DISCUSSION:
In March 2019, TxDOT issued the 2019 TA/SRTS Call for Projects, which was fully funded by a federal grant and as such there is no local match
required. The City made a preliminary application in April 2019 after working with a committee consisting of representatives from the City, Blue
Zones and the North Central Texas Council of Governments, to identify and rank candidate schools based on several factors such as bike and
pedestrian crashes, crossing guard counts and pedestrian surveys. Staff selected Riverside Middle School located in Council District 4 and
Handley Middle School located in Council District 5 for submittal. Both schools are located in Majority Minority Areas and the need for
improvements is identified in the Active Transportation Plan adopted by City Council in April 2019.
In July 2019, TxDOT selected the two schools to submit a detailed application for further review. Detailed applications are due to TxDOT on August
15, 2019 and are being prepared by Kimley Horn and Associates. The proposed projects will consist of upgrades to sidewalks, installation of
crosswalks, school zones and intersection improvements, and other school traffic engineering -related tasks. The estimated cost of implementation
is $4,500,000. This is a Federal Reimbursement Program, and the City will be required to fully fund these projects with available funds by FY 2022,
in order to begin construction and be eligible for reimbursement.
The schools are located in COUNCIL DISTRICTS 4 and 5.
A Form 1295 is not required for this contract because: This contract will be with a governmental entity, state agency or public institution of higher
education: Texas Department of Transportation
FISCAL INFORMATION / CERTIFICATION:
