With a quorum of the City Council Members present, Mayor Price called the Fort Worth
City Council Work Session to order at 3:03 p.m. on Tuesday, September 17, 2019, in
City Council Conference Room 290 of the Fort Worth City Hall, 200 Texas Street, Fort
Worth, Texas.

4. Council Proposal
19-CP 314 Waiver of Festival Equipment Rental Fee for the Harambee Festival -
Council Members Kelly Allen Gray and Gyna Bivens
This will move forward this evening for action. Council Member Bivens will
request that Council waive the Rules of Procedure to allow action tonight.
5. Presentation on Camping on Private Property - Matt Murray, City Attorney's
Office, Tara Perez, City Manager's Office, and Lt. Amy Ladd, Police
Staff gave a presentation on the proposed ordinance regarding camping on private
property. They discussed the HOPE unit from the Police Department and Directions
Home and their efforts to reduce homelessness. Staff provided a comparison
between the ordinance provided on September 10, 2019, and the modified ordinance
provided in the September 17, 2019, packet.
6. Update on Transit Moves Fort Worth Master Plan (Part 1 of 2) — Chad Edwards,
Transportation and Public Works
Chad Edwards, TPW, provided an update on Transit Moves Fort Worth Master
Plan.
7. Presentation on the Wellness Audit - Brian Dickerson, Human Resources and Ian
Goodman, Arthur J. Gallagher & Co
Brian Dickerson, Human Resources and Ian Goodman, Arthur J. Gallager & Co.
presented an update on our Wellness Audit and improvements made by the City.
8. Outstanding Items Related to the Proposed FY2019-2020 Budget - David Cooke,
City Manager
City Manager Cooke reviewed the actions related to the budget that are on the Council
Meeting agenda. First is the budget ordinance, second is the tax rate ordinance which

requires an affirmative vote of 60% of the Council to approve, and third is the
ordinance ratifying the property tax revenue increase, required by the Local
Government Code.

training received by Dispatchers

There being no further business to come before the City Council Mayor Price adjourned
the meeting at 5:19 p.m.
