AUTHORIZE APPLICATION FOR AND ACCEPTANCE, IF AWARDED, OF ADVANCED TRANSPORTATION AND CONGESTION MANAGEMENT TECHNOLOGIES DEPLOYMENT GRANT IN THE APPROXIMATE AMOUNT OF $14,000,000 TO OPTIMIZE THE NORTH TARRANT EXPRESS SYSTEM TO INCREASE SAFETY, EFFICIENCY, AND SYSTEM PERFORMANCE WHEREAS, in October 2010, the Texas Department of Transportation (TxDOT) planned mobility improvements along Interstate Highway (IH) system of I14820, IH35W, and State Highway (SH) system of SH121/SH183 Airport Freeway, collectively known as the North Tarrant Express project (the "NTE Project"); and WHEREAS, TxDOT solicited proposals for NTE Project Phase 1 to design, develop, construct, finance, maintain, and operate 13 miles along IH820 and SH121/SH183 from IH35W to SH121 for a period of 52 years; and WHEREAS, TxDOT solicited proposals for NTE Project Phase 2 to develop master plans for another 36 miles of corridor that included IH35W from IH30 to SH170, as well as other facilities for connectivity, safety, and financing; and WHEREAS, the Texas Transportation Commission awarded the NTE Project Phase 1 and Phase 2 to NTE Mobility Partners, which includes Cintra as an equity member; and WHEREAS, on June 22, 2021, the United States Department of Transportation (USDOT) published a notice of funding opportunity for grant funding through the Advanced Transportation and Congestion Management Technologies Deployment Initiative (ATCMTD); and WHEREAS, ATCMTD Grants are to deploy advanced transportation and congestion management technologies; and WHEREAS, USDOT seeks to use the ATCMTD Grant Program to make competitive grants for the development of model deployment sites for large scale installation and operation of advanced transportation technologies to improve safety, efficiency, system performance, and infrastructure return on investment; and WHEREAS, the ATCMTD Grant Program may provide up to 50 percent of the costs of the project with an award ceiling amount of $12,000,000 per project; and WHEREAS, the deadline to submit application for ATCMTD Grant funds is August 23, 2021; and WHEREAS, Cintra, in partnership with the City of Fort Worth and North Central Texas Council of Governments (NCTCOG), would like to use ATCMTD Grant funds to develop, test, and deploy technologies and services to support up to Level 4 automated vehicles in the managed lanes and human -driven vehicles in the general purpose lanes and frontage roads of the NTE Project corridors ("Project") for enhanced safety, efficiency, and system performance; and WHEREAS, the total Project cost is approximately $14,000,000, requiring a local match in the amount of $7,000,000; and WHEREAS, Cintra will be responsible for Project delivery and local matching funds in the approximate amount of $5,000,000; and WHEREAS, on August 5, 2021, the Regional Transportation Council of NCTCOG approved Regional Toll Revenue funds in the amount of $2,000,000 for the remaining local match; and WHEREAS, the City of Fort Worth is the eligible applicant for the ATCMTD Grant and is not required to provide matching funds; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS, THAT: The City Manager is hereby authorized to apply for and, if awarded, to accept Advanced Transportation and Congestion Management Technologies Deployment Initiative Grant funds in the approximate amount of $14,000,000 to develop, test, and deploy technologies and services to support up to Level 4 automated vehicles in the managed lanes and human -driven vehicles in the general purpose lanes and frontage roads of the NTE Project corridors for enhanced safety, efficiency, and system performance.
