HomeMy WebLinkAbout(0027) M&C 19-0141City of Fort Worth, Texas Mayor and Council Communication DATE: 09/10/19 M&C FILE NUMBER: M&C 19-0141 LOG NAME: 2020TPWTIF 7 FUND REALLOCATION HERITAGE TRACE SIDEWALK SUBJECT Adopt an Appropriation Ordinance Increasing Estimated Receipts and Appropriations in the Amount of $510,000.00, from Available Funds in the Harmon Road Design ROW project, within the Developer Contribution Fund for the Heritage Trace Parkway Sidewalk Project (COUNCIL DISTRICTS 4 and 7) RECOMMENDATION: It is recommended that the City Council adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the amount of $510,000.00, from available funds in the Harmon Road Design ROW project, within the Developer Contribution Fund for the Heritage Trace Parkway Sidewalk Project. DISCUSSION: On May 1, 2019, city staff briefed the Tax Increment Reinvestment Zone #7 Board of Directors regarding the need for additional funds to deliver sidewalk and pedestrian improvements along the south side of Heritage Trace Parkway between IH 35 and Feather Grass Lane. Staff provided background information on the Heritage Trace Sidewalk project, including: the original project scope, the proposed added scope to the project, as well as reasoning for adding the increased scope to the project. A detailed explanation of the additional costs that the TIF would incur if they approved the expanded project scope- $510,000.00 was provided. Councilmember Moon asked how IH 35 Phase 3C is impacting this project and how would the work be coordinated with the plans that TxDOT has for the same area. Staff advised the board that the City has been working with TxDOT on their plans, provided detailed description of the scope, and have reached an understanding that the projects will work together with each other and the needs of the community will be supported with both projects. Staff explained that the expenditure bottom line would not be impacted by moving additional funds to the Heritage Trace Parkway project, the additional funds ($510,000) would be shifted from the Harmon Road project. A recommendation was presented to the TIF 7 Board to approve the additional funds for the project, and the extension of the completion deadline for the project, given that it would not be adversely affect Harmon Rd project which will be receiving whatever additional funds (fund balance) the TIF 7 has. The motion to approve the Discussion and Consideration of an Amendment to Resolution 2016-1, which Concerns a Development Agreement with the City of Fort Worth for the Construction of Transportation Improvements and Sidewalks Along Heritage Trace Parkway, to Increase Funding for the Heritage Trace Parkway Sidewalks by $510,000.00, for a Total Amount Not to Exceed $685,000.00, and to Extend the Completion Deadline to December 31, 2019 was passed by the board. This M&C transfers the funds for Project #100460 Heritage Trace Parkway Sidewalk Improvements in Fiscal Year 2018 to be administered by the TIF 7 Board in compliance with their Council approved TIF Plans. A Form 1295 is not required for this contract because: This M&C does not request approval of a contract with a business entity.
