AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $288,852.00,
SUBJECT TO RECEIPT OF THE FISCAL YEAR 2013 EMERGENCY
MANAGEMENT PERFORMANCE GRANT, FOR THE PURPOSE OF REIMBURSING
EXPENDITURES FROM THE CITY'S EMERGENCY MANAGEMENT PROGRAM;
PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE
CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN
CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2012 -2013 in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants
Fund in the amount of $288,852.00, subject to receipt of the Fiscal Year 2013 Emergency management
Performance Grant, for the purpose of reimbursing expenditures from the City's Emergency Management
Program.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or
void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way
impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining
provisions shall be and remain in fiill force and effect.
SECTION 3.
That this ordinance shall be incorporated into the ordinance approved by the Fort Worth City Council
effecting the budget of the municipal government of the City of Fort Worth for the ensuing Fiscal Year
beginning October 1, 2012, and ending September 30, 2013, and all other ordinances and appropriations
amending the same except in those instances where the provisions of this ordinance are in direct conflict
with such other ordinances and appropriations, in which instance said conflicting provisions of said prior
ordinances and appropriations are hereby expressly repealed.
SECTION 4
This ordinance shall take effect upon adoption.

RECOMMENDATION:

1. Authorize the Office of Emergency Management b)app|yfortheFisna|Year2O13En1argency
Management Performance Grant from the Texas Division nf Emergency Management inthe approximate
amount of$144.42G.00tnreimburse expenditures from the City's Emergency Management program;
2. If awarded the grant:
a. Authorize the acceptance of and execution of a grant contract with the Texas Division of Emergency
Management for the amount of the award, estimated to be approximately in the amount of
$144.426.00;
b. Authorize a non-interest bearing interfund loan from the General Fund to the Grants Fund in the
approximate amount of $144'42G,OO for interim financing to secure continuation of the Emergency
Management program from one grant funding period to the next;
c. Authorize the transfer of the Office of Emergency Management funds from the General Fund to the
Grants Fund in the amount of$144.428OOas the City's match for the grant;
d. Authorize the tm*nohmr of eligible grant costs from General Fund to Grants Fund; and
3. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Grants Fund in the amount of$288.852.00. from the available funds.
DISCUSSION:
The Texas Division of Emergency Management provides funds to reimburse cities for conducting
Emergency Management Planning and Preparedness activities through the Emergency Management
Performance Grant (EMPG), The City anticipates receiving an award estimated at the amount of
$144,428.00 from the Fiscal Year 2O13EMPG program based upon Fiscal Year 2O03- Fiscal Year 2012
awards. In past years, the State has received additional funds for the EMPG, which it then awarded to

Approval of this Mayor and Council Communication will authorize the Office of Emergency Management to
apply for a Fiscal Year 2013 EMPG and receive an interfund loan for Fiscal Year 2013 expenditures until
the grant funding is awarded, The reason for an interfund loan is due to a delay of execution of the
contract at the State |gv8|. This delay has required the City i0 absorb grant costs in the General Fund
even though they are grant fund eligible. Additionally, approval will authorize acceptance of the EyWPG
award and transfer ofthe City's match in the amount 0[$144.420.0O from the General Fund to the Grants
Fund.
FISCAL INFORMATION / CERTIFICA,riON:
The Financial Management Services Director certifies that upon approval of the above recommendations,
receipt of the grant and adoption of the attached appropriation ordinance, funds will be available inthe
Fiscal Year 2013 operating budget, as appropriated, of the Grants Fund. Upon execution of the grant
contract, the interim interfund loan will be returned to the General Fund. Funds will be reimbursed by the
grantor after expenditures are made.
