AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $304,017.00,
$150,000.00 IS SUBJECT TO RECEIPT OF A U.S. DEPARTMENT OF THE
INTERIOR BUREAU OF RECLAMATION WATER SMART TITLE XVI GRANT,
REMAINING FROM AVAILABLE FUNDS, FOR THE PURPOSE OF A FEASIBILITY
STUDY FOR THE CENTRAL FORT WORTH RECLAIMED WATER DELIVERY
SYSTEM; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS
ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL
ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE
DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2011-2012 in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants
Fund in the amount of $304,017.00, $150,000.00 is subject to receipt of a U.S. Department of the Interior
Bureau of Reclamation Water SMART Title XVI Grant, remaining from available funds, for the purpose of
a feasibility study for the Central Fort Worth Reclaimed Water Delivery System.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or
void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way
impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining
provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No.19911-09-2011 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions
of said prior ordinances and appropriations are hereby expressly repealed-

RE: WaterSMART Feasibility Study Grant Application — City of Fort Worth, Texas
Dear Mr. Crumb:
The Tarrant Regional Water District (TRWD) supports the City of Fort Worth (Fort Worth) application
for a WaterSIVIART Feasibility Study Grant to evaluate opportunities to provide reclaimed water to
central Fort Worth and the Trinity River Vision Uptown/Central City Project.
As the raw water provider for Fort Worth and other surrounding cities, TRWD strongly encourages
water conservation and efficiency measures, including water reuse, that serve to defer the need to
import additional supplies to our service area or reduce the need to pump raw water from East
Texas reservoirs. In addition, as the local sponsor of the Trinity River Vision project, TRWD supports
Fort Worth's efforts to evaluate the feasibility of using highly treated reclaimed water for
evaporative makeup and water quality enhancement for the Uptown/Central City project.
TRWD supports this effort of the City of Fort Worth and offers to contribute $32,000 to assist in
funding this important study,

Dear Mr. Talley:
Thank you for submitting an application for development of a feasibility study under the Title
XVI Water Reclamation and Reuse Program. Reclamation conducted a review of applications
for funding based on the evaluation criteria included in the FOA announced on December 8,
2011, and posted at wwry grants. Gov. The Bureau of Reclamation is pleased to inform you that
your application was among those receiving the highest ratings and is now being considered for
award of financial assistance agreement. Reclamation anticipates awarding Federal funds in
the amount of $150,000 for your proposed feasibility study. Please note that Reclamation may
adjust the award amount in order to ensure that the feasibility study remains in compliance with
statutory requirements.
A financial assistance agreement will not be executed, nor funds awarded, until all statutory and
regulatory requirements, including those described in Section V.C. of the FOA, have been met.
Note that if the non - Federal cost -share for your feasibility study has not yet been secured, letters
indicating commitments for non - Federal funding must be submitted to Reclamation prior to
award of a financial assistance agreement,
Also, please be advised that your application has been ranked based on your description of the
feasibility study you intend to develop. Changes to the description in your application may
affect your study's ranking and eligibility for Federal funds under this FOA. Revisions to the
scope of the feasibility study described in your application can be made only after Reclamation
determines that revisions would be consistent with the selection process.

1. Authorize the acceptance of VVaterSK8ART Title >0/| Grant from the Department of the Interior Bureau
of Reclamation in the amount o[$15O.O00.00 for feasibility study for the Central Fort Worth Reclaimed
Water Delivery System;
2. Authorize the acceptance from the Tarrant Regional VVotor District of o $32.000.00 non-grant
contribution for feasibility study for the Central Fort Worth Reclaimed Water Delivery System;
3. Approve the transfer from the Water and Sewer Fund in the amount of $106,520.00 to the Grant Fund
to count towards the City's match;
4. Authorize the amount of $15,497.00 from the Water and Sewer Fund as in-kind matching funds for this
Grant
.
5. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Grants Fund inthe amount of$3D4.O17.00;and
8. Authorize the execution of professional services Agreement with Alan Plummer Associates, Inc., in
the amount not to exceed $288.520.00 to perform 8 feasibility study for the Central Rzd Worth Reclaimed
Water Delivery System.
DISCUSSION:
Since 2005, the City has committed to exploring the provision of reclaimed water to the region. On May
10, 2005, (M&C C-20721), the City Council authorized the acceptance of a Texas Water Development
Board Regional Facility Planning Grant and execution of an engineering Agreement with Alan Plummer
Associates, Inc., k) develop e Reclaimed Water Priority and |nnpkaOnenhotion Plan bo determine potential
nadoirned water customers, conceptual system d sign. cost and feasibility analysis, and public outreach to
develop a wholesale and retail customer base for reclaimed water. On August 28.2008./K4&CC-22898\.
the City Council authorized the execution of an engineering Agreement with Alan Plummer Associates,

Inc., for the design of the Vl||eAe Creek Reclaimed Water Delivery System to deliver reclaimed water to
the cities of Arlington, Euless and DFW International Airport.
On March 6, 2012, the City Council authorized the application for financial assistance to the U,S.
Department of Interior Bureau of Reclamation WaterSMART Title XVI Water Reclamation and Reuse
Program Resolution No. 4066-0302012. The Water Department is required to commit matching funds in
the amount of $122,017.00 through in-kind contribution of salaries and cash available in the Water and
Sewer Fund, In addition, the Tarrant Regional Water District has commifted funds to the City to support a
feasibility study for water reuoe, in the amount of $32,000.00.
This proposed feasibility study which the water department is seeking approval to execute with Alan
Plummer Associates, Inc., will examine alternatives to provide reclaimed water to customers in the study
area, located between the Village Creek Water Reclamation Plant (VCWRP) in east Fort Worth and the
central downtown area. Through the use of reclaimed water, the proposed project would enhance the
City's water efficiency, reduce its demand for raw water from the Tarrant Regional Water District, and help
defer the need for additional raw water supplies and potable vvetmr treatment and distribution facilities.
Ae part of the scope nf work, Alan Plummer Associates, |no, will evaluate three alternatives: (1) delivery
of reclaimed water from the VCVVRP to potential customers, (2) delivery of reclaimed water from a Water
Recycling Center /VVRC\to potential ouotO[nera' and (3) delivery ofreclaimed water to potential customers
from either the VCWRP or from a WRC. The proposed study will build on the previous two studies by
updating Alternative 1 with additional customers and updated costs and by considering alternative supply
sources and delivery infrastructure (Alternatives 2 and 3). Also, the study will include the cost
effectiveness and economic benefits of the proposed reclaimed water project. The estimated time for
completing the feasibility study will be 18 months beginning in September 1. 2012 and ending in March 1.
2014.
