Adopt Ordinance Amending Chapter 22 "Motor Vehicles and Traffic," Article III "Operation of Vehicles," Section 22-86 "Speeding," Subsections
(h) and (i) of the Code of the City of Fort Worth, Texas (2015), as Amended, to Change the Locations, Extent, and Speed Limits of Certain School
Zones (COUNCIL DISTRICTS 5, 7, 8, and 9)
RECOMMENDATION:
It is recommended that the City Council adopt the attached ordinance amending Chapter 22 "Motor Vehicles and Traffic," Article I II "Operation of
Vehicles," Section 22-86 "Speeding," Subsections (h) and (i) of the Code of the City of Fort Worth, Texas (2015), as amended, to change the
locations, extent, and speed limits of certain school zones.
DISCUSSION:
The purpose of this Mayor and Council Communication (M&C) is to add new school zones, modify existing school zones and install new speed
limit signs.
Chapter 22 "Motor Vehicles and Traffic," Article III "Operation of Vehicles," Section 22-86 "Speeding" of the Code of the City of Fort Worth, Texas
(2015), as amended, (City Code) includes school zone tables for various streets throughout the City. The City's Transportation and Public Works
(TPW) Department routinely reviews the speed limits in the City Code in order to make corrections, additions or amendments, where appropriate.
The City's TPW Department desires to amend the school zones tables included in the City Code to provide for adjustments as a result of
development and to make text, speed limit and block range corrections. Texas Transportation Code Section 545.356 specifies the procedures for
establishing school zones and posted speed limits. The attached ordinance changes are based upon completed engineering and traffic
investigations. The City's TPW Department recommends amending Section 22-86, Subsections (h) and (i) of the City Code to provide for
adjustments as a result of recently completed City roadway projects and traffic studies.
This ordinance will establish 20 mph school zone limits for the following locations (See Attachment 1):
School zones- Additions:
1. Adams Middle School — Eagle Boulevard (Block # 1200 to Block # 1300) (450 feet south of Adams Middle School entrance closest to
Roundabout on Eagle Boulevard and Prairie Breeze Drive to 450 feet north of Adams Middle School entrance closest to the same
Roundabout);
2. Curtis Elementary School — Spanish Needle Trail (Block # 1200 to Block # 1300) (Belle Prairie Trail to 1,000 feet east of Belle Prairie Trail)
and Belle Prairie Trail (Block # 1100 to Block # 1400) (150 feet north of Spanish Needle Trail to 600 feet south of South Needle Trail);
3. Eagle Ridge Elementary School — North Beach Street ( Block # 9800 to Block # 9900) (250 feet. north and 250 feet south of Alta Vista
Road);
4. Fossil Hill Middle School — North Riverside Drive(Block # 7500 to Block # 7700) ( Chaddybrook Lane to 245 feet north of Bigleaf Lane);
5. CAN Academy — Westcreek Drive (Block # 6640 to Block # 6645) (200 feet east of Loma Vista Drive to 150 feet west of Countryside
Lane);
6. VR Eaton High School - Eagle Boulevard (Block # 1200 to Block # 1220) (700 feet east of Willow Springs Road to 250 feet west of the
Roundabout at Eagle Boulevard and Prairie Breeze Drive);
7. North Riverside Elementary School -North Riverside Drive (Block # 7800 to Block # 7900) (300 feet north of the intersection of North
Riverside Drive and Old Denton Road to 300 feet south of the intersection of North Riverside Drive and Old Denton Road);
8. River Trails Elementary School-
• Lehigh Drive (Block # 2800) (Elbe Trail to Tyne Trail)
• Stillwater Trail (Block # 9000 to Block #9030) (Lehigh Drive to 200 feet east of Lehigh Drive)
• Thames Trail (Block # 2900 to Block # 2935) (370 feet north of the intersection of Elbe Trail and Thames Trail to the intersection of Elbe

11. Polytech High School — East Rosedale Street (Block # 2510 to Block # 2630) (300 feet West of South Beach Street to 250 feet east of
Conner Avenue on the south side of East Rosedale Street) AND Conner Avenue (Block # 1200 to Block # 1300) (545 feet north of East
Rosedale Street to East Rosedale Street); and
12. Sunrise McMillan Elementary School- Turner Street (Block # 5500 to Block # 5550) (140 feet east of Stalcup Road to Stalcup Road).
This ordinance will establish speed limits for the following locations (See Attachment 2):
Speed Limits- Additions:
1. For Oakgrove Road (Block# 6400 to Block# 10400) from McPherson Road to East Alta Mesa Road, 30 mph;
2. For Campus Drive (Block# 5500 to Block# 6300) from 1-20 to East Alta Mesa Boulevard , 40 mph;
3. For Keller Hicks Road (Block # 3600 to Block # 4200) from North Beach Road to Park Vista Boulevard, 40 mph; and
4. For Hemphill Street (Block #5700) from 1-20 to Tasman Street, 40 mph.
A Form 1295 is not required for this contract because: This M&C does not request approval of a contract with a business entity.
