HomeMy WebLinkAbout(0024) M&C 19-0037City of Fort Worth, Texas Mayor and Council Communication DATE: 08/06/19 M&C FILE NUMBER: M&C 19-0037 LOG NAME: 23ENVIRONMENTAL OPERATIONS APPROPRIATION SUBJECT Adopt Appropriation Ordinance in the Amount of $430,000.00 Increasing Estimated Receipts and Appropriations in the Special Revenue Fund - Environmental Protection for Fiscal Year 2019 (ALL COUNCIL DISTRICTS) (Continued from a Previous Meeting) RECOMMENDATION: It is recommended that the City Council adopt the attached appropriation ordinance in the amount of $430,000.00 increasing estimated receipts and appropriations in the Special Revenue Fund - Environmental Protection for Fiscal Year 2019. DISCUSSION: Revenues are collected through the environmental protection fees. Work has been underway reviewing and updating accounts subject to these fees. The result has been an overall increase in revenue, so the purpose of this M&C is to increase appropriatons in the Special Revenue Fund - Environmental Protection by $430,000.00 for use on qualified environmental expenses associated with environmental operations. Environmental operations can include disposal of hazardous wastes generated by City of Fort Worth operations, management of hazardous materials, assessments of environmental conditions at City properties and abatement of contaminants of concern (e.g., asbestos -containing materials, mold/mildew, contaminated soils) and necessary supplies and equipment to monitor pollution. These expenses are not emergencies, yet — but failure to address them quickly will create noncompliant situations and delays to next fiscal year could create emergency situations, as costs will only compound and the failure to fund the work will result in costly delays for the departments and projects. This appropriation increases the FY2019 Environmental Protection Fund revenues to pay for expenses associated with these operations. A Form 1295 is not required for this contract because: This M&C does not request approval of a contract with a business entity. FISCAL INFORMATION / CERTIFICATION: The Director of Finance certifies that upon approval of the above recommendations and adoption of the attached supplemental appropriation ordinance, funds will be available in the Environmental Protection Fund.
