HomeMy WebLinkAboutOrdinance 20388-09-2012Ordinance No. 20388 -09 -2012 AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE SPECIAL TRUST FUND IN THE AMOUNT OF $6,780.00, SUBJECT TO RECEIPT OF A MONETARY DONATION FROM THE TEXAS HEALTH HARRIS METHODIST FOUNDATION, FOR THE PURPOSE OF FUNDING THE PURCHASE OF THREE DRUG TAKE BACK BOXES, DRUG TRANSPORT, AND DRUG DESTRUCTION FOR THE SAFE COMMUNITIES DRUG OVERDOSE TASK FORCE; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That in addition to those amounts allocated to the various City departments for Fiscal Year 2011 -2012 in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Special Trust Fund in the amount of $6,780.00, subject to receipt of a monetary donation from the Texas Health Harris Methodist Foundation, for the purpose of funding the purchase of three drug take back boxes, drug transport, and drug destruction for the Safe Communities Drug Overdose Task Force. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance No. 19911 -09 -2011 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. Authorize the acceptance of a monetary donation from the Texas Health Harris Methodist Foundation in the amount cf $6,780.UOtV cover the cost of three drug take back boxes, drug transport services and drug destruction; and 2. Adopt the attached appropriation ordinance increasing the estimated receipts and appropriations inthe Special Trust Fund in the amount of $6,780.00, The Safe Communities Drug Overdose Task Force solicited and received donations from three organizations: from Cooks Children's Hospital in the amount of$2.200.00. from Safe N]dn in the amount of $2.280DO and from the Tarrant County Coalition in the amount of $2.280.O0. The funds were turned over to the Texas Health Harris Methodist Foundation to be donated to the Fort Worth Police Department to fund the purchase of three "drug take back boxes." These boxes, which will be placed at Fort Worth Police Department facilities in areas with high volumes of drug overdose calls, will allow citizens hJ drop off unused prescription medication and over-the-counter drugs to encourage keeping these items out of the hands of child ren/teenagers, thereby reducing accidental and other drug overdoses in those areas. The donation from the Texas Health Harris Methodist Foundation will be used for the following: 1. Purchase three drug take back boxes; 2. Pay for one hour of@police officer's time each week tV empty the boxes and transport the drugs tothe police property facility inthe company of property room staff; and 3. Cover the costs to dispose of the drugs on2 quarterly basis. The Safe and Secure Drug Disposal Act of2U1U encourages local law enforcement agencies to create drug take back programs. Aoa law enforcement agency, the Fort Worth Police Department inauthorized to collect and dispose of these items under Title 21 CFR13U1.24.
