HomeMy WebLinkAbout(0034) M&C 19-0130City of Fort Worth, Texas Mayor and Council Communication DATE: 09/10/19 M&C FILE NUMBER: M&C 19-0130 LOG NAME: 065030 MT-19-007 CHAPEL HILL SUBDIVISION SUBJECT Consider Adoption of an Amendment to the Master Thoroughfare Plan to Realign Fleming Ranch Road and to Realign Eagle Mountain Parkway (COUNCIL DISTRICT 7) RECOMMENDATION: It is recommended that the City Council adopt the proposed amendment to the Master Thoroughfare Plan (MT-19-007) to realign Fleming Ranch Road from Bonds Ranch Road to 3,200 feet north of Future Heritage Trace Parkway, and realign Eagle Mountain Parkway from Saginaw Boulevard to 8,400 feet east of Morris Dido Newark Road as recommended by the City Plan Commission. DISCUSSION: The City Plan Commission held a public hearing on the proposed Master Thoroughfare Plan (MTP) amendment (MT-19-007) on June 26, 2019. In conformance with the Subdivision Ordinance, property owners within 300 feet of the MTP waiver were notified of this request, along with registered community organizations within a half mile. Following the public hearing, the City Plan Commission recommended approval of the amendment to City Council. Cadence Capital West, LLC initiated the request concurrently with Chapel Hill concept plan (CP-19-001) and the first phase preliminary plat (PP- 19-014). Chapel Hill is a multi -phased development of single-family, multifamily and commercial uses. The concept plan and preliminary plat were approved conditional upon approval of this MTP amendment at the June 26, 2019 City Plan Commission meeting. The MTP amendment will change the alignments of Fleming Ranch Road and Eagle Mountain Parkway, neighborhood connectors. Both realignments deviate greater than 1,000 feet from the existing MTP alignments, thus requiring City Council approval [MTP, Section 1. Alignment]. The proposed alignment for future Fleming Ranch Road will remove three creek crossings over existing floodplain areas. In addition, the realignment will create three commercial corners at the intersection of Fleming Ranch Road and Eagle Mountain Parkway. The proposed alignment for future Eagle Mountain Parkway reduces the impact to the floodplain, and provides a more perpendicular alignment with Saginaw Boulevard. The Texas Department of Transportation (TxDOT) has given conditional approval of the proposed location where Eagle Mountain Parkway will intersect Saginaw Boulevard. The MTP amendment is located in COUNCIL DISTRICT 7.
