HomeMy WebLinkAboutOrdinance 20399-09-2012Ordinance No. 20399-09-2012 AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GENERAL FUND IN THE AMOUNT OF $45,000.00, SUBJECT TO RECEIPT OF A MONETARY GIFT FROM FRIENDS OF THE FORT WORTH NATURE CENTER & REFUGE, INC, FOR THE PURPOSE OF FUNDING ARCHITECTURAL AND ENGINEERING DESIGN PLANS FOR THE RESTORATION OF THE BROADVIEW PARK PICNIC AREA AT THE FORT WORTH NATURE CENTER & REFUGE; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That in addition to those amounts allocated to the various City departments for Fiscal Year 2012 -2013 in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the General Fund in the amount of $45,000.00, subject to receipt of a monetary gift from Friends of the Fort Worth Nature Center & Refuge, Inc., for the purpose of funding architectural and engineering design plans for the restoration of the Broadview Park Picnic Area at the Fort Worth Nature Center & Refuge. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be incorporated into the ordinance approved by the Fort Worth City Council effecting the budget of the municipal government of the City of Fort Worth for the ensuing Fiscal Year beginning October 1, 2012, and ending September 30, 2013, and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. SECTION 4. This ordinance shall take effect upon adoption. DISCUSSION: The purpose of the Mayor and Council Communication is to authorize the acceptance of a monetary gift from the Friends of the Fort Worth Nature Center & Refuge, Inc, (Fhende), in the amount of $45.000.00 for the purpose of funding architectural and engineering design plans for the restoration of the Broadview Park Picnic Area ot the Fort Worth Nature Center @ Refuge and adopting the attached supplemental appropriation ordinance increasing estimated receipts and appropriations in the amount Of$45'OOO.00 from available funds. The Friends isa non-profit organization formed in1874 to support the operation of the Fort Worth Nature Center & Refuge (FWNC&R) through financial and in-kind contributions. The Friends wish to donate the amount of $45,000.00 to the Parks and Community Services Department for the purpose of funding the development of architectural and engineering design plans for the restoration of the Broadview Park Picnic Area. In the 1930's, the Civilian Conservation Corps operated a camp at Lake Worth and constructed many park amenities, The Broadview Park Picnic Area is one such amenity. The site is perched on the edge of a bluff with commanding east facing view Of upper Lake Worth and contains a|arge shelter, o banquet table, 8 water fountain, a latrine and a number Ofindividual picnic tables scattered over several acres. Prior to the creation of the FVVNC&F(in1gO4.the entire park was extensively vandalized and funding has not been available for repairs.
