Victory Forest Park
RECOMMENDATION:
It is recommended that the City Council:
1. Accept the donation of approximately 4.14 acres of land, located at 600 East Biddison Street, situated in the Lydia Jane Warwick Survey,
Abstract No. 1663, City of Fort Worth, Tarrant County, Texas from XTO Energy, Inc., an Exxon Mobile subsidiary, for the expansion of Victory
Forest Park;
2. Authorize the execution and recording of the appropriate instrument conveying the land to the City; and
3. Dedicate the property as parkland upon conveyance as an addition to Victory Forest Park.
DISCUSSION:
The purpose of this Mayor and Council Communication (M&C) is to accept the land donation from XTO Energy, Inc., an Exxon Mobile subsidiary,
as an addition to Victory Forest Park. With the addition of this land donation, Victory Forest Park will be approximately 15.2092 acres.
The Park & Recreation Department (PARD) believes that the acceptance of this land donation is representative of a public -private partnership
between the City of Fort Worth (City) and the community, and meets the goal of providing parkland to the City. The additional acreage will also
provide connectivity to Jennings -May -St. Louis Park.
The acceptance of the 4.14 acres of unimproved land will be an addition to the existing 11.0692 acres in Victory Forest Park, making it a total of
15.2092 acres. Although the land is being donated to the City at no cost, the estimated value of the property is $45,084.00 (per Tarrant Appraisal
District valuation).
The operating costs are estimated to begin in the fourth quarter of Fiscal Year (FY) 2021. A summary of increased PARD operating &
maintenance (O&M) costs are as follows:

As of June 30, 2021, the cumulative total of all previously approved M&Cs increased the department's acreage by an estimated 42.85 acres and
estimated annual maintenance by $308,857.00 beginning in FY2022. The expansion of Victory Forest Park is estimated to increase the
department's acreage by 4.14 acres and annual maintenance by $6,763.00.

A Form 1295 is not required because: This M&C does not request approval of a contract with a business entity.
FISCAL INFORMATION / CERTIFICATION:
The Director of Finance certifies that approval of these recommendations will have no material effect on City funds. Any assets recorded on the
City's financial statements associated with this land will be adjusted upon approval.
