HomeMy WebLinkAbout(0020) M&C 19-0030City of Fort Worth, Texas Mayor and Council Communication DATE: 08/13/19 M&C FILE NUMBER: M&C 19-0030 LOG NAME: 21 P19-0125 HEAVY DUTY SERVICE BODY TRUCKS PMD LSJ SUBJECT Authorize Purchase of Seventeen Heavy Duty Service Body Trucks from Texas Kenworth Co., dba MHC Kenworth - Fort Worth, in an Amount Up to $2,703,740.24, for the Water Department Through the Property Management Department (ALL COUNCIL DISTRICTS) RECOMMENDATION: It is recommended that the City Council authorize the purchase of seventeen heavy duty service body trucks from Texas Kenworth Co., dba MHC Kenworth - Fort Worth in an amount up to $2,703,740.24, for the Water Department through the Property Management Department. DISCUSSION: The Property Management Department (PMD) approached the Purchasing Division for assistance with buying heavy duty service body trucks for use by the Water Department. The trucks will be used to Install and maintain City Water/Sewer assets throughout the City of Fort Worth. Purchasing issued an Invitation to Bid (ITB) consisting of detailed specifications as to the functionality, features and requirements for the new units. This bid was advertised in the Fort Worth Star -Telegram on April 17, 2019, April 24, 2019 and May 1, 2019. Ten vendors were solicited from the purchasing vendor database and two responses were received. Staff certifies that the (2) bids received meet specification and recommends awarding the purchase of the unit from MHC Kenworth CO., dba MCH Kenworth-Fort Worth . The units will be a replacements for outdated and unreliable units that can no longer be economically maintained. The old units will be sold at auction. Staff certifies that the new units meet the required specification and are expected to operate satisfactorily during their service life. Warranty information, manufacturer's Statement of Origin and original sales invoice will accompany the new units upon acceptance and delivery to the City's Southside Service Center located at 4100 Columbus Trail. BID TABULATION- (see attached) TOTAL COST OF OWNERSHIP (TCO) - Over their service life of 15 years the total cost of ownership for the heavy duty service body trucks will be - $ 4,409,504.00. PRICE ANALYSIS - There is no recent purchase history for a unit configured to these exact specifications. Staff reviewed the proposed pricing and concluded that pricing offered by the recommended Vendors are fair and reasonable. ADMINISTRATIVE CHANGE ORDER — An administrative change order or increase may be made by the City Manager up to the amount allowed by relevant law and the Fort Worth City Code and does not require specific City Council approval as long as sufficient funds have been appropriated. M/WBE OFFICE - A waiver of the goal for MBE/SBE subcontracting requirements was requested by the Purchasing Division and approved by the M/WBE Office, in accordance with the BIDE Ordinance, because the purchase of goods or services is from sources where subcontracting or supplier opportunities are negligible. The units will be delivered within Approximately 180 days after receipt of a purchase order. FISCAL INFORMATION / CERTIFICATION: The Director of Finance certifies that funds will be available in the current capital budget, as appropriated, of the W&S Capital Projects Fund. Prior to an expenditure being incurred, the participating Department has the responsibility to validate the availability of funds.
