime power and not submitting all the bidder qualifications documentation.
Technology International and Cummins Souther Plains LLC were deemed non -responsive due to not submitting the bidder qualifications
documentation and the Conflict of Interest Questionnaire.
Staff evaluated the bid responses and recommends awarding the purchase to LarMar Industries, Inc
Business Equity: A waiver of the goal for M/WBE subcontracting requirements is approved by the Office Business Diversity, in accordance with the
BIDE Ordinance, because the application of the purchase of good or services is from sources where subcontracting or supplier opportunities are
negligible.
Local Preference: This purchase is for personal property or services in an amount greater than $50,000.00 and less than $500,000.00. The lowest
bid price came from a bidder that is not a local business, but a local business submitted a bid price that is within 5% of that non -local, lowest bid
price.
Section 2-14 of the Fort Worth City Code and Section 271.9051 of the Texas Local Government Code allow the City to award the contract to the
local bidder under these circumstances, and staff has reviewed the procurement and determined that none of the exclusions/exceptions under
section 2-14 apply.
Staff recommends that the City Council award the contract to the local bidder. In making the award and approving this M&C, City Council is making
a determination in writing that awarding to the local bidder offers the City the best combination of contract price and economic development
opportunities as required by City Code.
FISCAL INFORMATION / CERTIFICATION:
The Director of Finance certifies that funds are available in the current capital budget, as previously appropriated, in the Fleet Capital Projects
Fund for the FY2019 Generator project to support the approval of the above recommendation and execution of the purchase agreement. Prior to
any expenditure being incurred, the Property Management Department has the responsibility to validate the availability of funds.
