AN ORDINANCE INCREASING THE ESTIMA'T`ED RECEIPTS AND
APPROPRIATIONS IN THE AIRPORTS GRANT FUND IN THE AMOUNT OF
$22,222,222.22, SUBJECT TO RECEIPT OF A GRANT FROM THE' FEDERAL
AVIATION ADMINISTRATION, FOR THE PURPOSE OF FUNDING THE RUNWAY
EXTENSION PROJECT AT FORT WORTH ALLIANCE AIRPORT; PROVIDING FOR
A SEVERABILI'I'Y CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF
PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT
HEREWITH; AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2011 -2012 in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the
Airports Grant Fund in the amount of $22,222,222.22, subject to receipt of a grant from the Federal.
Aviation Administration, for the pwpose of funding the Runway Extension Project at Fort Worth Alliance
Airport.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or
void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way
impair the remaining portions, sections, or pails of sections of this ordinance, which said remaining
provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No.19911 -09 -2011 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions
of said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4
This ordinance shall take effect upon adoption.

It is recommended that the City Council
1. Authorize application for and acceptance of a grant, if awarded, from the Federal Aviation
Administration in the amount nf$2K00U.Q0O.00 for the Runway Extension Project mtFOrtVVodhAJ|ianma
2. Authorize the use of land credits in the amount of $2.222.222.22 for the City of Fort Worth's in-kind
local match of ten pmnc*rd of the project cost; and
3. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations iDthe
Airports Grant Fund in the amount of $22,222,222.22 subject to receipt of the grant.

$244,73O.8Q3.25 that will be completed based on the availability of federal funds. Each year the City of
Fort Worth (City) receives discretionary Federal Aviation Administration (FAA) funding for the Runway
Extension. FAA has advised the City that discretionary grant funding in an amount up to $20.000.00000
maybe available and has requested that aprojmnt application besubmitted.
The Federal Aviation Administration has issued a series of grants for environmental assessments, land
acquisitions, three earth work packages, design and construction of FM 166. design and construction for
the lowering of Keller Haslet Road, design and construction of John Day Road relocation and design of
the Burlington Northern Santa Fe Railroad relocation.
In addition, funding was secured through an Advanced Funding Agreement with the State of Texas that
includes $51.3 million in State Highway 121 Toll Road Funds as approved by the Regional Transportation
Council for the construction of the new Burlington Northern Santa Fe mainline. It is the City's intent to
reimburse the $51.3 million as funding becomes available.
Fort Worth Alliance Airport is located in COUNCIL DISTRICT 2.
FISCAL INFORMATION / CERTIFICATION:
The Financial Management Services Director certifies that upon approval of the above recommendations,

and adoption of the attached appropriation ordinance, funds will be available in the current capital budget,
as appropriated, of the Airports Grant Fund.
