and Contingencies for an Exterior Glass Artwork at the New Como Community Center, Located at 4660 Horne Street, Fort Worth, Texas 76107

RECOMMENDATION:
It is recommended that the City Council:
1. Authorize the execution of an artwork commission contract with Adam Neese, in an amount up to $91,740.90 for fabrication, delivery,
installation and contingencies for an exterior glass artwork at the new Como Community Center; and
2. Find that the use of the funds for public art for this project complies with the voted purpose of the bond funds.
DISCUSSION:
Adam Neese has designed an inspiring glass artwork to be integrated into the "front porch" of the
new Como Community Center. Installed between the building's columns near the roofline, the
artwork's eye-catching imagery will create an impactful street presence to welcome visitors into the
community and to the center. Echoing the traditional use of front porches, the design references
community gatherings through the generations with three translucent layers of graphic imagery,
including texts from The Lake Como Weekly, images representing the Como landscape and built
environment, and silhouettes of today's Como citizens. The multilayered glass artwork will produce
unique viewpoints: from the exterior of the building, the colorful spirit of today's community is
highlighted; from the front porch, right -reading graphic text invite visitors to reflect on Como's rich
history. Together, the artwork combines past and present to illustrate Como's bright future.
This glass artwork spans across three (3) bays within the front porch area, with each section totaling
16' in length. The glass sections are comprised of four (4) laminated glass panels, each 7'8" in
height by 4' in length by 9/16" in depth. They are captured by a stainless steel channel system and
supported by a steel I-beam system, which will be painted to seamlessly blend with the building.
On August 31, 2018, Adam Neese was placed under a Final Design Agreement (City Secretary
Contract No. 51157) in the amount of up to $11,361.00.
Fort Worth Art Commission (FWAC) Action: On August 12, 2019, the FWAC approved Adam
Neese's Final Design and recommended that he be placed under an Artwork Commission Contract.
Funding for the project has been allocated from the 2014 Bond Program, Proposition 2, and the
project was included in the Fort Worth Public Art Fiscal Year 2019 Annual Work Plan adopted by
City Council on November 6, 2018, as M&C G-19412. Based on the project's location and
relationship to capital improvements that were bond funded from the same source, staff
recommends that City Council find the use of those funds for this project at this location similarly
complies with the voted purpose of the bonds.

M/WBE OFFICE - The City's overall M/WBE goal for the Fort Worth Public Art Program is 25
percent of total capital project dollars expended on public art annually.
Council Member Brian Byrd concurs with the FWAC's recommendation to commission Adam
Neese to fabricate, deliver, and install the exterior glass artwork at the new Como Community
Center.
FISCAL INFORMATION / CERTIFICATION:
The Director of Finance certifies that funds in the amount of $91,740.90 are currently available in the Como Community Center Public Art Project.
Prior to an expenditure being incurred, the participating department has the responsibility to validate the availability of funds.
