AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $68,000.00,
SUBJECT TO RECEIPT OF A GREEN RIBBON LANDSCAPING PLANTING
PROGRAM GRANT FROM THE TEXAS DEPARTMENT OF TRANSPORTATION
(TxDOT), FOR THE PURPOSE OF FUNDING LANDSCAPING IMPROVEMENTS,
AN IRRIGATION SYSTEM, AND LANDSCAPE MAINTENANCE COSTS IN THE
HISTORIC HANDLEY URBAN VILLAGE STREETSCAPE PROJECT; PROVIDING
FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF
PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT
HEREWITH; AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2011-2012 in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants
Fund in the amount of $68,000.00, subject to receipt of a Green Ribbon Landscaping Planting Program
grant from the Texas Department of Transportation (TxDOT), for the purpose of funding landscaping
improvements, an irrigation system, and landscape maintenance costs in the Historic Handley Urban Village
Streetscape Project.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or
void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way
impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining
provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No.1 991 1 -09 -20 1 1 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions
of said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4
This ordinance shall take effect upon adoption.

RECOMMENDATION: Project and Adopt Appropriation Ordinance (COUNCIL DISTRICT 5)
Kis recommended that the City Council:
1. Authorize the acceptance a Green Ribbon Landscaping Planting Program grant in the amount of
$68,000.00 from the Texas Department of Transportation to fund landscaping improvements, an irrigation
system and landscape maintenance costs in the Historic Handley Urban Village streetscape project;
2. Authorize the City Manager to execute a Grant Agreement with Texas Department of Transportation to
fund the improvements listed above; and
3. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations inthe
DISCUSSION: Grants Fund in the amount of $68,000.00, upon receipt of the grant.
In response to the Texas Department of Transportation's (TxDOT) call for projects under its Green Ribbon
Landscaping Planting Program, Staff requested and was awarded a grant in the amount of $68,000.00 to
fund new landscape improvements, an irrigation system, and landscape maintenance costs for one-year
in the Historic Handley Urban Village.
The Green Ribbon Landscaping Planting Program allocates funds for landscaping activities including the
planting and establishment of native and adapted trees and plants on state highways to help mitigate the
effects nf air pollution in non-attainment and near non-attainment areas. Eligible projects must be located
on state highway within the right-of-way and be under contract in TxDOT's 2013 fiscal year (September
1.2012k) August 31.2013).
The Historic Handley Urban Village streetscape project, which is funded bya Federal Highway
Administration Transportation, Community, and System Preservation (TCSP) grant in the amount of
$3Q5'OOO.O0(k4&C{3-140G2)'is located on State Highway 180 (East Lancaster Avenue),aTn[}OT on-
system highvvay.Thestreatsoopepnoja/disourranUyunderdesignandindudesnevv/@ndscmpinginn]in
gardens and planter pots, reconstruction of a substandard sidewalk adjacent to the Handley historic
storefronts, and installation of new sidewalk and pedestrian lights aononu the street from the storefronts.
Additional project fundingfnJnntheTxD{}TGreenRibbonLandacopingP|antingPrn0namvvessoughttn
augment the $395,000.00 TCSP grant. The TxDOT award of $68,000.00 will help ensure adequate
funding in available to construct the fully designed straatsoopm project and will save the City one-year of
landscape maintenance costs associated with the project.
The TxDOT Green Ribbon Landscaping Planting grant does not require a local match.
The project ks located in COUNCIL DISTRICT 5.
CERTIFICATION: FISCAL INFORMATION /
The Financial Management Services Director certifies that upon approval of the above recommendations,
receipt of the grant, and adoption of the attached appropriation ordinance, funds will be available in the
current budget, aa appropriated in the Grants Fund.
