Kayser, City Secretary With a quorum of the City Council Members present, Mayor Price called the Fort Worth City Council Work Session to order at 3:06 p.m. on Tuesday, June 25, 2019, in City Council Conference Room 290 of the Fort Worth City Hall, 200 Texas Street, Fort Worth, Texas. 1. Report of the City Manager — David Cooke, City Manager a. Changes to the City Council Agenda M&C G-19576 will be amended to add 3 points related to accessibility to the Botanic Gardens. M&C L-16230 will be withdrawn and replaced with revised M&C L-16230. b. Upcoming and Recent Events June 25, 2019, is the last Council meeting until August 6, 2019. International City Managers Association is meeting this week in Fort Worth. c. Organizational Updates and Employee Recognition(s) Randle Harwood, Planning and Development, announced that the City received 3 Clide (Celebrating Leadership in Development Excellence) awards at NCTCOG's annual General Assembly. Chad Edwards called on and recognized the TPW team who received the Midwest Section Texas APA Project Excellence Award. Police Chief, Ed Krause, recognized the Mental Health Team for PD for winning a state-wide award. CITY OF FORT WORTH, TEXAS CITY COUNCIL WORK SESSION JUNE 25, 2019 Page 2 of 3 Council Member Allen Gray recognized the PD and Code employees that were working in the Ash Crescent Neighborhood on a clean-up. d. Informal Reports 1. IR 10286: Iconic Artworks Strategic Plan 2. IR 10287: Name of New Library on East Lancaster — Council Member Allen Gray recognized Reby Cary's daughter in the audience. 3. IR 10288: Proposed Zoning Ordinance Text Amendment for Allowed Sign Types Along Chisholm Trail Parkway 4. IR 10289: Final Results of Bonds Issued Under the 2019 Debt Plan 2. Current Agenda Items - City Council Members M&C C-29171 will be removed from Consent for individual consideration. Council Members had questions answered about the Following M&Cs — C-29174, C-29175, G-19576, and G-19573. 3. Responses to Items Continued from a Previous Week M&C L-16230 will be withdrawn and Revised M&C L-16230 will be considered. 4. Overview of Significant Zoning Cases — Arty Wheaton -Rodriguez, Planning and Development Mr. Arty Wheaton -Rodriguez, Planning and Development Department, provided an overview of significant zoning cases. 5. Pension Valuation Update — David Cooke, City Manager's Office and Kevin Gunn, Financial Management Services City Manager David Cooke, City Manager's Office, and Mr. Kevin Gunn, Financial Management Services, provided a pension valuation update reflecting the reform actions. 6. Enterprise Funds Fees and Rates Review — David Cooke, City Manager's Office, Brandon Bennett, Code Compliance Department, Greg Simmons, Transportation and Public Works Department, and Chris Harder, Water Department City Manager David Cooke, City Manager's Office, provided an overview and context for the Environmental Fee, Solid Waste Fee and the Stormwater Fee. Mr. Cooke provided the purpose, rate history, challenges, policy issues and steps forward. There will be a policy discussion on options during the budget process. Mr. Greg Simmons, Transportation and Public Works Department, discussed recent flooding events and program needs. 7. Update on Maior Capital Improvements Project — Jay Chapa, City Manager's Office CITY OF FORT WORTH, TEXAS CITY COUNCIL WORK SESSION JUNE 25, 2019 Page 3 of 3 Assistant City Manager Jay Chapa, City Manager's Office, provided an update on the 2014 and 2018 CIP Bond projects including totals and progress. 8. City Council Requests for Future Agenda Items and/or Reports Council Member Bivens — update on Community Policing and ministers Council Member Shingleton — Potential use of Gas and Oil revenues Council Member Flores — NW Community Center update Council Member Jordan — Roads in ETJ and issue with differing standards between City and County; Crowley ISD/City partnership on Natatorium; update on airports that won TxDOT grants and how will they use the funds. Council Member Allen Gray — Richmond and Sacramento California programs to reduce crime — can they be implemented here in Fort Worth? Council Member Zadeh — Utility responsibilities related to pole replacement, line replacement/repair and removal. 9. Executive Session (CITY COUNCIL CONFERENCE ROOM, CITY HALL, ROOM 290) — SEE ATTACHMENT A There being no further business to come before the City Council Mayor Price adjourned the meeting at 5:28 p.m. These minutes approved by the Fort Worth City Council on the 6th day of August, 2019.
