Authorize Amendment to Purchase Agreement for Vehicle Rentals with EAN Holdings, LLC to Increase the Annual Amount by $100,000.00 for a
New Annual Amount of Up to $400,000.00 for All City Departments Using a Tarrant County Cooperative Contract (ALL COUNCIL DISTRICTS)
RECOMMENDATION:
It is recommended that the City Council authorize an amendment to the purchase agreement for vehicle rentals with EAN Holdings, LLC to
increase the annual amount by $100,000.00 for a new annual amount of up to $400,000.00 for all City Departments using Tarrant County
Cooperative Contract No. 2018-185.
DISCUSSION:
In December 2018, City Council approved M&C P-12288 for the rental of various types, sizes, makes and models of automobiles, sport utility
vehicles, vans and pickup trucks. Some vehicles are being used by staff traveling to conduct official City business in -town and out-of-town. In 2019,
the Park & Recreation Department states there is an increase in participation in the After School Program. Additional routes have been added to
pick up children from their elementary school, therefore, additional rental vans are needed. The additional funding will be used for these services
and to ensure that funds are avaliable for future needs.
M/WBE OFFICE — A MBE/SBE goal is not assigned when purchasing from an approved purchasing cooperative or public entity
COOPERATIVE PURCHASE - State law provides that a local government purchasing an item under a Cooperative Purchasing Agreement
satisfies state laws requiring that the local government seek competitive bids for purchase of the item. Tarrant County Cooperative Contracts have
been competitively bid to increase and simplify the purchasing power of government entities.
ADMINISTRATIVE CHANGE ORDER — An administrative change order or increase may be made by the City Manager up to the amount allowed
by relevant law and the Fort Worth City Code and does not require specific City Council approval as long as sufficient funds have been
appropriated.
AGREEMENT TERMS - The current term of this Agreement will expire on September 26, 2019.
RENEWAL OPTIONS -This Agreement may be renewed in accordance with the terms and conditions of Tarrant County Contract No. 2018-185 or
applicable successive Tarrant County contracts for the same services at the City's option. This action does not require specific City Council
approval provided that City Council has appropriated sufficient funds to satisfy the City's obligations during the renewal terms.
FISCAL INFORMATION / CERTIFICATION:
The Director of Finance certifies that funds are available in the current operating budgets, as appropriated, of the participating departments and
that prior to an expenditure being made, the department has the responsibility to validate the availability of funds.
