CALL TO ORDER
With a quorum of the City Council Members present, Mayor Pro tern Shingleton called
the regular session of the Fort Worth City Council to order at 7:00 p.m. on Tuesday,
November 5, 2019, in the City Council Chamber of the Fort Worth City Hall, 200 Texas
Street, Fort Worth, Texas.

The invocation was provided by Reverend Russ Boyd, Ridglea Christian Church.

the minutes of the City Council Work Session and Regular Meeting of October 29,
2019, be approved. Motion passed 7-0, Mayor Price and Council Member Moon

2. M&C 19-0282 Adopt Ordinance Vacating a Portion of an Alley in Block 10,
Southland Subdivision of Block 10, Fields Welch Addition between West
Terrell Avenue and West Pulaski Street to be Replatted with the Adjoining
Property for a Parking Garage for Cook Children's Medical Center (COUNCIL
DISTRICT 9)
Council Member Jordan advised that he filed a Conflict of Interest Affidavit
with the City Secretary's Office pertaining to M&C 19-0282 and would abstain
from voting on this issue.
Motion: Council Member Zadeh made a motion, seconded by Council Member
Allen Gray, that M&C 19-0282 be approved and Ordinance No.
23913-11-2019 be adopted. Motion passed 6-0, one abstention from
Council Member Jordan and Mayor Price and Council Member Moon
absent.
SPECIAL PRESENTATIONS, INTRODUCTIONS, ETC.
1. Presentation of Proclamation for Scott Mahaffey
Council Member Byrd advised that the presentation of a proclamation for Mr. Scott
Mahaffey would be brought back at the November 12, 2019, Council meeting.
2. Presentation of Proclamation for SOL Ballet Folklorico's Decade of Dance
Council Member Flores presented a Proclamation for SOL Ballet Folklorico's Decade
of Dance to Mr. Freddy Cantu, Co -Founder of SOL Ballet Folklonco.
3. Presentation of Certificates for Beck School of Construction Graduates
Mayor Pro Tern Shingleton, Council Member Allen Gray, City Manager David Cooke,
Mr. Robert Sturns, Economic Development Department, and Mr. Scot Bennett, Beck
Construction, presented Certificates for Beck School of Construction graduates.

Council Member Zadeh presented a Certificate of Recognition for Municipal Court
Week to Mr. William Rumuly, Ms. LaMysa Lanley, and Deputy Judge Simon C.
Gonzales, Municipal Court.
Mayor Pro tem Shingleton recognized the Gentlemen's Society of Fort Worth.

Motion: Council Member Byrd made a motion, seconded by Council Member Bivens, that
ceremonial travel be approved with no cost to the City for Council Member Zadeh
to attend the American Planning Association confernece in Waco, Texas, from
Wednesday, November 6, 2019, through November 8, 2019. Motion passed 7-0,
Mayor Price and Council Member Moon absent.
