(COUNCIL DISTRICTS 4 and 7) RECOMMENDATION: It is recommended that the City Council approve revising the scope of the eleven 2018 Bond Program projects listed below to replace planned roundabouts with signal -controlled intersections. DISCUSSION: In the 2018 Bond Election, voters overwhelmingly approved Proposition A, which authorized issuance and sale of $261,630,080 in tax -supported bonds for street and mobility infrastructure improvements. The bond booklet that was distributed prior to the election identified specific projects that were planned to be constructed and noted that roundabouts were planned at certain identified intersections, including those identified in the table below. As a preliminary step toward implementing some of these projects, engineering contracts were approved or expanded via appropriation of additional funds (M&C C-28764, June 26, 2018). As part of the more detailed review associated with engineering design, the proposed projects were reanalyzed based on traffic counts and available right-of-way. In addition, logistics of some projects were re -reviewed to take into account the interplay between possible roundabouts and external factors, such as work done by TxDOT and the effect on nearby railroad crossings. Following that review, it has been determined that a number of the projects that initially called for roundabouts would be better served by installation of a traditional intersection with traffic signal. The table below presents the specific projects from the 2018 Bond Program for which traffic -signal - controlled intersections are being recommended to replaced planned roundabouts. F��RdPark Vista Blvd and Keller Haslet Traffic signal is recommended for temporary solution until Park Vista's southbound lanes are built The basic projects initially proposed in the bond booklet — namely, street and intersection improvements at these identified locations — are not be changed. Therefore, staff believes the projects, as revised, are substantially the same as what was originally presented to and approved by Fort Worth voters in 2018. Adoption of this Mayor and Council Communication will serve as a formal determination by the Fort Worth City Council that these projects, as revised to include signalized intersections instead of roundabouts, are within the scope of Proposition A as approved by Fort Worth voters. Project budgets are not expected to be impacted by the scope revision as funds will be used on the recommended traffic signals. A Form 1295 is not required for this contract because: This M&C does not request approval of a contract with a business entity. FISCAL INFORMATION / CERTIFICATION: The Director of Finance certifies that funds are available in the current capital budget, as appropriated, of the 2018 Bond Program and that, prior to expenditures being made, the participating department has the responsibility to validate the availability of funds.
