With a quorum of the City Council Members present, Mayor Pro tem Shingleton called
the Fort Worth City Council Work Session to order at 3:00 p.m. on Tuesday, November
5, 2019, in City Council Conference Room 290 of the Fort Worth City Hall, 200 Texas
Street, Fort Worth, Texas.
1. Report of the City Manager - David Cooke, City Manager
a. Changes to the City Council Agenda
M&Cs 19-285, 19-282 and 19-291 will be withdrawn from the Consent Agenda for
individual consideration.
b. Upcoming and Recent Events
Pioneer Tower Relighting ceremony is scheduled for 6:00 p.m. on Wednesday,
November 6th at 3401 W. Lancaster Ave.

c. Organizational Updates and Employee Recognition(s)
Chief Kraus will recognize Officer T. Gierling for his hard work and determination in
apprehending a suspect involved in a car accident.
Update on Third Party Police Policy Review
City Manager Cooke reported that the recommended panelists have been identified and
negotiations are underway regarding details for the final review. The plan is to announce
the panel by November 8, 2019, and an Informal Report about the panel with their
biographies will be on the Work Session agenda for November 12, 2019. The Resolution
formally appointing the panel and a budget ordinance, if needed, will be on the Council's
agenda for action on November 19, 2019.

4. Briefing on 2020 Census Complete Count Committee - Michelle Gutt,
Communications and Public Engagement
Michelle Gutt, Director of Communications and Public Engagement, gave a presentation
on the purpose of the Census and activities to date. She provided an update on the
activities of the Complete Count Committee. She also covered all the outreach planned
to keep the residents informed about the Census activities in the City.
5. Presentation on Vision Zero Plan - Tanya Brooks, Transportation and Public
Works
Tanya Brooks, Transportation and Public Works Assistant Director, provided
information on Vision Zero, a strategy to eliminate all traffic fatalities and serious injuries
through policies and regulations which prioritize safe, multi -modal streets. She reviewed
Fort Worth crash data, discussed the elements of the Vision Zero Action Plan. Next
steps include the adoption of a resolution and developing the Vision Zero Action Plan.

6. City Council Requests for Future Agenda Items and/or Reports
Council Member Jordan and Council Member Bivens - a report on construction zones,
communication to residents and neighborhoods.
Council Member Bivens - Report on lane striping and buttons missing and replacement
plan.
Mayor Pro tem Shingleton - Update on the nomenclature used in the CRM - confusion
about the use of "resolved" .
Council Member Byrd - Human Trafficking update.
Mayor Price - Traffic data on roundabouts now and when they were intersections.
7. Executive Session (CITY COUNCIL CONFERENCE ROOM, CITY HALL,
ROOM 290) - SEE ATTACHMENT A
There being no further business to come before the City Council Mayor Price adjourned
the meeting at 4:18 p.m.
